Members present were: Mike Hollibaugh and Mark Monroe, Department of Community

County Surveyor's Office; John South, Hamilton County Soil & Water Conservation; Jose
Kreutz, Hamilton County Highway; Stan Puckett, Cannel Fire Dept.; Jerry Robinson, Indiana
Gas Co.; John Duffy, City Utilities; LuAnna Stephens, Carmel 9-1-1 Communications; and
Kevin Walker, Indianapolis Power & Light.
DELAWARE TRACE, SECTION 1 SECONDARY PLAT (SP)
Petitioner seeks approval (Secondary Plat) to plat 41 lots on 25.434 acres. The site is located
east of Hazeldel Road and north of 131st Street. Site is zoned S-1/Residential.
Filed by Oak View Associates.
Present for the petitioner were Milt Stewart of Oak View and Richard Henderson of
Schneider Engineering. Richard Henderson gave a brief overview of the proposed project.
Petitioner has received letter of approval from Police Chief. Covenants and Restrictions to be
completed soon; petitioner has also revised plans for water (Utilities) Dept.
COMMENTS:
•
- County Surveyor, Steve Benagh for Steve Cash--has not yet had a chance to review
plans, will do so and get in touch with petitioner next week. Petitioner says drainage
will run south to Plum Creek.
- Carmel Utilities, John Duffy says water & sewer fine; will need an easement in
future for Section I which runs south to Plum Creek. Well site issue has been
resolved.
- Indiana Gas Co., Jerry Robinson will get in touch with petitioner regarding gas
usage.
- DOCD, Mark Monroe requests sidewalk show on plans along Hazeldel; to be
approved by City Engineer.
- Carmel Fire Dept.; Stan Puckett no additional comments
- County Soil & Water Conserv., John South concerned regarding swail along north
property line--to be forever a swale, final design? Petitioner says there is an 8 inch
subsurface drain with catch basins. John South says it needs to look like a major
drainage way rather than soft swale, i.e. open ditch, steeper side slopes, perhaps
different landscaping to delineate. Petitioner will give further thought and talk over
with Mike Hollibaugh. John South will send review letter re drainage; concern with
erosion control plan regarding lake area as well as other areas to be disturbed during
construction--needs to show on plans. John South also concerned with offsite drainage
from swale and how drainage runs east along property.
- City Engineer, Randy Powell says project is still in process of review. All off-site

facilities will have to be within a recorded easement before City Engineer will approve
for construction.
C.P. MORGAN REZONE(Z)
Petitioner seeks to rezone a 21 acre parcel from I-1/Industrial to R-4/Residential. The site is
located west of Third Avenue SW and north of the proposed extension for 126th Street. Site
is zoned I-1/Residential.

Present for the petitioner were Christy Starr-Kallio of C.P. Morgan Co., and Paul Claire of
Schneider Engineering. Petitioner is requesting a rezone of approximately 21 acres located
one-half mile north of Carmel, west of Third Avenue SW. Project to be served by Carmel
water, sanitary sewer; city street. Drainage runs north to southeast--outlet culvert under
Third Avenue. No engineering done on site as yet. If R-4 zoning is approved, C.P. Morgan
intends to utilize the Open Space Ordinance to preserve stand of trees on eastern end of site
and certain modifications to R-4 zoning.

COMMENTS:
- Cannel Fire Dept., Stan Puckett asked about transition buffer between industrial and
• R-4--petitioner says landscape buffer would need to be incorporated into plans.
- City Engineer, Randy Powell says vacant ground to south side of Adams Street is
under review for development; Adams Street to be continued to north property line--
petitioner to take into consideration so that street align/connect properly. Randy says
major concern is adequate outlet for storm drainage--must be resolved or ground is
considered undevelopable; regulated drain along railroad is fixable--major concern is
between Third Avenue and regulated drain. Legal drain is not in good shape and
needs to be cleaned up.
- City Engineer, Chris Badger reiterated drainage issue--no problem with rezone as
long as adequate buffer provided.
- County Soil & Water Conserv., John South comments similar to Randy Powell's
regarding drainage outlet. No wetlands indicated on site. ALSO, no storm water
• detention area considered in buffer requirement--maximum of 99 lots not deemed to be
feasible. Petitioner says rear yard detention being considered.
- Carmel Utilities, John Duffy says water OK; sewer on Third-Avenue not deep
enough to handle basements, otherwise no problem..
- Indiana Gas, Jerry Robinson no comment.
- DOCD, Mark Monroe states rezone does not conform to Carmel's Comprehensive
Plan which recommends land be developed as industrial or manufacturing.

