We apologize for the delay in responding to this revised drawing. We offer the following comments: GENERAL INFORMATION 1. Board of Public Works and Safety Requirements: • Water and Sanitary Sewer Availability. To my knowledge,this approval has not been requested. • Any permanent improvement to be installed within dedicated right of way or dedicated easements. This approval would require a Consent to Encroach Agreement between the Owner and the City of Cannel. I am also including a schedule of Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel,Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Conunittee All written requests to be place on the Board's agenda must include the appropriate Docket Number and the date(or dates)of approval by the Plan Commission and/or the Board of Zoning Appeals. According to my records, this project received Plan Commission approval on April 17,2001,Docket Number 200-00 ADLS Since a year has passed since Plan Commission approval,is the approval still valid? 2. T.A.C.Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all Engineering Department and Utility Department issues have been resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of five- sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and will be signed by the City Engineer and by the Director of Cannel Utilities. The Owner will receive one- set which is to be maintained on the construction site at all times. Cannel Utilities will receive twO-sets,our Public Works Inspector will receive one-set and one-set will be maintained in the Engineering Department. 3. Please be advised that any installation of signs,walls,irrigation systems,etc.within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Cannel. 4. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They will provide a separate review of the project. 5. Cannel Utilities does not subscribe to"Holey Moley"and should be contacted directly fro all water main and sanitary sewer main locations. CONNECTION FEES 6. It is our understanding that this development is to be a general office type facility. Based upon the Equivalent User Contribution Multiplier tables from our Utility ordinance(Chapter 9-35 for water and Chapter 9-200 for sanitary sewer),the conversion factor for offices is 0.5 EDUs per 1,000 square feet of office area. The Title Page should indicate what development is planned for this lot Sheet C2 8. There are solid black circles on the outside of the building. Two are labeled as light pole base and light. Are we to assume the other two are the same? 9. Label the Pointe Parkway right of way line. 10. It appears that many of the parking spaces for this development encroach upon utility easements. These encroachments will require a Consent to Encroach Agreement between the.Developer/Owner and the City of Cannel. 11. The southeast corner of the building appears to be on the 60-foot gas line easement. Care must be taken to assure the building does not encroach into this easement. Sheet C3 12. Label storm sewers,pipes and inlets(length,size,type,etc.)and indicate if existing or proposed. 13. There should be a legend on this sheet to identify the various elements shown on the drawing(storm sewers, sanitary sewers,lights,etc.). Sheet C4 14. The 8-inch sanitary sewer main and manhole(structure E)does not appear to be in an easement. Is there an easement for this line? If you have questions,please call. Each of the lots has a storm sewer service lateral from the main to the buildings. Is this line to accommodate roof drains? It is our understanding that the storm sewer system (including these laterals)will be private with the exception of storm sewers within dedicated right of way. 11. There is a note#5 on Sheet C2 identified as"taper curb to flush",vet this number does not appear on the plan view on either lot 5 or lot 6. Please clarify. LOT#6/GENERAL OFFICE BUILDING 12. Water and Sanitary Sewer Connection Fees: Please provide the total square footage of the building. Without the building area. these fees cannot be calculated. I could not find this area anywhere on the drawings. The calculation would be building area rii?.0.5 EDUs/1.000 sq. ft. =total EDUs $2.105.00 Total Connection Fee per EDU. 13. The water. sanitary and storm plan appears to be identical to the"master plan" submitted for the development. LOT#7/RETAIL-SERVICE BUILDING 1.1. Water and Sanitary Sewer Connection Fees: Please provide the total square footage of the building. If separate usages are planned. please provide • the total square footage of each unit. i could not find the area on thisdrawing. It.appears the building on this lot could be developed into possibly four separate establishments. if the use is not determined prior to payment of Connection Fees. we reserve the option to review the type of establishments.after this building has been completed. and to require additional Connection Fees if the use(a restaurant for example)would result in greater water usage than the retail classification originally calculated. 15, The water. sanitary and storm plan appears to be identical to the"master plane submitted for the development. Revisions/Review#2 Dear Mr. Warrcnburg: We apologize for the delay in responding to your drawing revisions and letter of October 17. 