Good afternoon, Angie and Rachel.
Attached is a draft version of the variances for the Meridian & Main, Lot 1, project. I know of at least one other item
that may be added to the list(reduced parking—either a variance or waiver), but the site plan is being revised slightly
and will be impacting this item. If he has not already done so, I believe David Lach is going to contact you to schedule a
meeting to further discuss these variances. Following that meeting, we will be in a position to finalize the list of needed
variances.

Meridian 131, LLC — Meridian & Main Lot 1
Variances of Development Standards
Applicant,Meridian 131,LLC, requests Variances of Development Standards of the Cannel Zoning
Ordinance ("Ordinance") to permit the development of two (2)retail buildings located on Lot 1 of the
Meridian and Main mixed use development. Lot 1 is located at the northeast corner of Main Street and
Pennsylvania Way, Carmel, Indiana.
Details of Variance Requests:
1. Required:
Section 17.05.01(1)—Loading Berth Requirement for all business uses, except office buildings.
All business uses of 3,000 to 15,000 sq. ft. gross floor area are required one (1) loading berth.
Requested:
Variance is to permit both retail buildings to operate without a loading berth.
2. Required:
Section 23B.08.01.C(2)—Build-to-line of 20' on Pennsylvania Way. All buildings to be
constructed on the 20' build-to-line of Pennsylvania Way
Requested:
Variance is to permit both retail buildings to have a setback greater than the required 20'. The most
northern building must be setback from Pennsylvania Way approximately 31' due to utility
easements. The southern building must be setback from Pennsylvania Way approximately 30' due to
the geometry of the proposed round-about.
3. Required:
Section 17.04.02—Minimum Front Yard of 60' on Main Street.
Requested:
Variance is to permit the southernmost building and parking areas to have a setback less than the
required 60' due to the requested grant of right-of-way from the City of Carmel. The proposed
building location is consistent with the previously approved Development Plan for this site.
4. Required:
Section 25.07.02-04.b)1.a.3 —One (1)Wall sign for the rear parking lot Public Access Entrance
Facade if the building has a Front Yard with a depth of less than 15 feet.
Requested:
Variance to permit one(1) Wall sign per tenant for the rear parking lot Public Access Entrance
Facade where both retail buildings will have Front Yards with depths greater than 15 feet due to the
geometry of the proposed round-about,the curvature of Pennsylvania Way, and utility easements.

General:
1. Please provide digital copies of any revised plans and applications.
2. Please provide copies of your correspondence with the TAC members and their correspondence with you.
3. Remember to include the Development Plan application's Findings of Fact sheets in your final information
packets.
4. Provide the filled out and notarized affidavit of notice of public hearing page of the application.
5. Provide the filled out Notice of Public Hearing page of the application.
6. Provide the filled out and notarized Public Notice Sign Placement affidavit page of the application.
7. Please bring a materials and color sample board to the Plan Commission and Committee meetings.
8. Please provide a site plan overlaid upon an aerial photo of the site and immediate area.
9. Please provide a list of all variances you have found that are needed.
Site Plan:
10. Please verify that the buildings meet the 20 foot Build-To Line along Pennsylvania Way. (23B.08.01.C.(2))
11. Please show the building setback lines on the site plan.
12. Please label the right-of-way better on the site plan.The lines do not appear to match the Legend.
8 It appears the Main Street build to line will not be met. B-6 zoning requires a,,60'front yard setback along Main

14. Please provide the parking calculations and ratios listed out. Restaurant uses vs. office and/or retail uses. Need
to know the 'worst case scenario'.
15 What is the percentage of impervious surfaces(parking areas, building footprints, etc.)? (The maximum lot
coverage percentage can only be 65%-23B.08.06.A.)
What is the floor area ratio? It needs to be a maximum of 0.70. (23B.08.06.B.)
17. Will there be any outdoor dining areas?
18. Please verify that the trash dumpster enclosure has a the required roof in the structure. 23B.16.01.A.
a. On the trash enclosure drawing, it says stone (pattern). Does this mean it will be the same stone that is
on the building? Or something else stamped in the same pattern?Please clarify. 236.16.01.6.
b. Is there a better location for the trash dumpster on the site? It is currently positioned in the view of the
exit of the church. 238.16.02
19. Please provide the building's longest and widest dimensions on the site plan.
20. Item#21 is not listed in the Keynote Legend. We assume it is a ground sign. Please confirm and add to the
legend.

21. Is there a better location the transformer pads can go? Right now they are right at the entrances off
Pennsylvania Way.
22. Where will the parking bumpers be used?They are not noted on the site plan.
23. Building 1B shows some doors on the site plan. However, doors are not indicated at what appear to be all
entrances on each side of each building. Please confirm where the public access entrances will be located.
Engineering:
24. Please verify with the City Engineering Dept.that a traffic study is not required.
25. Please confirm if the Engineering Dept. is going to require the dedication of Pennsylvania Pkwy. (The
Thoroughfare Plan shows it as becoming a public street.)
26. Please explain why a 70-ft half right of way is not proposed along Main Street, which is a Primary Parkway
according to the Thoroughfare Plan.
27. The site plan shows a 2' non-access easement across the south portion of the property.A curb cut is proposed
to go through this non-access easement.What additional approvals will this require from Engineering?
28. Please confirm if the Engineering Dept. is ok with proposed curb cuts and entrances.
Alternative Transportation:
29. Please continue the path along the perimeter of the site, along Pennsylvania Way. ZO 23B.14 and SCO Ch.

