CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, August 20, 2014 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall. Time: 9:00 a.m. 9:00 a.m. Docket No. 14070008 DP/ADLS: Penske Chevrolet Parking Expansion. The applicant seeks site plan and design approval for a 100-space vehicle inventory & display parking area. The site is located at 3202 E. 96th St., at the northeast corner of 96th/Keystone – the former Shell gas station site. It is zoned B-3/Business and Keystone Overlay Zone. Filed by Jason Longhurst of Nowak & Fraus Engineers, on behalf of Penske Chevrolet. Dave Hanson with CJI, Inc. presented the project. Mr. Hanson said there is an existing gas station on this site, which will be torn down. He added that Penske will be adding lighting to the area and working with the city on the new overpass which will be added later. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. This project does not fall within the Hamilton County watersheds, so there are no further comments. Joanie Clark – Vectren Energy - Gas service was retired on August 19, and there is no meter currently on the property. No further comments. Shirley Hunter – Duke Energy - This is in Indianapolis Power & Light territory. No further comments. Ryan Hartman – Clay Township Regional Waste District - This project falls outside CTRWD service area. Mr. Hartman reminded the petitioner that there is a 16-inch forest main that runs along the frontage of the property. John Duffy – City of Carmel Utilities - No comments. Gary Duncan – City of Carmel Engineering - Comments are currently being typed. Mr. Duncan said the department will need to meet with developers to discuss detention, stormwater quality, and access to 96th Street. Mr. Duncan said the department does not support the curb cut on 96th Street, and the project needs to provide detention, but as a whole, there is no problem with the area being used as a parking lot. Mr. Hanson asked about the overpass and when this will be complete. Mr. Duncan said this project needs to be done, but the department would not even contemplate doing it until the US-31 project is complete at the end of 2015. Mr. Hanson said ideally the developers would like to incorporate the eventual overpass details into the plans so they do not need to be re-done later. Mr. Duncan said there is a fairly significant right-of-way required for this project. Daren Mindham – City of Carmel Urban Forestry - Letter sent. The main comment was to follow landscaping requirements such as a greenbelt along Keystone Avenue. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. CARMEL, IN 46032 (317) 571-2417 Nick Mishler – City of Carmel Building & Code Services - There are still a few approvals required before the demolition permit can be issued. Mr. Hanson said he has spoken to John Thomas in Engineering and noted that the SWPPP plan will be part of the second phase of the project, and will not be required for the demo release. Mr. Mishler said the only item still left to release the demolition permit would be a right-of-way permit through Engineering. Mr. Hanson said Denney Excavating was applying for the right-of-way permit, since they are bonded with the City. Mr. Mishler said once this permit is obtained, the demolition permit could be issued Rachel Keesling – City of Carmel Planning & Zoning - Letter sent. Department is awaiting responses by September 2. Ms. Keesling said the department is generally supportive of the project as long as the details are worked out. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said if the developer needs any variances, she will be their contact. 9:10 a.m. Docket No. 14070009 Z: Sunrise on the Monon PUD Rezone. The applicant seeks approval to rezone 77.85 acres from S-1/Residence to PUD/Planned Unit Development, for a residential development with mixed dwelling types and with green space. The site is located at 9876 Westfield Blvd. and abuts the Monon Greenway. Filed by Matthew Griffin of Sunrise on the Monon LLC, on behalf of the Old Town Design Group. Matt Griffin and Andrew Greenwood with Old Town Design Group and Dustin Myers with Crossroad Engineering presented the project. Mr. Griffin said this project is approximately 150 single-family detached lots located at the old Sunrise Golf Course site. He added that this project also includes a multi-family component of approximately 250-units. Mr. Griffin said the target consumer for this project would be an empty nester, due to the low maintenance lifestyle. This project will most likely appear on the September 16 Plan Commission agenda for public hearing. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said this is a key piece to improving the drainage in Home Place, so he appreciates the developers working with the department. Joanie Clark – Vectren Energy - Ms. Clark said she is not sure if there is a gas meter on the property or not. Mr. Griffin said he has a letter of capacity from Vectren already, and he will continue to work with the company moving forward. Shirley Hunter – Duke Energy - Ms. Hunter said she will be retired and therefore will not be the engineer on this project. She added that Duke is considering a centralized group to review these types of projects. Ms. Hunter wanted to make sure in the design, the developers work around the power poles in this area so they are not an obstruction, and also do not plant trees underneath the power lines. Ryan Hartman – Clay Township Regional Waste District - Plans were not received. Mr. Griffin will be sending copies. John Duffy – City of Carmel Utilities - Mr. Duffy said the main water feed for this project is a 60-inch main on Westfield Boulevard that is being installed with the Seasons of Carmel project, and added that it should be active by the time this project is ready to start. Mr. Duffy asked when the project would likely be started. Mr. Griffin said the goal would be to start infrastructure in the spring of 2015, with the first homes being constructed in the fall of 2015 through the spring of 2016. Gary Duncan – City of Carmel Engineering - Mr. Duncan said regarding the PUD, the department has issued comments through DOCS and most of the comments have been worked through already. Alexia Lopez – City of Carmel Planning & Zoning - No comments. 