2000. We have reviewed the subject drawing and revisions. It appears the majority of the issues outlined in our September I g. 20(1(1 review letter have been addressed. We offer the following additional comments: Items I through I I —No comments were offered. We assume there arc no questions regarding these items and the approvals and requirements arc understood. I am including 21101 Board of Public Works and Safer' meeting dates and agenda deadline schedule. Please adhere to the Engineering Department deadlines for all submissions to the Board. Please share this schedule with all appropriate parties. Item IS—Regarding the sanitary sewer service laterals terminating in a structure. the stubs from the stains are to be constructed with the mains. correct'.' In regard to the easements. I believe it would be beneficial to indicate the easements on Sheet CS. Item 16 —In regard to the ponds. please forward our continents/concerns to the Woodland G.C. engineer and ask that he address our concerns in writing. Please incheate storm pipe material on Sheet C.5 in addition to the plan and profiles. Item 20 —The decision regarding concrete sidewalks/asphalt paths has not been made. I am enclosing a copy of our specification forntulti-rise paths. Please substitute this specification Ior the bituminous pathway specification indicated on Sheet C2. Item 21 —In your October 17 letter. you indicated additional street light information would be forthcoming. I don't believe we have received any additional information. Item 24—Open cuts may be allowed on 116"'Street. This depends upon the tinting of the road project and the Merchants' Pointe project. If the delay between the two is significant. directional bores may be required. If open cuts arc allowed. approval will be required through the Board of Public Works and Safety. Maintenance of 116x'Street traffic will be a requirement. We will expect ;any open eats repaired In adhere to our specifications and meet our satisfaction. Other Items • We request solid curb castings be installed rather than the adjustable castings(1.0010) utilized w the Merchants' Square renovation. We have experienced considerable problems with the adjustable castings. The casting position does not hold when they are run over b\ vehicles. Our Inspector asked for these castings to be welded in place once the curbs \\ere installed. tlowever, if!hey were welded. the welds were either in the wrong place or they did not hold. This problem remains to date. • We request the elimination of the west curb cut for lot t=7. Warrenburg February 12,2001 Page 2 • In preliminary reviews of the plans submitted for Lots 5.6 and 7. it appears the individual plans vary from what is indicated on the overall plan in regard to water and sanitary sewers and their respective service lines. Why would this be the case? From our point of view and procedure, we will be approving the overall plan for the development. As individual lot plans are submitted,they will be compared to the approved "master plan"to see if they conform. Please.address this issue. I will take this opportunity to reiterate Board of Public Works and Safety submittals required for the approval of the master plan for Merchant's Pointe and to review the requirements for obtaining individual building permits for each lot. Board of Public Works and Safety • Assuming that each individual lot/building will be required to obtain commercial curb cut approval, the master plan will not require Board Commercial Curb Cut approval. The curb cuts required for the intersections of Merchant's Pointe Drive and Merchant's Point Way with 116'' Street will be approved with the approval of the plat. Also, since each individual building/lot \Yill be required to obtain Water and Sanitary Sewer Availability approval from the Board. based upon their planned utilization. the master plan will not require Water and Sanitary Sewer Availability approval from the Board. However. if you have not already done so, please submit copies of the Notice of Intent to Construct a Water Main Extension and the Capacity Certification/Allocation Letter for sanitary sewers. Remaining'Board of Public Works and Safety submissions arc: • Dedication of 1 16'I'Street Right of Way.and Acceptance(if applicable). • Secondary Plat Approval. • Open Pavement cuts in dedicated streets/right of way. . • Temporary Construction Entrances. • Any improvement installed within dedicated right of way and/or any improvement installed within dedicated easements. if an irrigation system is planned and the system is installed within dedicated casements,a Consent to Encroach Agreement will be required. I do not think I will make it to the TAC meeting before 11AM. Therefore I wanted to provide you with my questions on the various projects. Hazel Dell Corner Lot 5 I saw no problems with this project. It looks like they will use an entrance from Hazel Dell Parkway of lot 6, and any path issues are by others. I would only make sure that they agree to restore the path should they cause damage. Merchants' Pointe Lot 5,6,7. No problems with these projects, but just make sure that the path will be 10'wide and asphalt. Woodland Shoppes Telecommunications Facility I did not received any plans on this project and therefore would like to get a copy of the plans. Concerns would be a path if their property borders 116th, along 116th Street. Otherwise I see no problems with it effecting a Parks property. Carmel United Methodist Church-No problems with this project unless they need to address sidewalk or a path along 126th Street. John M.
