Notice to Bidders
City of Carmel, Indiana
Notice is hereby given that the Carmel Redevelopment Commission for the City of Carmel, Hamilton
County, Indiana will receive sealed bids for the above described Project at the office of the Department
of Community Services, Third Floor, Carmel City Hall, 1 Civic Square, Carmel, Indiana, 46032,
until 5:00 p.m. Local Time on or before November 22, 2005, and on the same date such bids will be
publicly opened and read aloud at a meeting of the Carmel Redevelopment Commission which will be
in the office of the Department of Community Services, located on the 3`d floor of City Hall, at 7:00pm.
No late bids will be accepted.
All bids and proposals shall be properly and completely executed on the proposal forms provided with
the plans and specifications which will include the non-collusion affidavit as required by the State of
Indiana. The bid envelope must be sealed and have the words "BID — PARCELS 12, 14 and 33 - SITE
DEMOLITION AND PREPARATION" on the lower left corner.
A bid bond or certified check in an amount not less than ten percent (10%) of the amount bid must be
submitted with each bid. A one hundred percent (100%) performance and payment bond may also be
required of the successful bidder. It is intended that actual construction of all work divisions shall be
started as soon as practicable, and each bidder shall be prepared to enter promptly into a construction
contract, furnish a performance and labor and material payment bond, and begin work without delay in
the event the award is made to him.
The Project consists of, but is not necessarily limited to, the following:
Parcel #12:
The general scope of the Parcel 12 Work consists of demolition of a commercial building and a small
out-building, including above and below ground site elements, along with removal of existing asphalt
pavement. Excavated holes are to be backfilled and compacted. Project includes re-routing of an 8-
inch domestic water line that currently crosses the site.
Parcel #14:
The general scope of the Parcel 14 Work consists of demolition of two industrial buildings, including
above and below ground site elements, along with removal of existing asphalt pavement. Excavated
holes are to be backfilled and compacted.
Parcel #33:
The general scope of the Parcel 33 Work consists of demolition of a bank building and a small out-
building, including basement and other above and below ground site elements, along with removal of
existing asphalt pavement. Excavated holes are to be backfilled and compacted. Project includes
shoring issues and water line replacement.

Contract Documents for the Project have been assembled into one bound project manual which may be
examined at the following locations:

Copies of such drawings and project manuals must be obtained from CSO Schenkel Shultz at the
address stated above, upon the payment of $20.00 for each set. Payment must be by check. NO
CASH ACCEPTED. Make checks payable to CSO Architects, Inc.. All payments and costs of Contract
Documents are non-refundable.
Bidders shall assure that they have obtained complete sets of drawings and Contract Documents and
shall assume the risk of any errors or omissions in bids prepared in reliance on incomplete sets of
drawings and Contract Documents.
This Project will be funded by the Carmel Redevelopment Commission.
Wage rates for the Project shall not be less than the current prescribed scale of wages as determined
by the Common Construction Wage Committee in accordance with I.C. 5-16-7 and included in the
Project Manual.
A pre-bid conference for discussion of the Project, the bidding requirements and other important
matters will be held on November 9, 2005 at 2:00 p.m. EST at CSO Schenkel Shultz, 280 East 96`h
Street, Suite 200, Indianapolis, Indiana, 46240. All prospective bidders are invited to attend the pre-bid
conference. The pre-bid conference is not mandatory.
No bidder may withdraw any bid or proposal within a period of ninety (90) days following the date set
for receiving bids or proposals. The Carmel Redevelopment Commission reserves the right to hold any
or all bids or proposals for a period of not more than ninety (90) days and said bids or proposal shall
remain in full force and effect during said period. The Carmel Redevelopment Commission reserves
the right to reject and/or cancel any and all bids, solicitations and/or offers in whole or in part as
specified in the solicitations when it is not in the best interests of the governmental body as determined
by the purchasing agency in accordance with IC 5-22-18-2
