City of Carmel, Indiana
Notice is hereby given that the Carmel Redevelopment Commission for the City of Carmel,
Hamilton County, Indiana will receive sealed bids for the above described Project at the office of
the Department of Community Services, Third Floor, Carmel City Iiall, 1 Civic Square,
Carmel, Indiana, 46032, until 5:00 p.m. Local Time on or before November 22,2005, and on
the same date such bids will be publicly opened and react aloud at a meeting of the Carmel
Redevelopment Commission which will he in the office of the Department of Community
Services, located on the 3"d floor of City I-tall. at 7:00pm. No late bids will be accepted.
All bids and proposals shall he properly and completely executed on the proposal forms provided
with the plans and specifications which will include the non-collusion affidavit as required by the
State of Indiana. The bid envelope must be sealed and have the words "BID — PARCELS 12,
14 and 33 - SITE DEMOLITION AND PREPARATION" on the lower left corner.
A bid bond or certified check in an amount not less than ten percent (10%) of the amount hid
must be submitted with each bid. A one hundred percent (100%) performance and payment
bond may also be required of the successful bidder. It is intended that actual construction of all
work divisions shall be started as soon as practicable, and each bidder shall be prepared to enter
promptly into a construction contract, furnish a performance and labor and material payment
bond, and begin work without delay in the event the award is made to him.
The Project consists of, but is not necessarily limited to, the following:
Parcel #12:
The general scope of the Parcel 12 Work consists of demolition of a commercial building
and a small out-building, including above and below ground site elements, along with
removal of existing asphalt pavement. Excavated holes are to be backfilled and compacted.
Project includes re-routing of an 8-inch domestic water line that currently crosses the site.
Parcel #I4:
The general scope of the Parcel 14 Work consists of demolition of two industrial buildings,
including above and below ground site elements, along with removal of existing asphalt
pavement. Excavated holes are to be backfilled and compacted.
Parcel #33:
The general scope of the Parcel 33 Work consists of demolition of a hank building and a
small out-building, including basement and other above and below ground site elements,
along with removal of existing asphalt pavement. Excavated holes are to be backfilled and
compacted. Project includes shoring issues and water line replacement.
Contract Documents for the Project have been assembled into one bound project manual which
may be examined at the following locations:

Copies of such drawings and project manuals must be obtained from CSO Schenkel Shultz at the
address stated above, upon the payment of$20.00 for each set. Payment must he by check. NO
CASH ACCEPTED. Make checks payable to CSO Architects, Inc.. All payments and costs of
Contract Documents are non-refundable.
Bidders shall assure that they have obtained complete sets of drawings and Contract Documents
and shall assume the risk of any errors or omissions in bids prepared in reliance on incomplete
sets of drawings and Contract Documents.
This Project will be funded by the Carmel Redevelopment Commission.
Wage rates for the Project shall not he less than the current prescribed scale of wages as
determined by the Common Construction Wage Committee in accordance with I.C. 5-16-7 and
included in the Project Manual.
A pre-bid conference for discussion of the Project, the bidding requirements and other
important matters will be held on November 9,2005 at 2:00 p.m. EST at CSO Schenkel Shultz,
280 East 96th Street, Suite 200; Indianapolis, Indiana, 46240. All prospective bidders are invited
to attend the pre-bid conference. The pre-bid conference is not mandatory.
No bidder may withdraw any bid or proposal within a period of ninety (90) clays following the
date set for receiving bids or proposals. The Carmel Redevelopment Commission reserves the
right to hold any or all bids or proposals for a period of not more than ninety (90) days and said
bids or proposal shall remain in full force and effect during said period. The Carmel
Redevelopment Commission reserves the right to reject and/or cancel any and all bids,
solicitations and/or offers in whole or in part as specified in the solicitations when it is not in the
best interests of the governmental body as determined by the purchasing agency in accordance
with IC 5-22-18-2

