Notice is hereby given that the Carmel Redevelopment Commission for the City of Carmel,
Hamilton County, Indiana will receive sealed bids for the above described Project at the office of
the Department of Community Services, Third Floor, Carmel City Hall, One Civic Square,
Carmel, Indiana, 46032, until 5:00 p.m. EST on or before April 19, 2005, and on the same date
such bids will be publicly opened and read aloud at the meeting of the Carmel Redevelopment
Commission which will be in the office of the Department of Community Services, located on
the 3r`t floor of City Hall, at 7:00pm. No late bids will be accepted.
All bids and proposals shall he properly and completely executed on the proposal forms provided
with the plans and specifications which will include the non-collusion affidavit as required by the
State of Indiana. The bid envelope must be sealed and have the words `BID — PARCEL #5,
Site Preparation" on the lower left corner.
A bid bond or certified check in an amount not less than ten percent (10%) of the amount bid
must be submitted with each bid. A one hundred percent (100%) performance and payment bond
will also be required of the successful bidder. It is intended that actual construction of all work
divisions shall be started as soon as practicable, and each bidder shall be prepared to enter
promptly into a construction contract, furnish a performance and labor and material payment
bond, and begin work without delay in the event the award is made to him.
The Project consists of, but is not necessarily limited to, the following:
Parcel #5 Site Preparation:
The Work consists relocation of an existing sanitary line to he diverted from its existing
location on Range Line Road along City Center Drive, relocation of a portion of the
existing Monon Trail west onto Parcel #7 with subsequent filling of ditch along east side of
trail, and general erosion control. The Work also consists of a new storm pipe along the
Monon Trail with communications conduit serving Parcels#5 and #7.
Contract Documents for the Project have been assembled into one bound project manual which,
together with drawings, may be examined at the following locations:

Copies of such drawings and project manuals must be obtained from CSO Architects Inc. at 280
E. 96th Street, Suite 200, Indianapolis, Indiana, 46240, upon the payment of $35.00 for each set.
These sets may include full-size drawings. Payment must be by check. No cash accepted. Make
cheeks payable to CSO Architects, Inc. All payments and costs of Contract Documents are non-
refundable.
Bidders shall assure that they have obtained complete sets of drawings and Contract Documents
and shall assume the risk of any errors or omissions in bids prepared in reliance on incomplete
sets or drawings and Contract Documents.
This Project will be funded by the Carmel Redevelopment Commission.
Wage rates for the Project shall not be less than the current prescribed scale of wages as
determined by the Common Construction Wage Committee in accordance with 1.C. 5-16-7 and
included in the Project Manual.
A pre-bid conference for discussions of the Project, the bidding requirements and other
important matters will be held on April 6, 2005 at 10:00 A.M. at to office of CSO Architects,
Inc., 280 East 96th Street, Suite 200, Indianapolis, Indiana, 46240. All prospective bidders arc
invited to attend the pre-bid conference. Attendance at the pre-bid conference is encouraged but
not mandatory.
No bidder may withdraw any hid or proposal within a period of ninety (90) days following the
date set For receiving bids or proposals. The Carmel Redevelopment Commission reserves the
right to hold any or all bids or proposals for a period of not more than ninety (90) days and said
bids or proposal shall remain in full force and effect during said period. The Carmel
Redevelopment Commission reserves the right to reject and/or cancel any and all bids,
solicitations and/or offers in whole or in part as specified in the solicitations when it is not in the
best interests of the governmental body as determined by the purchasing agency in accordance
with IC 5-22-18-2
