Alexia - I have a couple of suggestions regarding the design of the plat for Blackwell Park Phase Two that I am hoping you
can pass along to the Engineering Department or Plan Commission, whichever is appropriate at this point in the process.
I am in support of more single - family homes in the neighborhood and appreciate the inclusion of a park space, which will
be very popular with children. Both of these will continue making our neighborhood a wonderful example of how
Carmel is leading the design of great places in the Midwest. While homes and park spaces are good, we also live on our
streets and sidewalks. For the most part, cars move pretty slow in the neighborhood, which is a testament to good
street design a generation ago. Blackwell Park Phase Two seems to deviate from the established street design at the
intersection of 7th Street NE and the new 3rd Ave NE. The included curve will only allow cars to move faster and put
pedestrians at risk. For the level of cars here, I believe a more appropriate design would allow 3rd Ave NE to meet 7th
Street NE at "90 degrees" in the same manner as 2nd Ave NE today. Buses, firetrucks, and other heavy vehicles have all
traversed this corner on a regular basis without issue. Second, I would request that a stop sign be present at all
approaches at each intersection on this plat. Together, I believe this development and these two design elements would
allow pedestrians to continue to have superiority over cars in our neighborhood and keep it one of the most desirable
housing markets in the Indianapolis area.

However, this conflicts with the June 23 BZA meeting and with the BZA info packets being due on June 13. Is
there any way you can incorporate the revised site plan into the BZA info packets? If it helps, we might be able
to accept the BZA info packets as late as June 17 (so that we can mail them out to the BZA members).
Please let me know your 'game plan'. (Since Alexia will be out of the office for a few weeks, please just

Hi Andrew,
We received your packets on Friday and as I was reading the cover letter for the packet, it mentioned a "variance exhibit." I did
not find such an exhibit included in the packet, unless it was titled something differently. Which document is the "variance
exhibit" or perhaps it was not included?
Also, after further review of the petition I have some additional comments.
- The Department would like you to consider detached garages that are set to the rear of the lot, instead of having all front
loading garages on those parcels without alley access.
- Is the plan to eventually connect 3rd Avenue NE north to 7th Street NE? If so, what is the progress on this? This connection
would be preferable to allow for two points of access to the subdivision. It would also help support the proposed variances,
since these lots will be similar to lots in Old Town however currently they are not on a connected street as are most lots in Old
Town.
- In the packet cover letter that you submitted, you mentioned that this subdivision is a continuation of the original Blackwell
Park development. Seeing as phase II is in such close proximity to the original Blackwell Park and that the streets appear to line
up, is the plan to connect these streets in the future by continuing 3rd Ave NE and connecting to 5th Street NE?
Will you have any covenants and restrictions or architectural guidelines as.a part of this subdivision? If so, could you please
provide a draft copy?
