HomeMy WebLinkAboutBid Information and Packets Notice to Bidders CITY OF CARMEL, INDIANA The City of Carmel, Board of Public Works and Safety, will receive sealed bids for the purchase of an automated pre-fabricated pump station system for Brookshire Golf Course, at the office of the Clerk Treasurer in City Hall, One Civic Square, Carmel, Indiana 46032, until 10.00am, local time, on October 7,2009.The Bids will be publicly opened and read by the Board of Public Works and Safety at 10:00am on October 7, 2009, in Council Chambers at City Hall. The Bid should be clearly marked "BID ENCLOSED Automated pre-fabricated Pump Station System - Brookshire" on the outside of the envelope, and as otherwise set forth in the Bid Documents. No late bids will be accepted. Scope of Work, Automated prefabricated pump station for irrigation purposes. Design, fabrication, testing and service shall be the sole responsibility of the pump station manufacturer. The pump station shall provide water to the irrigation system while simultaneously maintaining a constant discharge pressure by using a prefabricated pump station with variable frequent drive (VFD) pumps for pressure regulation under varying flow conditions up to the maximum specified capacity. The successful bidder will be required to furnish satisfactory Performance and Payment Bonds in the amount of 100% of the Bid. The stamp or embossment shall have the name of the certified individual that has completed the design. 2) Staking— It shall be the responsibility of the irrigation system designer to stake all sprinkler head locations, and route the mainlines with the contractor and golf course superintendent. 3) Drawing of Record - It shall be the responsibility of the irrigation system designer to provide a drawing of record at the completion of the project. The contractor will supply field notes as they relate to the actual installed system. This shall include, but not be limited to: Rotors Quick Couple Valves Decoders In-Line Surge Arrestors Gate Valves Drain Valves Pipe Routing Communication Cable Routing Submit the following upon final system acceptance: A) 3 Hard copies of the final record drawing at a scale of 1"= 100' B) Yardage Marker Plan—250 yards out from green, and all rotors up to the green. C) Square Footage of all greens, tees, fairways D) 3-Ring binder with individual hole sheets showing mechanical and electrical record of drawing for each hole. These sheets should indicate the isolation valves associated with isolating the rotors in each area of the golf hole. This binder shall include all 18 golf holes, and all other areas associated with the construction of this irrigation system. E) 3-Ring hinder with individual hole sheets that have the pertinant information for activating rotors with the handheld radio. The base map shall include as a minimum,the following: I) Greens 2) Tees 3) Fairways 4) Bunkers 5) Creeks 6) Cart Paths 7) Any other features necessary to provide a complete design as set forth in these specifications. Design Sheets The proposed irrigation design shall include the following: 1) Cover sheet with project name and sheet index 2) Rotor layout with mechanical only 3) Rotor layout with mainline piping and electrical components Cycle Time The overall cycle time for the irrigation system shall not exceed 7 hours. This is the maximum allowable time for a complete irrigation cycle. Water Requirements Use 1.5" per week as the basis for turf water requirements. Flow The minimum pump station capacity shall not be less than 1200 GPM(gallons per minute). Piping Flow rates are not to exceed 5 ft./see. Mainline piping shall be located in the rough areas. If mainline piping has to cross a fairway due to property lines and other obstacles, cross the fairway at a 90 degree angle. Mainline piping should be sized to assure a maximum irrigation cycle time of 7 hours. The minimum mainline pipe size shall be 4". The following descriptions provide for the minimum acceptable GPM (Gallons Per Minute) to various sections of the golf course. - 1000 GPM minimum front the pump station to creek crossing for mainline split to 10 green, and to hole 18. -- 700 GPM minimum front creek crossing for 10 green/ 17 green to mainline supply for holes 14 and 15. - 550 GPM minimum for holes 13, 14, and 15 tee/fairway (south of creek). - 300 GPM minimum to the back of 16 tee, to service 12 green/fairway, 13 tee area. - 900 GPM minimum across 1 fairway to mainline split for#9, and holes 2-8. - 700 GPM minimum to 4 tee & 5 fairway split area. - 600 GPM minimum to supply 4, 5 fairway/tee, two (2) 3" supplies for#6, and one (1) 3" supply for#7 fairway north of the creek. - 200 GPM minimum to one (1)3" supply for 6 fairway, 7 fairway, & up to 6 green. - 600 GPM minimum mainline loop to supply fairways 1,9,and 10,18. - 300 GPM minimum to