SIGNATURE INN (DP/ADLS)
Petitioner seeks approval (Development Plan/Architectural.Design, Landscaping, Lighting and
Signage) to construct a 41,488 square feet hotel on 3 acres. The site is located east of
Meridian Street and just north of the Tutwiler Cadillac dealership. Site is zoned B-6/Business

Appearing for the petitioner were Jim Nelson who gave an overview of the project, and
Patrick Taylor with Signature Inns. Project is scheduled for Plan Commission public hearing
on September 19: No major changes in plans as presented at conceptual stage for rezone.
Building to be oriented in a northwesterly direction; primary ingress/egress off Pennsylvania
Street shared with office building. No significant changes in architectural style.
COMMENTS:

- Carmel Fire Dept., Stan Puckett requests set of plans which will show location of
water mains and fire hydrants. Petitioner says plans are to sprinkle building. Need to
locate hook-up for siamese; no knocksbox required.
- Carmel Engineer, Chris Badger concern with providing wetland area with clean
water, both from overflow detention of existing pond and from roof. Only water
going directly to sewers will be parking lot discharge. Formal request in works for
Hamilton County to furnish any info on Meridian Park Place #3 for time and
concentration. Petitioner to contact County Surveyor's office directly- for drainage
issues as well as Randy Powell, City Engineer's office.
- County Surveyor, Steve Benagh referred to Steve Cash's comment letter; petitioner
says items in process of being addressed.
- City Engineer, Randy Powell says drainage issue under Hamilton County Drainage
Board due to regulated drain.
- County Soil & Water Conserv., John South says comment letter submitted; reference
to storm drainage system--suggest identifying wetland on plan, also erosion control
plan. (petitioner received non jurisdictional letter from Army Corp., of Engineers--
South requests copy of letter).

= DOCD, Mark Monroe questioned landscaping--petitioner says has responded to Mike
Hollibaugh's comments regarding landscaping and items have been addressed. Revised
landscape plans to be submitted. Mark requests photos of other Signature Inns in
existence. Detail on dumpster--fencing to be added. Signage to go through Plan
Commission.

MARSH REZONE
Petitioner seeks approval (Rezone) to change the zoning of a 19 acre tract of land on the
southwest corner of 116th and Keystone Avenue from R-1/Residential to B-8/Commercial.

• Present for the petitioner were: Brian Sullivan of MSE Corp., Lennie Hayes of Marsh
Supermarkets, Inc., Bill Fehribach of A&F Engineering Co., Inc. and Jim Nelson of Nelson
and Frankenberger.

Jim Nelson gave an overview of the proposed project. No substantive changes regarding site
plan since last TAC meting except offsite roadway improvements to intersection of 116th and
Keystone Avenue, specifically east of Keystone. Copies of plans for roadway improvements
submitted to those members of TAC with jurisdictional interest. (Chris Badger, Jose Kreutz,
Randy Powell, and DOCD) According to revised plans for roadway improvements, level of
service rating at intersection will improve.
Bill Fehribach of A&F Engineering Co:•explained the proposed roadway improvements.
There will be no change to Keystone Avenue itself. On the WEST side of the intersection,
the Petitioner proposes extending and adding a lane along the north side (existing); existing
right turn lane to be extended for the length of the property and will become a thru lane; right
turn lane to be constructed for the length existing today. End Result Eastbound: One left
turn lane, two thru lanes, one right turn lane.
On the EAST side of the intersection , a second lane will be constructed along the south side

to receive the two thru lanes for a distance to be determined in the future, (probably 500/600
feet) which will merge into existing roadway. Both approaches to the intersection will be
identical: there will be two receiving lanes; an exclusive left turn lane; two thru lanes; and an
exclusive right turn lane. By today's conditions, (without Marsh) the level of service at this
intersection would be increased from D to C for eastbound traffic; from E to•level D for
westbound movement in the morning hours. Afternoon movements: eastbound would jump
to level D; westbound would go from D to C.

