Given the commercial classification, our initial question on the water side will be what size water service line will you be
installing, or do you propose to use the existing water line to the house? Is a fire line needed? With that in mind I
suggest you arrange a meeting with our water distribution staff to go over the project and what the needs are. I have

Please find attached the plans, plot plan, and State CDR, for a project to be built by my company, Thomas R.
McHaffie and Company, Inc., on Lot 13 in Village of Mount Carmel Subdivision, commonly known as 40
Bennett Road, Carmel IN 46032. There is currently a ranch home on this property, which will be removed
once the building permit for the home has been obtained from Carmel (we have a demo permit already for that).
As I have been a residential custom home builder in Carmel for 25+ years, I didn't realize until this week, that I
would need approval from all of you, to get a building permit. Therefore, I am hoping you can all answer me
back promptly, as the Church is anxious to get this project moving.
This is really a home for a group of Dominican Sisters that are stationed at OLMC. It was moved up to a
commercial classification, just in case in the future we house more Sisters than the residential code would
allow.
Please write back with any questions or concerns....and with your approval, to this email address.

Please call me (696-5289) verses Glen Ritchey, if it has to do with this building. I am not sure
exactly what you mean by the term "single station", but we certainly know that each sleeping
unit requires a smoke alarm that is both hard wired, and battery operated. In the case of this

residence, the smoke alarms will be monitored by ADT , or whomever the Church is using for
the rest of the campus when the new Convent is complete.
I'm not sure why the Architect didn't show the smoke detectors on the electrical plan, other than
it must not be required to be shown by the state. I certainly know though, that this is required.
In addition, the Carmel inspectors would never approve a home without smoke detectors in each
sleeping unit.
Hopefully therefore, this email will serve as your assurance that the smoke detectors will be
installed as required. If you would like for me to come in and initial your plans to this affect, I'd
be happy to do that as well.

in the S-2 zoning district.
Please make sure that you meet all the setbacks and regulations for the S-2 zoning district:

What is the lot coverage percentage (the percentage of all impervious surfaces)? (It must be less than or equal to 35%.)
Also, how many cars/vehicles will the Sisters have at this site, total?

Good afternoon Mr. McHaffie,
Thank you for the most recent submittal.
1. I know this is something that cannot be accomplished with this project and is more of a discussion I need to have
with the church as they purchase property and expand the campus, but the land disturbance is over the
threshold where the City requires stormwater detention and possibly a stormwater treatment system. There are
existing drainage issues in the Village of Mount Carmel and this will need to be considered as the campus
expands.
2. Looking at this further, you will actually need several approvals from the BPW….approval to reconstruct the
driveway; a variance for the new driveway to be located within the existing easement; and a variance to alter
the grade of the existing easement. I am willing to release you for construction ahead of these approvals…but
please be aware that there is always a risk that the BPW may not approve the requested variances (doubtful in
this case; but there is always that chance). After the variance is obtained, the church will need to enter into a
Consent-to-Encroach Agreement for the driveway to remain within the easement.
3. Please work with Fred Glaser directly to obtain the right-of-way permit.

4. I have no issues with the release of the ILP.
5. Please draft a letter of request for the three items that need to be presented to the BPW.

1. Please confirm the total amount of land disturbance associated with this project. Land disturbance is all
area that will be affected by the new construction not simply the amount of impervious surface. The area

disturbed.
2. Please confirm if new sidewalk is being constructed with this project. No - not required in this
neighborhood.

measures be implemented (such as the silt fence). (That area is marked on the plot plan) Will you have a

5. Please check with Fred Glaser as to the need for a right-of-way permit and bond for construction access
from the City right-of-way. O.K. but I don't believe this is an issue.
6. Have you developed a proposed grading plan. Other than the elevations and details found on the plot
plan no.
7. Will a new driveway be installed with this project? The portion of the driveway within the right-of-way
shall conform to City standards in all respects. Yes, it's on the plot plan and will conform to city standards as
required.
8. Please confirm that all existing and proposed easements are indicated on the plot plan. There are City
Codes that govern what can be located within easements, alterations of the grading of the easement and how
close a building can be to an easement. They are.
9. Please confirm the need for any of the following, which require approval by the Board of Public Works and
Safety:
a. Any road or lane closures or restrictions. None
b. Any sidewalk closures. None
c. Reconstructing or modifying the existing drive or building a new drive. New drive.
d. Any open pavement cuts for utility services or other needs. None.
e. Irrigation or other site improvements within an easement or right-of-way. None.
10. So that we can identify conformance to the Property Maintenance Code, please indicate the following on
the plot plan, as applicable:
a. Sump pump pipe discharge points. One is noted on the plans. The City recently
made some drainage improvements in the area. A stub to the property was provided for sump

pump and roof drain discharges. Please connect to this stub. We will connect to this
stub...but please tell me where it is.
b. Pool or hot tub filter pipe discharge points Not applicable.
c. Roof drain piping discharge points. If splash pads will be used, please indicate as
such. Splash blocks will be used.

I believe I have everyone's approval on the T.A.C. list you gave me to contact, for my permit for the OLMC
Convent. I'm not exactly sure in what form I was supposed to get all their approvals...but what I have is an
email trail/response from everyone. Is that what I need?
Please let me know asap so I can get this submitted.
