NOTICE TO BIDDERS
City of Carmel, Indiana
Notice is hereby given that the Carmel Redevelopment Commission for the City of Carmel, Hamilton County, Indiana will
receive seared bids for "Parcel 74 — Indiana Design Center Parking Garage — P12" at the office of the Department of
Community Services, Third Floor, Carmel City Hall, 1 Civic Square, Carmel, Indiana, 46032, until 5:00 p.m. EST on or
before December 19, 2006. Bids will be publicly opened and read aloud at the meeting of the Carmel Redevelopment
Commission which will be in the Caucus Room located on the second floor of City Hall at 7:00 p.m. No fate bids will be
accepted. Bids will be taken under advisement.
All bids and proposals shall be properly and completely executed on the proposal forms provided with the drawings and
specifications which will include the non-collusion affidavit as required by the State of Indiana. The bid envelope must be
sealed and have the following label on the lower lett corner, according to which Project Bid is in the envelope:
"BID—PARCEL 74, INDIANA DESIGN CENTER PARKING GARAGE— P12"
A bid bond will not be required. A one hundred percent (100%) performance and payment bond will be required of the
successful bidder upon execution of the Contract. It is intended that actual construction of all work divisions shall be
started as soon as practicable, and each bidder shall be prepared to enter promptly into a construction contract, furnish a
performance and labor and material payment bond, and begin work when authorized by the Owner in the event the award
is made.
The Project consists generally of, but is not necessarily limited to, the following:
PARCEL 74, INDIANA DESIGN CENTER PARKING GARAGE—P12
The general scope of the Work consists of a below grade parking garage over which the Indiana Design
Center will he constructed, including a) Conventional concrete spread footings and foundation walls,
concrete column pad footings, concrete elevator pit and elevator jack hole, 6" thick concrete slab over
drainage fill, and foundation wall waterproofing; b) Piping for slab underdrains, floor drains and
footing drains; c) Interior steel columns and beams supporting precast concrete planks or composite slab
floor above; d) Interior CNIU non-load bearing partition walls for stair enclosures, elevator shaft,
mechanical rooms, and hollow metal doors and frames; and e) Electrical conduits and garage lighting.
Note that steel stairs and elevator/equipment are not included.

Copies of such drawings and project manuals must be obtained from CSO Schenkel Shultz at the address stated above,
upon the payment of $200.00 for each set. Payment must be by check. NO CASH ACCEPTED. Make checks payable to
CSO Schenkel Shultz. Deposit will be refunded to Bidders who submit a bid and return bidding documents in good
condition within 10 days from bid opening date.
Bidders shall assure that they have obtained complete sets of drawings and Contract Documents and shall assume the
risk of any errors or omissions in bids prepared in reliance on incomplete sets of drawings and Contract Documents.
This Project will be funded by the Carmel Redevelopment Commission.
Wage rates for the Project shall not be less than the current prescribed scale of wages as determined by the Common
Construction Wage Committee in accordance with I.C. 5-16-7 and included in the Project Manual.
A pre-bid conference for discussions of the Project, the bidding requirements and other important matters will be held on
November 30, 2006 at 10:00 a.m. EST at CSO Schenkel Shultz, 280 East 961b Street, Suite 200, Indianapolis, Indiana,
46240. All prospective bidders are invited to attend the pre-bid conference. The pre-bid conference is not mandatory.
No bidder may withdraw any bid or proposal within a period of ninety (90) days following the date set for receiving bids or
proposals. The Carmel Redevelopment Commission reserves the right to hold any or all bids or proposals for a period of
not more than ninety (90) days and said bids or proposal shall remain in full force and effect during said period. The
Carmel Redevelopment Commission reserves the right to reject and/or cancel any and all bids, solicitations and/or offers
in whole or in part as specified in the solicitations when it is not in the best interests of the governmental body as
determined by the purchasing agency in accordance with IC 5-22-18-2

CSO Schenkel Shultz has reviewed the bid proposal submitted on December 19, 2006 to the Carmel
Redevelopment Commission for Parcel 74, east portion of the proposed underground parking garage
located on Parcel 12, Carmel Indiana. It appears the bid document is complete therefore CSO Schenkel
Shultz recommends awarding the contract to Signature Construction for this work. Attached is the Bid
Document submitted by Signature Construction. Please advise if you would like CSO Schenkel Shultz to
prepay contract between Signature Construction and the Carmel Redevelopment Commission.
