Village of West Clay

Dear Jose,
After further reviewing the issues of the Towne Road relocation, the Highway Department has decided to
recommend that the Hamilton County Board of Commissioners table the signing of the plat based upon the
following reasons:
1. The Highway Department recognizes the possible conflicts that may occur with the present location of the
overhead utilities that are currently In place. The County is willing to manage the possible relocation of the
utilities in the future as needed to maintain the current centerline of the road and insure that problems of
intersection realignment and the north and south end of the Village of West Clay are not an Issue.
2. The Highway Department is requiring that the current centerline (section line) of Towne Road remain the
centerline of the future Towne Road and all right of way dedication be completed from the current centerline
(section line).
3. Following several conversations with the Carmel Department of Community Services (DOGS), they have
expressed concerns with the omission of Towne Road from the plats that show the Village of West Clay
property along Towne Road. We concur with the DOCS that the right of way along Towne Road must be
included with the plats.
4. It is our understanding that Brenwick Development has committed to construct the outside lanes of the
proposed improvements of Towne Road. As part of the improvements. the center island will need to be
constructed with an 8" chalrback curb or a 4' full depth shoulder and guardrails to protect the utility poles. The
outside of the lane will have an 8" chalrback curb as previously proposed. If the utility poles have been
relocated before any reconstruction has begun, the Highway Department will ask that the 4' full depth
shoulder be constructed and a 12' travel lane striped In Ileu of the curb or guardrail.
While the Highway Department realizes that this letter is a change from our previous discussions from our meeting
on July 17, 2001 and previous correspondence, we feel that the issues of public safety and future alignment of the
road improvements are better met with these conditions. If you have any questions, comments or concems please

Dear Jon,
We have received your letter dated July 10, 2001 that was a review of the construction plans and
secondary plat for the above referenced project. I have addressed each of your item individually with a
numbering system consistent with your letter.
1. We have revised the legend with the appropriate lengths of the markers.
2. Item #1 of the Highway Departments letter has been addressed by Brenwick during a meeting with
the highway department, and it is my understanding the highway department has been in contact with
your office. Item #3 has been addressed on this enclosed plat by extending the NAE along Treaty
Line Street.
3. We have added a "Towne Road" label along the lead in call for the plat.
4. We have added Michael P. Hollibaugh to the signature block.
5. We have updated the Auditor's signature block to refer to Robin Mills
6. We have removed the address markers from the plat
7. Enclosed please find a subdivider agreement form.
8. Enclosed please find the original mylar that has been executed by the owner and two copies for your
files.

Dear Keith:
This letter is in response to your revised Secondary Plat filing for Village of West Clay — Replat of Section 8501.
The revised plans were received by our office under a cover latter dated June 26, 2001. The following issues must
be resolved prior to signature of the plat by the director:
1. Revise Legend to add length of markers on legend, as required under Section 8.2 of the SCO.
2. Address Hamilton County Highway Department Comments #1 and #3 in letter dated July 5, 2001.
3. Identify Towne Road.
4. Add Michael P. Hollibaugh to signature block.
5. Signature Block for County Commissioners, name of the Auditor is Robin Mills.
6. Remove address markers from plat.
7. Submit a subdivision agreement form per Section 9.6.1 of the SCO.
8. Have Mylar signed by property owner prior to signature by director.
Please submit a revised Secondary Plat with the above - mentioned changes. Once these changes have been made and
comments addressed, please produce a mylar copy for signature by this Department. Two paper copies of the plat
must be filed with the mylar prior to recording. I will return the signed mylar to you for signature by the County
Commissioners. Once recorded, our Department needs three paper copies and a mylar of the recorded plat. Our
approval of the secondary plat (signature) will be forthcoming upon revision of the plans according to the items
listed above.

comments:
1. The proposed 70' half shown on the plans dimensions the right of way from the future centerline
of Towne Road. Has the relocation of Towne Road been approved? I could find no
correspondence indicating the proposed relocation. Please forward any information to my
attention. No approvals will be granted until this issue is resolved.
2. Robin M Mills is now the Hamilton County Auditor. please make the necessary correction in the
Bored of Commissioners signature block.
3. Please extend the NAE along the north and south leg of Treaty Line Street.
4. Please verify that the ADA ramps on the south side of Glebe Street will not interfere with the
storm sewer inlet.
5. Street cuts will not be permitted for any utility work to be performed.
6. Provide a sawcut note for the existng pavement at the north end of Treaty Line Street.
7. Please place the following note on the plans, Any damage to the existing streets will be repaired
by contractor. A representative of the HCHD will review the site following completion of the
project to determine if any repairs are required.

This project previously appeared at the December 20, 2000 Technical Advisory Committee meeting and
the plans were revised and resubmitted to address comments received at the meeting. Since our
appearance at the TAC meeting and submittal of the revised plans, the plat and construction plans have
been revised by the developer to react to the ever - changing housing market. The previous plan contained
7 lots on the north side of Glebe Street and 7 lots on the south side totaling 14 lots in the section. The
new proposed plan contains 12 lots on the north side of Glebe Street and 12 lots on the south side
totaling 24 lots in the section. The scope of the proposed improvements has slightly changed due to this
modification with the limits being shown within the enclosed plans. Would you please review the
enclosed material and let me know if this revision will require us to appear before TAC. 1 have included
copies of my letters to the TAC members for your files.

West Carmel Center, Ritter's Frozen Custard
This project involves a lateral connection to an existing sewer. The District's lateral construction specs should be added
to the plans. Building permits should not be issued without the District's connection permit.
Kingsborough Section 4
The plans have been reviewed by the District's consulting engineers, Samuel L. Moore & Associates, and are undergoing
revisions before submission to IDEM for State approval.
Village of West Clay Sections 8501 and 10001
We have no comments about the plats as sanitary sewer plans have already been approved by the District for both
sections. The sewers have been satisfactorily installed in Section 10001.

This letter serves to acknowledge receipt of a transmittal containing the plans for The Village of West
Clay, Section 8501. After reviewing the plans, the Highway Department has the following comments:
1. An application for project review needs to be completed and the appropriate fees for a
Secondary Plat and Construction Plan review paid, before any approvals will be granted from
this office.
2. The right of way along Towne Road is 60' half, with 50' triangular cuts at the intersection with
Glebe Street. Please Insure that the dimensions with work with the platting of this section.
3. Please note that decorative signs, sprinkler systems, trees, landscaping mounds or other such
amenities are not permitted in the right of way.
4. Please include a Traffic Control sheet with the next submittal. Stop signs will be needed at the
intersections with Glebe Street as well as 20 MPH speed limits signs.
5. A 20' chamfer is needed at all right of way intersections within this Section.
6. The Drainage and Utility Easement needs to meet the 15' minimum.
7. When will the Towne Road entrance be completed?
8. Please label the valley curb across the alley entrance north of lot 561.
9. Further comments may apply at a later date.
