Number of Flights 2013 In calendar year 2013, there were 229 helicopter transports to the St. Vincent Heart Center. The highest number of flights in any one month was 32 in the month of August and the fewest number of flights was 9 in the month of December. The average number of flights in any one month was 19 and the average number of flights per day was 0.63. The highest number of flights on a particular day of the week during 2013 was Monday with 37. Tuesday, Wednesday and Friday had 36 flights each,while Thursday had 26 and Saturday had 25. January 1—May 31,2014 In the period from January 1 to May 31, 2014, there were 87 helicopter transports to the Heart Center. The highest number of flights in any one month was 21 in the month of March and the fewest number of flights was 15 in the month of April. This compares with 20 flights in March of 2013 and 17 flights in April of 2013. There were 93 flights for the same period in 2013. The average number of flights in any one month was 17.4 and the average number of flights per day was 0.58. The highest number of flights on a particular day of the week during this five month period was 16 on Monday and Saturday. Tuesday had 13, Wednesday 12; Thursday 9; Friday 11; and Sunday 10. As the data suggests, it is not possible to reasonably estimate a maximum number of flights for any particular day; however this data would suggest that more than one flight on any given day would be rare. Additionally, the data would indicate that if one flight occurs on a particular day, there may be several days before another flight occurs. B. On sheet C000, please change the zoning and the development standards to show the B-5 zoning district's, and not B-1. Revised sheet is submitted with this response. 10. What will be the height of the wind cone sock? The height is 112.75 inches or 9.40 feet.A cut sheet showing the specifications of the wind cone is submitted with this response. Please provide design details on how you will screen or camouflage the electric meter from view. The meter will be located inside of the fenced area which will be screened with junipers and yews. 12. Please show the obstruction free zone for the entire parcel on a site plan. The existing trees on the parcel will be removed to comply with FAA regulations, so essentially the entire parcel will be obstruction free. 13. Is any signage proposed?If so, please provide the location and design details of those. The only signage will be located at the access gate and the design is shown on the attached exhibit submitted with this response. 14. Please provide an exhibit showing the flight paths of the helicopter(s). (We want to make sure that you avoid the residential areas.) Attached with this response is an exhibit showing the flight paths to be utilized. Neither of the flight paths will cross the residential areas located northwest of the helipad and immediately west of the Heart Center. 15. What is the average and the maximum number of helicopter flights anticipated per day? A summary of the helicopter operations is submitted with this response. 16. What times of day does St.Vincent usually have the most helicopter runs? A summary of the helicopter operations is submitted with this response. 17. Please provide an exhibit showing/labeling the noise decibel levels created by the helicopter as it flies into the site and as it lands on the helipad. Due to the construction on U.S. 31 and the construction of the new I-465 interchange,it is not possible to land the helicopter on the proposed site and take noise decibel levels. However,St. Vincent Heart Center of Indiana has retained a sound engineer to study and analyze the prior data on landing and takeoff sound levels to show the predicted sound levels for the proposed site. Once that analysis is completed,a report will be prepared and submitted to the Department, the Board of Zoning Appeals and the Plan Commission. 18. Will the ambulances silence their sirens at all times? If not, in which instances will sirens be used? The protocol of the Heart Center is that the siren on the ambulance transporting patients from the helipad to the Heart Center will only be used in the event that there is traffic affecting the trip to the Heart Center. 19. On sheet HP100,the site plan shows a vehicle gate with LOCK. How will the gate be unlocked?With a key or by other means? The access gate will utilize a keypad locking mechanism. 20. Will there be any tree preservation at all? If so, please show that on sheet C400/C500 Landscape Plan and submit that to us. Due to nature of the operation and FAA regulations, there will not be any tree preservation on the site. This is necessary to maximize the obstruction free zone,which allows the helicopters to land from the south and southwest, away from the residential areas. The cover sheet index shows Sheet C400 as being the Landscape Plan, but in the set of plans it is actually on Sheet C500. Please revise to match. The cover sheet has been revised to be consistent using C500.A revised sheet is submitted this response. 22. Please provide more detail on the chain-link fence color and material.Will it be a silver/metal color or will it have a type of black vinyl coating? The chain link fence will be open weave galvanized metal chain link fence. Due to the downdraft forces of the aircraft, solid fencing will not last and is not recommended. 23. Sheet E100 Site Electrical Plan—the foot-candles along the west property line must be 0.3 or less. Please revise,and perhaps add shield to that light fixture,too. Sheet E100 has been revised to conform with the illumination levels prescribed by the Ordinance. 24. Please provide the design and details of the parking area pole and pole light. A cut sheet showing the specifications of the pole and light fixture is submitted with this response. 25. Please provide the curbing details of the parking/pavement area. An exhibit showing the curb details for the parking and paved areas is submitted with this response. 26. Please submit the details of any cross-access easement (or ingress/egress easement)with the owner of the Geico parking lot expansion site. St.Vincent Heart Center of Indiana has reached an agreement in principal with the owner of the GEICO office building and the parking area immediately to the north to provide full access to the site. This easement agreement will be recorded upon the receipt of all necessary zoning approvals and the purchase of the property by St.Vincent Heart Center of Indiana,Inc.. 27. Please consider adding bio-wales and or rain gardens to this site. Woolpert,Inc.,the project engineer,has considered these drainage options however to the minimal impact of the proposed impervious surface,neither of these options are appropriate nor cost efficient for the project. 28. It has been noted that you have also filed for BZA variances.
