HomeMy WebLinkAboutCC-10-06-14-07 Affirming CC-07-07-14-01; C3 Plan Amendments • SPONSOR(s): Councilor(s) Seidensticker Sharp and Snyder RESOLUTION CC-10-06-14-07 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AFFIRMING RESOLUTION CC-07-07-14-01,AS AMENDED,REGARDING THE C3 PLAN, TRANSPORTATION PLAN AMENDMENTS • WHEREAS, on July 7, 2014, under Resolution CC-07-07-14-01, the Common Council of the City of Carmel, Indiana ("Council") approved an amended "Version A" (the "Amendment") of the C3 Transportation Plan; and WHEREAS, pursuant to I.C. 36-7-4-510, the Plan Commission ("Commission") has sixty (60) days to consider the Amendment proposed under Resolution CC-07-07-14-01, as Amended, and file its report with the Council; and WHEREAS, on August 19, 2014, the Executive Committee of the Commission voted unanimously(4-0)to disapprove Resolution CC-07-07-14-01, as Amended; and WHEREAS, given the Commission's unanimous disapproval of Resolution CC-07-07-14-01, the Amendment stands only if confirmed by a subsequent Resolution of the Council; and WHEREAS, the Council now seeks to affirm the Amendment as previously stated in Resolution CC-07-07-14-01, as Amended. • NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Cannel, Indiana, that: Section 1. The Council hereby confirms the Amendment as Originally stated in Resolution CC-07-07-14-01, as Amended. Section 2. After its adoption, this Resolution shall be filed in the Office of the Clerk Treasurer of the City of Carmel, who shall also forward one (1) copy of this Resolution to the Secretary of the Commission and one (1) copy to the Office of the Hamilton County Recorder, all in accordance with I.C. 36-7-4-509(b) and other applicable laws. CERTIFICATION OF THE CARMEL PLAN COMMISSION'S RECOMMENDATION ON THE PETITION OF THE CITY OF CARMEL TO ADOPT THE CARMEL CLAY COMPREHENSIVE PLAN PURSUANT TO INDIANA CODE 36-7-4-508 RESOLUTION CC-07-07-14-01 Formerly CC-09-07-12-01 C3 Plan,Transportation Plan Amendments To: The Honorable Common Council Of the City of Carmel Hamilton County,Indiana Dear Members: The Carmel Advisory Plan Commission offers you the following report on the Council's amendments to Docket No. 12060010 CPA, also known as the C3 Plan, Transportation Plan Amendments for the City of Carmel and Clay Township. Townshi P The Carmel Advisory Plan Commission DISAPPROVES the Council's amendments,due to the following reasons: • The removal of two proposed roundabouts from the Thoroughfare Plan Map(located along Range Line Road at Carmel Drive and Executive Drive)is inconsistent with the purpose of a Comprehensive Plan to inform the public of the City's planning vision. • Additionally, the Federal Highway Administration granted 100% construction funding of a roundabout along Range Line Road at Carmel Drive through the Congestion Mitigation and Air Quality Improvement (CMAQ) Program,which establishes that particular intersection as a higher priority than it otherwise would have been without.funding. At its meeting'on August 19, 2014, the Executive Committee of the Commission voted four (4) in Favor, zero (0) Opposed, zero (0) Abstaining, to disapprove Resolution CC-07-07-14-01, As Amended regarding the C3 Plan,Transportation Plan Amendments (formerly CC-09-17-12-01). Please be advised that by virtue of the Commission's disapproval, pursuant to IC 36-7-4-510(b), the Council's amendments stand only if confirmed by another resolution of the legislative body.