After the addition of Marsh and roadway improvements, eastbound morning traffic would be
C level of service; westbound morning traffic would be level D. In the afternoon, level of
service would go to D on the eastbound approach; the westbound would be level D. This
traffic study based on the entire site, 96,500 square feet, Marsh and auxiliary lots (81,000 sq.
• ft. for Marsh, 15,500 square feet auxiliary use.)
COMMENTS:
- DOCD, Terry Jones recommended that traffic be computed on a maximum square
footage for the development and include an addendum to the traffic report for
maximum levels. Terry also commented that the State had adjusted the timing of the

traffic signals to increase the waiting time for traffic on Keystone Avenue.
- City Engineer, Chris Badger asked if Fehribach had had any conversations with the
State regarding Keystone Avenue; negative response. Chris also asked for a rundown
of traffic at peak hours and level of service. Chris commented that present proposal is
an improvement over last one.
- Communications 9-1-1, LuAnna Stephens no comment.
- Carmel Fire Dept., Stan Puckett, no comment.
- County Surveyor, Steve Benagh stated that Steve Cash would address and comment
when actual development plan was approved.
- County Soil & Water Conserv., John South recommended petitioner look at channel
between 431 and Woodland Springs Lake.
- Jim Nelson says petitioner will work with drainage board and homeowners on 116th
Street regarding drainage problem.
- City Engineer, Randy Powell, no comment.
- Carmel Utilities, John Duffy states when Clay Waste relinquishes their rights, will
service area. Existing sewer in area, condition a question, more investigation to be
done. Carmel water will service via 10 inch main to the west; Utilities would
tentatively expect petitioner to extend line down Keystone. Utilities will need formal
letter from Clay Waste re relinquishment of rights.
- Indiana Gas Co., Jerry Robinson no comment.
- DOCD, Mark Monroe says project does not conform to Comprehensive Plan; Jim
Nelson responds that Comp. Plan is not a site specific document, believes area is
appropriate for proposed land use.
- DOCD, Terry Jones says plans show four curb cuts on 116th Street; concern has
been expressed by a number of persons on Council and Bd. of Wks.; most critical one
closest to Keystone will be an issue.
PARKS AT SPRINGMILL SECTION 4 (PARK MEADOW) SECONDARY PLAT (SP)
Petitioner seeks approval (Secondary Plat) to plat 53 lots on 21.205 acres. The site is located
south of 136th Street and west of Meridian Street. Sire is zoned S-2/Residential.

Appearing for the petitioner were Ken Brasseur and Steve Ranshaw of Estridge Companies;
Dave Sexton and Lance Ferrel of Schneider Engineering. Ken Brasseur gave a brief overview
of the project: Proposed completion of northeast corner and entrance onto 136th Street.
COMMENTS:
- Carmel Fire Dept., Stan Puckett says comment letter forwarded.
- City Engineer, Chris Badger has not rec'd. design calcs. for detention area.
Petitioner will submit calculation for pond, streets to be up to City standards.
- County Surveyor, Steve Benagh for Steve Cash, says need petition for regulated
drain--County standards to show on plans, no comment letter as yet, will be

- County Soil & Water Conserv., John South says more detail needed along 136th
Street regarding drainage swales, grade, etc.; also show outlet pipe to lake. Erosion
control plan needed to cover silt trap area. Construction entrance needed off 136th
Street. Will provide petitioner with standard review letter--in general, looks OK.

- DOCD, Mark Monroe says landscaping to show on construction drawings; signage
detail at entrance needed; requests copy of covenants.
CHESWICK PLACE AMENITY AREA (SUN)
Petitioner seeks approval (Special UseNariance) to construct a pool, clubhouse and tennis
courts on 4.064 acres. The site is located est of Ditch Road and north of 136th Street. Site is
zoned S-1/Residential.

Appearing for the petitioner were Dennis Olmstead of Stoeppelwerth and. Jim Caito. Dennis
Olmstead gave a brief overview of the project. Special Use and Variance Request for
amenity area of Cheswick Place which will contain a fenced playground, tennis court, pool,
and bathhouse. Plan have been submitted previously.

