Plan Review Comments
The undersigned has reviewed the proposed plans for the above listed project and is forwarding the
following comments for your review. All comments are requirements of the Indiana Fire Code 2008
Edition 675 IAC 22-2.4 or the 2008 Indiana Building Code unless noted.
1. 907.2.10.1.2 Single-or multiple-station smoke alarms shall be installed in Groups R-2 R-3, R-4 and I-1
regardless of occupant load at all of the following locations:
1. On the ceiling or wall outside of each separate sleeping area in the immediate vicinity of bedrooms.
2. In each room used for sleeping purposes.
3. In each story within a dwelling unit, including basements but not including crawl spaces and
uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening door between
the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level
provided that the lower level is less than one full story below the upper level. ( 9072.10.1.2 Groups R-2, R-3,
R-4 and I-1. ) Additionally, all smoke alarms shall receive their primary power from the buildings power
source, shall be equipped with a battery backup, and be interconnected in such a manner that the activation
on one alarm will activate all the alarms within the individual unit.
All apartment units shall have single station smoke detectors installed and shall comply with this section.
2. Provide full fire alarm system plans for each building for review.
3. Full automatic fire sprinkler system plans shall be provided for review for each building.
4. 905.3.1 Building height. Class I standpipe systems sFiall be installed throughout buildings where the
floor level of the highest story is located more than 30 feet(9144 mm) above the lowest level of the fire
department vehicle access, or where the floor level of the lowest story is located more than 30 feet(9144
mm) below the highest level of fire department vehicle access.
A full standpipe system shall be installed in building A. The installation shall comply with the 2008 Indiana
Fire Code and NFPA 14.
5. 1208.2 Attic spaces: An opening not less than twenty (20) inches by forty (40)inches (five hundred eight
(508) mm by one thousand sixteen (1,016) mm shall be provided to any attic area having a clear height of
over thirty (30) inches (seven hundred sixty-two (762) mm). A thirty (30) inch (seven hundred sixty-two(762)
mm) minimum clear headroom in the attic space shall be provided at or above the access opening. When the
access opening penetrates fire-resistive construction, the access opening closure shall provide the fre-
resistive construction as required forthe fire-resistive construction that is penetrated for the opening, and
may be manufactured or field assembled, and shall be tight fitting.
6. 1024.6 Access to a public way. The exit discharge shall provide a direct and unobstructed access to a
public way.
Sidewalks shall be provided from each required exit to a public way. `
7. 1410.1 Required access. Approved vehicle access for firefighting shall be provided to all construction or
demolition sites.
Prior to construction beginning above grade and the arrival of combustible materials on site, Emergency
Vehicle access shall be provided by roads with at least an asphalt binder surface capable of supporting
vehicle loading under all weather conditions. Vehicle access shall be maintained unobstructed at all times.
8. 1412 WATER SUPPLY FOR FIRE PROTECTION. An approved water supply for fire protection, either
temporary or permanent, shall be made available as soon as combustible material arrives on the site.
Fire Hydrants shall be fully tested/inspected, accessible, and placed in service prior to combustible material
arriving on site.
9. 506.1. Key Boxes When Required.Whenever the servicing fire department has instituted a key box
emergency access system, a key box compatible with that system shall be installed in an accessible location
if:
(1)the building is protected with an automatic sprinkler system equipped with a local or transmitted water-
flow alarm, or
(2) the building is provided with any fire alarm system equipped with an outside audible/visual signaling
device, or
(3) the building is provided with any fire alarm system where the alarm is transmitted to an off-site location, or
to the fire alarm center for the servicing fire department.
Each individual building shall be provided with its own Knox Box at an approved location.
10. 912.3.1 Locking fire department connection caps. Provide approved locking caps on fire department
connections for water-based fire protection systems where the responding fire department carries
appropriate key wrenches for removal.
Knox locking caps shall be provided for each fire department connection.
Please respond to the above noted condition(s) in writing and forward this to my attention. Be
advised that a full building permit will not be approved for release by this o�ce until the requested

Due to the very wet spring/summer, we still have not completed our slab pours or the asphalt
paving. We are hoping to make some headway and should hopefully be complete by the end of

The GC for this job was in our office today asking about the status of this project.
I I�ad told him the last update I had was from March 31 that we were still waiting
on CFD access and fire hydrants before we can give a full release to bring
materials on site. Do you have any further updates on this?

Bernida,
Nick Mishler and [ are meeting this week to look over the addressing.
As far as the access to Che site goes, there was a TAC meeting on Sept. 17`� 2013
in which the access need was stated as paved/binder all around the loop of the
building and all hydrants to be in place and working prior to vertical construction
and wood on the site.
Part of the issue with this site is that:
#l. there isonly one access point,from a public road.
#2. The proposed access loop has very liinited parking which will have to
constantly be monitored. Emergency apparatus will need to have access 24/7 .
Having access to only half or less of the building (prosed highlighted access) will
make it impossible to quickly deal with an emergency.