This Addendum is issued in accordance with the provisions of"The General Conditions of the
Contract for Construction,"Article 1, "Contract Documents" and becomes a part Of the Contract
Documents as provided therein.This Addendum includes:
Addendum pages ADD 1 through ADD 3.
The following clarifications to the Bidding Documents are provided in response to contractors'
questions at the prebid meeting held at CSO on Thursday, @ 10:00 AM, on January 6, 2005.
Addendum items apply to both Projects, Parcels #12 and#13, except as indicated otherwise.
PART 1 —BIDDING AND CONTRACT REQUIREMENTS
1.01 NOTICE TO BIDDERS
A. In the first full paragraph on the second page of the Notice to Bidders, indicate
that the copies of drawings and project manuals must be obtained from the
Carmel Redevelopment Commission at One Civic Square, Carmel, Indiana
46032.
B. In Paragraph 1.4, the Start of Constriction and the Completion of Construction
dates are the same for both Parcel #12 and#13. Start of construction shall be
February 15, 2005 and completion of construction Is April 30, 2005. These dates
shall be indicated wherever they appear in the Project Manual, including TS2 of
the Special Conditions.
1. Note that Paragraph 11.4 of the General Conditions covers excusable
• delays.
1.02 INSTRUCTIONS TO BIDDERS
A. Add the following to Paragraph 3.1:
"3.1.1 Tuesday, January 11, 2005, at 10:00 AM, Mr. David Brandt at the Carmel
Maintenance Dept. will open the three buildings at Parcel#13 located at
the southeast corner of East Main Street and South Rangeline Road. At
this time the contractors will have the opportunity to review the interior of
the buildings. Presently, the City of Cannel does not have ownership of
the existing PB Amoco building located on Parcel#12. This site Is
located at the southwest corner of 4th Street SW and South Rangeline
Road. If the City gains ownership of this property prior to the January 25,

ADDENDUM'-
2005 Bid date dead line, CSO will schedule a meeting and will contact all
the contractors and inform you of this meeting. If the City of Carmel does
not obtain ownership of Parcel#12 before January 25, 2005, the
contractors shall visit Parcel#12 and provide a bid based on the exterior
of the site an assumptions of the interior work."
B. Clarify that the Bidder's Itemized Proposal and Declarations (Bid Form) is
included in the Project Manual as indicated in Paragraph 1.2, and that it may be
detached from the Project Manual or copied; then filled out and executed by the
Bidder.
PART 2—SPECIFICATIONS
•
2.01 Parcel #12, Section 01100 -SUMMARY
A. Add the following to Paragraph 1.05, A:
"2. All materials to be removed from the site due to environmental concerns
will be inspected, removed, and certified by Sesco Supreme
Environmental Services Company. Their address is 1426 West 29th
Street, Indianapoils, Indiana 46208. Phone No. 317-347-9590. The
contact person is Mr. Greg Romain, Ext 22. The cost of environmental
inspection, removal of contaminated materials and certification by Sesco
will be paid by the Carmel Redevelopment Commission and is not a part
of the demolition contract herein. The demolition contractor shall contact
Sesco and coordinate its schedule with the Sesco schedule."
2.02 Parcel#13, Section 01100-SUMMARY
A. Add the following to Paragraph 1.05:
"B. All materials to be removed from the site due to environmental concerns
will be inspected, removed, and certified by the Enviroforensics
Investigation Inc.Their address is 1060 Capitol Avenue, Suite E. 230,
lndianapoils, Indiana 46204. Phone No. 317-972-7870. The contact
person is Mr. Greg Zumbaugh. The cost of environmental inspection,
removal of contaminated materials and certification by Enviroforensics
will be paid by the Carmel Redevelopment Commsslon and is not a part
of the demolition contract herein. The demolition contractor shall contact
Enviroforensics and coordinate its schedule with Enviroforensics Inc
schedule?
2.03 Section 02300 - EARTHWORK
A. Revise Subparagraph 3.11, C.1 to read as follows:
"3. Compaction of the fill material shall be compacted in maximum 8 inch
lifts. Each lift shall be compacted to 95%maximum density for cohesive
soils and 100 % relative density for cohesionless soils."

PART 3—SCOPE DOCUMENTS
3.01 DEMOLITION REQUIREMENTS
A. Add the.following 'General Notes' to Demolition Requirements:
°1. The demolition contractor shall remove all non-compactable materials
found on site. If additional non-compactable fill is found outside of the
building excavation, the contractor must call CSO immediately.
Measurements and quanification of the non-compactable material must
be documented and the amount of extra materials to be removed and to
be filled will be made. The contractor shall provide in his bid a unit price
for hauling non-compactable fill material.
2. All underground utilities that have been abandon or is to be disconnected
at the demolition limits shall be properly caped per the recommendation
of the utility company who owns the utility, The excavated area shall be
filled in and property compacted. If any unknown utilities are found that
are no mentioned or indicated on the survey, then the unit price provided
in the bid will be used to determine payment for the extra work.
3. The contractor is Instructed to use the avalible dirt located behind the old
Goodyear Center as described in the description of work. The contractor
shall provide a unit price in his bid to purchase new dirt and to haul the fill
from another site incase the dirt at the Goodyear Center can not be
used?

5.2 Bidder is cautioned that any exception taken by Bidder and deemed by OWNER to be a
material qualification or variance from the terms of the Contract Documents may result
in this Bid being rejected as non-responsive.
5.3 Exceptions:
In the event the material supplied by owner does not meet compaction
requirements, NACCI will supply adequate compactable granular material
for the project at a cost of $12.00 per ton.
