The following are comments that need to be addressed and plans updated accordingly: • Please remove the Zoning Classification Note from the plat. • Please include the following Note on the Plat: Carmel/Clay Plan Commission Docket Nos.80-00 PP; 182-00 SP. • The monuments on the northeast and northwest corners of the Lot are required to be 4"x 4"x 36" concrete. • The rebar markers at the southeast and southwest corners of the lot are required to be 36" in length. Now that is has been determined that Plum Creek Partners. LLC will be responsible for the site development. we offer these comments based upon the most recent set of plans submitted for this project which were received in this office on January 16'1'. 2001. These comments are based upon comparison of the plans for Lot #6 with the master plan for Hazel Dell Corner. which were received on February 28, 2001. PERFORMANCE GUARANTEE REQUIREMENTS I. The only Performance Guarantee requirement for this project \viii be for Monuments. Since Lot 6 shares a property line with Lot 5, which ever lot develops First will be.required to post the Performance Guarantee for the two monuments required for the shared property line. Please provide a Certified Engineer's Estimate of the cost of labor and materials for the installation of required monuments for the project. BOARD OF PUBLIC WORKS AND SAFETY 2. Since Plum Creek Partners will be obtaining Board approval for the Commercial Curb Cut on Hazel Dell Parkway that will serve Lot 6 and Lot 5. the following Board approval requirements remain: • Secondary Plat approval. Required Performance Guarantees must be posted prior to Board approval. • Consent to Encroach Agreements. It appears there are several easement encroachments on the plans. Additionally. the irrigation system will require a Consent to Encroach Agreement. • Irrigation System. This system NvilI require a separate Board approval of Water Availability once the usage has been determined. This project received Water and Sanitary Sewer Availability approval from the Board on February 2 I. 2001. DIMENSION CONTROL PLAN-SHEET C102 3. There are several easement encroachments indicated including a chain link fence. tricycle path. parking lot and a sign. 4. The 25' D.U.&.S.E. and 30' Greenbelt easement dimensions are confusing. Perhaps the use of arrows to distinguish the boundaries of the 30' and 25' casements would be helpful. Please rectify on this and any other applicable sheet. 5. The easements in the adjacent Delaware Commons subdivision arc D.U.&S.E. easements. not sanitary sewer easements. Please make this revision on all applicable pages. 9. Regarding the asphalt path in common areas of Delaware Commons: • Who will construct this path? • If this project. have you received permission from the subdivision? • How will the asphalt path be integrated with the assumed concrete walk in the right of way of Blackfoot Trail? Who will construct the path? Extension of this path into the right of way of Blackfoot Trail will require the approval of the City Engineer. OFFSITE SANITARY AND STORM-SHEET C104 10. Is this sheet necessary since Plum Creek Partners will be installing this infrastructure? UTILITY PLAN-SHEET C106 1 I. The sanitary structure is on the property line between Lot 5 and Lot 6 on the Schneider site master plans. This structure is indicated on the Schneider plans as M.H. #5. in addition to the T.C., please indicate the invert of the structure(these should match Schneider's plans). Please label "By Others". Please do time same for the storm structure. 12. This sheet also indicates an encroachment of light poles in the easement. 13. Regarding the Notes on this sheet.verify with Cannel Utilities as to tic validity of the notes. Also. eliminate the reference to the Indianapolis Water Company (IWC). PLAN & PROFILE,SANITARY AND STORM-SHEET C107 14. Since this infrastructure is to be constructed with the overall site development, this sheet is probably not required. if yon want; you can leave the storm plan and profile to be constructed with Lot 6 on the plans. This project is within the City of Carmel Water and Sanitary Sewer Service area. All other infrastructure issues, with the exception of the Mitchner Ditch regulated drain, are within City of Carmel jurisdiction. The regulated drain is under the jurisdiction of the Hamilton County Surveyor's Office. 2. Board of Public Works and Safety approvals: Commercial Curb Cut—It is our assumption that all cuts will be constructed with the Hazel Dell Corner construction and the developer of Hazel Dell Corner will request approval. Please advise if this is not a correct assumption. Water and Sanitary Sewer Availability—Again, it is assumed the Developer will pay the acreage fees for the entire development. This being the case,this development would be required to request Water and Sanitary Sewer Availability approval from the Board. Our utility tables and ordinances do not specify conversion factors for calculation of connection fees for daycare facilities. We are assuming this is a day care? Therefore, these fees must be determined. If there are other similar facilities in operation, we may consider usage figures from these facilities. We would require one year's actual usage, month by month and the number of students,square footage of the facility. etc. Another possibility is using the elementary student classification from Bulletin S.E. 13 from the Indiana State Board of Health. I am including our current fee schedule and equivalent user tables for our ordinances. Secondary Plat Approval—The plat will require Board Approval. All required Performance Guarantees must be posted prior to Board approval. Additionally, the plat must be recorded as a requirement for a building permit. 3. The plans for this lot must be coordinated with Schneider Engineering and the Developer regarding plans submitted for the entire development regarding infrastructure improvements. It is our understanding infrastnicturc improvements will be constructed prior to individual lot development. For example.acel/decel lanes, sanitary sewers, water mains, storm sewers, detention ponds, asphalt paths, etc. Please indicate on your plans who is responsible for infrastructure improvements.