Petitioner says storm sewers being constructed same as section II; details will apply _

cross section of mound over storm sewer not shown, but is obvious how high from
contours shown.

erosion control plan needed--petitioner will incorporate erosion control plan in Section
II plan.

Petitioner seeks approval (Special UseNariance) to construct an enclosed storage warehouse
facility on 5.215 acres. The site is located north of Bauer Park West Drive and east of the

proposed extension for LaSalle Drive. Site is zoned B-3/Business.

Bland, Tower Assoc., Inc.; Donna Smithers, Major Land Surveying; and Mark Jackson,
Jackson Realty & Builders.
Overview of project given by Steve Granner. Special Use approval being requested for a
mini warehouse enclosed storage facility. Building would be one story, ten ft. tall. East end
of site will include resident manager's office; entire perimeter to be brick. Variance requested
for parking--traffic in/out approximately 15 per day; existing ditch along north side and
double, staggered row of trees will be preserved. Bounded on west by proposed, future Marie
Drive; on the south by.Bauer Drive.
COMMENTS:
- Carmel Fire Dept., Stan Puckett questioned address; petitioner has applied for
permanent address. Stan has sent comment letter--requests more turning radius around
• building; petitioner agrees to knocksbox.
- City Engineer, Chris Badger asks that petitioner check drain outlet--may be
regulated; also capacity of ditch. Chris recommended running an under drain to dry
detention.
- County Soil & Water Conserv., John South says will send comment letter.
Recommends looking at ditch on north and west sides and cleaning out; John says it is
in poor shape now, grades and channels are in terrible shape, needs to be addressed.
Location overlaps channel and proposed right-of-way--looks like conflict and would
recommend storm water/detention elevation show on plans, would like to see 100 year
elevation show on plans. Parking lot could drain into structure 101 instead of offsite
to east. Erosion control plan currently inadequate to contain sediment leaving site.
Erosion control plan addresses parts of the site, but does not address limiting soil on
site from entering ditch. Protect areas with silt fence. If channel work is done, will
• need to see seeding spec. or hydro mulch spec.
- Indp'ls. Power & Light, Kevin Walker will meet with petitioner on site to discuss.

- DOCD, Mark Monroe asks if interior storage units visible from street; negative
response. Lighting? Fixtures are 8 ft. high on buildings. Petitioner agrees to

owners responsibility to re-grade and clean out scrub growth in flow line (including
trees). Randy requests petitioner tie into manhole. Petitioner to go before BPW for

Petitioner seeks approval (Special Use) for an existing pond. The site is located at 5283 East
146th Street. The site is zoned S-1/Residential.

Mark Hartman of Hartman Assoc., Inc. appeared before the Committee. Pond is at private
residence in Carmel on 146th Street.

COMMENTS:
- City Engineer, Chris Badger questioned underdrains, field tile--none; outlet is to
culvert pipe under driveway to neighbor's residence.
- City Engineer, Randy Powell says statute will not allow drainage to be piped to
another's property--must go to storm system, creek, river, drainage easement, etc.
Neighbor to sign drainage easement to take to positive outlet; could be letter
agreement for 15 ft. easement--need to better defined water route. Randy says if
neighbor not willing to sign easement agreement, petitioner will have to alter discharge
of pond.
- County Surveyor, Steve Benagh requests petitioner submit indirect water outlet
request.
- County Highway, Jose Kreutz requests 60 feet of right-of-way be dedicated for 146th

Petitioner seeks approval (Building Permit) to build a 7,500 square feet building on 1.199
acres. The site is located in Park Northwestern. Site is zoned I-1/Industrial.

Mike Terry of Earthscape Engineering appeared before the Committee representing the
applicant. Fuller Engineering. Building is to be 5,000 square feet; 3/4 acre being disturbed.
Petitioner is revising plans regarding grading design.
COMMENTS:

- Indpls. Power & Light, Kevin Walter says IPL will service.
- County Soil & Water Conserv., John South says project does not meet normal
standards and drainage is bad at this site. Petitioner says curbing not required.
- Mike Terry will re-submit plans and summarize project.