9:20 a.m. Docket No. 14070010 DP/ADLS: St. Vincent Heart Center Helipad. The applicant seeks site plan and design approval for a private helicopter landing facility for the Heart Center. The site is located at 10202 N. Meridian St. It is zoned B-5/Business and also lies within the US 31 Overlay Zone. Filed by Paul Reis of Krieg DeVault, LLP, on behalf of St. Vincent Heart Center of Indiana, LLC. and: (UV,V) St. Vincent Heart Center Helipad. The applicant seeks the following BZA use variance and development standards variance approvals for a private helicopter landing facility: Docket No. 14070012 UV: ZO CH 16.01: Permitted Uses Docket No. 14070013 V: ZO CH 23B.07: Min. Filed by Paul Reis of Krieg DeVault on behalf of St. Vincent Heart Center of Indiana, LLC. David Ayala with Woolpert Design, and Nicholas Vergatos and Richard Berger with BSA Lifestructures presented the project. Mr. Ayala said this is approximately 1,000-1,200 feet south of the existing St. Vincent Heart Hospital, on the west side of US-31. Mr. Ayala said this is being done alongside the GEICO parking lot expansion, so it is actually 2 different projects even though they share some of the same infrastructure. Mr. Ayala said this project includes a helipad, and pick-up/drop-off zone, and is surrounded by a fence. Mr. Vergatos said the flight paths associated with this helipad will be northeast and southeast, with access from the north-south road that runs next to the parking lot. Mr. Vergatos added that ambulances will have access to the locking gate via electronic keypad. Mr. Ayala said a majority of the stormwater control will be handled with the GEICO site. Shirley Hunter – Duke Energy - Ms. Hunter said she has not seen plans for this. Mr. Ayala said all of the power requirements are listed on the drawings. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said sewers will not be affected by this project, and added that the department has not seen plans for the GEICO parking lot expansion. Mr. Duncan said he has had active dialogue with them regarding detention and stormwater quality, and since this is over the department’s threshold, these controls will be required. Mr. Duncan said from what he understands, 60% of the developed area will be released directly without being treated or detained. Mr. Duncan said this will need to be discussed, and the developers would need to convince the department why a variance should be granted. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said there is only one comment, for the developer to submit a city standard planting detail and landscape plan. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No comments. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Letter sent. Department is awaiting responses by September 2. Mr. Ayala said the developers have provided all responses cumulatively to Paul Reis, who will be submitting a letter to the department. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked if there would be certain runs for the helicopter during the day. Mr. Ayala said he can provide the schedule of operations previously for the helipad, but with emergency runs, since heart attacks cannot be scheduled the pad could potentially be used at any time. Ms. Lopez asked if the ambulances would have sirens on during the drives from the helipad to the hospital. Mr. Ayala said there are ongoing discussions regarding this, and the sirens are not required unless there is traffic. He added that there is a neighborhood meeting tonight at the hospital to review the plans with the surrounding area. Ms. Lopez asked if there will be any tree preservation on site. Mr. Ayala said because of the flight path and height restrictions around the pad, any tree selections need to have a maximum growth height of 25-feet, and the existing trees are all either 25-feet or will eventually exceed 25-feet. Therefore, there will not be tree preservation on site. Mr. Ayala said there is a row of trees along the entrance to the facility. Ms. Lopez asked how much time this helipad will save people suffering from heart attacks. Mr. Ayala said this information will be presented tonight, but this will save approximately three minutes, which medical professionals have told him could mean the difference between life and death. Ms. Lopez asked if there will be any radio communication equipment on site. Mr. Ayala said there will be a service box which will control the site lights. The lights will turn on and off upon arrivals, unless the hospital decides to leave the lights on for security purposes. These discussions are ongoing. Ms. Hunter with Duke Energy asked if the helipad and GEICO parking lot will be billed separately. Mr. Ayala said these will be two separate owners so they would be billed separately. Mr. Duncan with Engineering said since there are two owners on site, the easement responsibilities will need to be specified in advance. Mr. Duncan said if the runoff from the helipad site will be treated by another owner, the department will need to know that there is a long term agreement in place.