30. Please provide better sidewalk connections from the southwest side of the Building 1A out to the path.
31. Please also provide better sidewalk connection at the southeast corner of the Building 1A out to the path.
32. Please provide a direct pedestrian access from the streets to each of the building's primary entrances.

33. In general, the overall site needs better pedestrian connectivity.
34. Additional review comments will be forthcoming from David Littlejohn.
Architectural Design:
35. Are you using real natural stone, or cast stone? Please clarify. (Please note that concrete block is not allowed as
an exterior finish material. 23B.09.B.)
' What percentage of all the building facades are made of glass? (Per the US 31 overlay, it must be less than or
equal to 70%-23B.09.B.)
37. Please provide more variation in the roof line per 23B.09.D. Perhaps make the middle/main parapets a little
taller than the rest of the building. The buildings need some height variance where some portions of the wall
and parapet are taller than others, also to accentuate the main entrances to the building.
38. Building 1A south elevation needs more detailing and articulation on that middle vertical portion of that facade,
and not just a massive area of stone.
39. What is the need for spandrel glass above the storefront windows? How high will the interior of the tenants
spaces be?Those windows could be used for additional light into the stores.
40. Should there be additional stone accents on the sides of the building projections?
41. Would like to see a more pronounced cornice line for the buildings. The columns do not appear as prominent of
a feature as they could/should without a better cap.
42. Please elaborate if the building base is flush with the rest of the building or if it sticks out a bit, to provide some
relief on the facade.
43. Would like to see the stone carry across the storefront more,to carry the design throughout the building
horizontally, to help create a base, middle and top of the building.
44. Or perhaps reduce the height/thickness of the metal panel areas. It seems too thick/wide and out of
scale/proportion with the rest of the building elements.
45. Are the metal panels a shiny finish or a matte finish? Please bring in material samples or photo examples.
46. Would also like to see the base carried across the storefront glass if possible, again to create a base, middle and
top.
Lighting:

47. Lighting in light package shows wall pak lights, which are not very decorative.The 3D rendering shows
gooseneck lights. Which lighting style is proposed?Please make the 3D drawings match the light package.
48. The gooseneck lights shown on the 3D drawings do not seem to match the modern style of the building. Perhaps
a more linear light fixture could be used?
49. If the wall pak is the correct fixture, please verify they have 90-degree cut offs and flat lenses and where they
will be placed on the building.
50. Please also verify that the parking pole light fixtures have 90-degree cut offs and flat lenses.
51. We noticed that on some of the lighting spec sheets that a shield will be added. Please show or indicate this on
the footcandle plan so we know where the shields will be located.
52. Parking lot pole base detail—the 25-ft maximum is not being met. A 25-ft pole plus a 3-ft base is shown. Please
choose a shorter pole height—20'appears to be the next lower height. .
53. Lighting footcandle plan—a maximum of 0.3 foot candles at the property line is required. This amount is
exceeded in multiple locations. Please revise and provide extended footcandles just past the property line to
assure the light is at the right amount.
54. Will there be any lights in the metal canopy?Or directly above the entrance doors?
55. Will there be any building accent lighting(directed up?)?
Landscaping: Please see comments from Daren Mindham dated 6/5/2014.
Signage:
56. Per the Sign Ordinance, a building must have a front yard depth of 15' or less in order to have two signs per
tenant. 25.07.02-04.b)1.a.3)
57. Also, because this site is located on one public street, only one sign per tenant is allowed. Variances will be
required for additional wall signs for the tenants.
58. Again, because this site is located on one public street, only one ground sign (Multi-tenant building complex
sign) would be allowed.A second ground sign to face Pennsylvania Way would require a variance.
59. Please provide the design details for the proposed ground sign.
a. 6' tall and up to 75 sq. ft.would be allowed.
b. The design of the ground sign needs to match the architecture of the building.
c. The name of the complex and address must be on the sign.
d. Ground signs must be located at least 5'from the street right-of-way. Please label how far away the sign
is from the right-of-way.
60. For the sign band area on the building, is it possible to create a more unified area to place the sign behind?The
many lines of the metal panel material appears distracting and creates issues as the sign square footage is
determined by architectural details.These details in the metal panels could be determined as architectural
features.
61. The Department will need a Sign Package to be submitted with this ADLS to determine the following:
a. Lighting style (Internally illuminated, externally illuminated or back lit/halo style illumination)
b. Installation method (raceway or flush mount)
c. Return color(typically black or bronze)
d. Trim cap color(typically black or bronze)
e. Size to be determined by the Sign Ordinance
f. Logo sizes are limited to 25%of the total sign area
g. Allowed location of each tenant's sign
h. Spandrel panel dimensions