� #3. The proposed highlighted access serves no options to turn fire apparatus
around once committed to the access road.
#4. Required hydrants on the East side of the site would not be accessible if the
complete access were not provided.
#5. The limited parldng and ext_ra space on this site is going to make it difficult
for construction equipment (and vehicles) to allow for 24/7 emergency access
without altering the loop road binder, and our experience shows that dirt and or
gravel has not held up in the past and does not support the emergency equipment.

I wanted to follow up with you regarding our meeting on January 22, 2014 in
which we discussed the unit numbering as well as the required paved surface for
our construction project prior to going vertical.

Plans are pretty close to being finalized. CTRWD is okay with allowing for conditional building pennits with
the understanding that sanitary sewer plans need to be finalized, the IDEM permit approval need to be received,
a CTRWD pre-con still needs to beheld, and payment need to be made to CTRWD before any sanitary sewer
work is to commence.

3. Building C3 Rear Elevation—the timbers on the middle architectural feature need to be more massive/thicker,
so that it matches what the PC approved. (see attached marked up elevation, pdf 12033A5.8.)The scale of the
submitted plans for that particular building is unfortunately small. The wood columns/structure will actually
be the same dimension as the similar columns and structures on the other buildings. It will be a 6"x 6"solid
post, wrapped to an approximately 8" x 8" finished dimension.

duplicated and extended to the second floor to make those changes as apparent as those on the first floor.
7. Building A Rear Elevation—please provide us with more details about the garage door materials, color, and
design. (These look different than wfiat the PC approved) Materials, color sample and cut sheet provided on

8. Building A side elevation—looks like a gable or roof plane is missing just below the clock. (see attached marked
up plan, pdf 12033A5.2) The gable roof shown in the original elevations represents the main/primary gable in
the center of the front elevation.This gable still exists on the building; unfortunately the CAD program used to
create the plan drawings omits that gable from the side elevation view due to the distance between it and the
end of the building.
9. Site Plan & dumpster access—the site plan does not match what the Plan Commission (PC) approved for the
dumpsterarea and access. Please change back to the prior version so that the dumpster area can be accessed
from within the site and not just from 98`h Street.This is nonnegotiable. (see attached marked up plan, pdf
C100) You stated that this was a concern brought up by Jeremy in the Engineering Department.We met with
him after our meeting yesterday and he had been made aware af the challenges presented by the grade
elevation change in that area as well as the cover requirements for the existing subsurface water main that
would prevent the changing of that grede. He indicated that as a result he was ok with this revision for those
reasons and this should be evidenced by his approval of the plans in the coming days.
30. Site Plan and parking space locations - the site plan does not match what the Plan Commission approved for the
location of several 'pods' of parking spaces; please explain why these changes were made. (see attached marked
up plan)The parking in those areas was removed/relocated due to excessive parking being origi�ally planned,

relocating the spaces to more convenient areas in closer proximity to users and an effort to further reduce
impervious surfaces on the site.

Nick Mishler and I are meeting this week to look over the addressing.
As far as the access to the site goes, there was a TAC meeting on Sept. llt° 2013 in
which the access need was stated as paved/binder all around the loop of the building
and all hydrants to be in place and working prior to vertical construction and wood on
the site.
Part of the issue with this site is that:
ti1. there is only one access point from a public road.
tt2. The proposed access loop has very limited parking which will have to constantly be
monitored. Emergency apparatus will need to have access 24/7 . Having access to only
half or less of the building(prosed highlighted access)will make it impossible to quickly
deal with an emergency.
#3. The proposed highlighted access serves no options to turn fire apparatus around
once committed to the access road.
#4. Required hydrants on the East side of the site would not be accessible if the
complete access were not provided.
#5. The limited parking and extra space on this site is going to make it difficult for
construction equipment�and vehides) to allow for 24/7 emergency access without
altering the loop road binder, and our experience shows that dirt and or gravel has not
held up in the past and does not support the emergency equipment.

I wanted to follow up with you regarding our meeting on January 22, 2014 in which we
discussed the unit numbering as well as the required paved surface for our construction
project prior to going vertical.
1. Unit Numbering
a. I have attached two possible solutions for our unit numbering. I believe
these options address your concerns from our meeting and hope we can
come to an agreement on how to proceed.
2. Paved Surface for Going Vertical
a. Please see the attached pdf named "Carmel—FD Required Paved
Surface.pdf". I would like to propose that we definitely install the
yellow highlighted area for fire department-paved access, but would like
to confirm acceptance of using Illinois Street and W. 136`h Street as part
of our required "paved surfaces" due to their proximity to our jobsite.

Nick Churchill with Pittman Partners is supposed to get us some additional info about what they are proposing to change
on the building exteriors. We have not received that yet.
In the meantime,J. Maloy should email us all of the exterior architectural building elevations (all sides)for all buildings,
as well a5a site plan, so that we can makesure that what they want to building matches what the Plan Commission
approved under P{an Commission docket no. 12120015 ADLS. Then, the Planning Dept. can review those and stamp
them approved, as soon as we get all the info we need, and then they can move forward with building permits.
