Committee Chairman. Members present were: Jay Dorman; Dick Klar; Alan Klineman; Salim Najjar; and Luci Snyder. Also present was Barbara Myers, Plan Commission president. Mike Hollibaugh and Mark Monroe of the Department of Community Development were also in attendance. 1. Committee to consider Docket No. 41-95 SP, a Secondary Plat application for the Reserve at Springmill, Section 2. The petitioner seeks approval to construct 37 lots on 18.90; acres. The site is located on the east side of Springmill Road and south of 106th Street. Site is zoned S-2/Residential. Filed by Pittman Partners. Steve Pittman, 10469 Spring Highland Drive, Carmel, and Paul Claire of Schneider Engineering were present for the petitioner. Section I is completely developed at the present time with the exception of a section of sidewalk. There are approximately 5 dead trees which will be replaced. Mark Monroe of the Department stated that this particular Docket had been tabled for two/three months pending the outcome of the private street which has been approved. Dick Klar moved for the approval of Docket No. 41-95 SP, a Secondary Plat application for the Reserve at Springmill, Section, seconded by Alan Klineman. The vote was three in favor, none opposed, MOTION APPROVED. 2. Committee to consider Docket No. 78-95 SP, a Secondary Plat application for Parks at Springmill, Section 4 (Park Meadow.) The petitioner seeks approval (Secondary Plat) to plat 53 lots on 21.205 acres. The site is located south of 136th Street and west of Meridian Street. The site is zoned S-2/Residential. Filed by The Estridge Companies. Paul Claire of Schneider Engineering and Steve Ranshaw of The Estridge Companies appeared before the Committee representing the petitioner. The petitioner stated that the secondary plat complies with the primary plat. Mark Monroe of the Department asked for detail on the entrance sign; the petitioner stated it will be a smaller version of what appears at the other entrances. The landscape plan is essentially the same as was approved with the primary plat. All Technical Advisory 1 Committee concerns have been addressed. Jay Dorman moved for approval of Docket No. 78-95 SP, seconded by Luci Snyder. The vote was 4 in favor, none opposed, MOTION APPROVED. NOTE: After the vote on the above Docket, Luci Snyder exited to Special Study Committee. 3. Committee to consider Docket No. 56-95 SP, a Secondary Plat application for Kingsborough, Section 1. The plat consists of 35 lots on 26.1 acres of land located east of Ditch Road and north of 141st Street. Site is zoned S-1. Filed by John Urbahns Development. Curt Huff of Stoeppelwerth & Associates Engineering appeared before the Committee and stated that the secondary plat complies with the primary plat. Mark Monroe asked for a copy of the signed agreement regarding accel/decel lanes between the developer and the neighbor; Curt Huff stated that this document is still being worked on. Alan Klineman moved for the approval of Docket No. 56-95 SP, subject to a signed agreement regarding accel/decel lanes. The vote was three in favor, none opposed, MOTION APPROVED. 4. Committee to consider Docket No. 79-95 SP, a Secondary Plat application for Delaware Trace Subdivision, Section 1. The petitioner seeks approval (Secondary Plat) to plat 41 lots on 25.434 acres. The site is located east of Hazeldel Road and north of 131st Street. The site is zoned S-2/Residential. Filed by Oak View Associates. Present for the petitioner were Richard Henderson of Schneider Engineering and Milt Stewart with Oak View Associates. Mr. Henderson stated that all TAC concerns have been addressed; the offsite easement for sewer and water is in process and will be forwarded to Randy Powell at the City Engineer's office. John South's concerns have been addressed. The Department had no open items except for the two mentioned by Mr. Henderson. Dick Kiar moved for approval of Docket No. 79-95 SP, seconded by Jay Dorman. The vote was three in favor, none opposed, MOTION APPROVED. Jay Dorman moved for the suspension of the rules in order to add an item to the Agenda, seconded by Dick Klar; all in favor. 2 r•-,_ . 5. INFORMATIONAL ITEM ONLY - Shelborne Greene Landscape Plan Chris White.'of Davis Development appeared before the Subdivision Committee and stated that as a part of the Secondary Plat approval, the petitioner agreed to appear before the Committee with a revision which will incorporate a stone wall and wrought iron fencing along Shelborne Road. The stone wall will be six feet tall and will alternate with wrought iron fencing; additional evergreen plantings and low berming will provide a backdrop, as well as deciduous trees behind the wall section. At the entrances, the wall will curve; at 96th Street, there will be a combination of wrought iron fencing and stone columns along the front. The landscape plans were reviewed by Mike Hollibaugh of the Department and found to be a significant investment in landscaping, particularly along Shelborne Road. The landscaping is felt to be pretty impressive. Jay Dormant recommended approval of the wall and landscaping on Shelborne Greene, seconded by Dick Klar. The committee was unanimous in agreement.