the 4" supply required for the practice fairway up by the practice tee. - 200 GPM minimum supply to the practice tee/practice chipping area - 200 GPM minimum to supply 9 green & west practice green. - 200 GPM minimum to the#1 fairway supply line north of the creek. - 120 GPM minimum to#1 green and approach area south of the creek. Provide a separate 3" pipe supply for each green off the mainline. Provide a gate valve for isolation on this supply line. The only piping allowed for creek crossings is mainline piping, Mainline piping for creek crossings must be accomplished with HOPE, and the installation method shall be directional drilling. These isolation valves are to be used to isolate lateral piping and rotors from the mainline. The isolation valves for all greens and fairways shall be 3". Practice Range- Design should provide for two 4" Isolation valves for the practice range,- one that is located up close to the practice tee, and one that is located at the back of the practice range. Mainline Isolation Valves (4", 6", 8", 10")-Design into the system a minimum of II isolation valves throughout the mainlines. Install main communication cables in a 2" sleeve at creek crossings with the mainline piping. If splicing is required on either side of the creek crossing, 10" round valve boxes with black lids shall be utilized. A minimum of 6 main communication cables shall he installed from the central computer location. The following 6 main communication cables shall control the following groups of golf holes: Cable #1 10 Tee, 18 Fairway, 18 Green,Practice Tee, Prac. Area, Prac. Green, Cluhouse, Entrance, Chipping Area Cable #2 1 Fairway, '1 Tee, 9, 10 Fairway, 10 Tee, Practice Green Cable #3 1 Green, 2, 3, 8 Cable#4 3 Green, 4, 5, 6, 7 Cable#5 10 Green, 11, 16, 17, 18 Tee Cable #6 12, 13, 14, 15 Run 2 #14 AWG direct bury irrigation wires from the decoder to the solenoid, when the solenoid is not located right by the decoder. Utilize a decoder switch at all splices where a communication cable will supply decoders around greens, and a decoder switch where a communication cable will supply decoders for fairway, tee, and rough rotors. Quick Couplers Design and install 2 quick couplers per green. One coupler shall be located before the gate valve at each green, and 1 on the opposite side of the green. Design and install 2 quick couplers at each tee complex. In addition to thel8 holes, include 1" quick couplers for the following: Practice Green 2 Practice Green 2 Chipping Area 2 Practice Tee 2 Greens Provide a minimum of 4 Full Circle Rotors for each green. Rotor models, nozzles, and quantity of rotors to be determined by designer, according to each green. Greens Perimeters Provide perimeter rotors as required by each greens complex. Tees Rotors are to be located off the tee surface. Rotors are to be on both sides of the tee complex. Rotor models, nozzles, spacing and quantity of rotors to be determined by the bidder's designer, according to each tee. Fairways Irrigation overlap throughout the fairway is requiredfor fairway irrigation. Rotor selection and spacing shall be based on fairway width. Fairway rotors to be located wihin 2 feet of the fairway cut lines, or just into the rough to assure irrigation overlap througout the fairway. If a double row fairway design does not assure the installation of rotors within 2 feet of fairway cut lines, or into the rough, then a triple row design must be employed. The maximum allowable spacing across a fairway, (perpendicular to the golf hole) between rotors shall not exceed 85'. Rough Between Tees and Fairway Wherever possible, a double row of rotors shall be designed and installed in the bluegrass rough area between the tees and fairway of each golf hole. Practice Ranee Two rows of rotors out to 250 yards. Chipping Area Design and install individual head control for each chipping green. Do not overlap the chipping greens with the same rotor. Front Entrance Design and install rotors along Brookshire Parkway, along the front entrance drive to the practice green, in between the practice tee. and chipping greens, and along the East property line. Design and install rotors in the turf area West of the front entrance drive, and North of the parking lot. Drains Design and install mainline drain valves (2") at each creek crossing. Grounding & Surge Design and install a 4"x 96" copper ground plate along with a 5/8" x 10' copper clad ground rod at the central computer location. This grounding field shall be utilized for the central control systems hardware equipment. A fifty pound hag on the bottom and a fifty pound bag on the top of ground enhancement material shall be installed with this copper plate. Where a decoder switch is designated,design and install an in-line surge arrestor with a 4" x 36" copper ground plate. A twenty-five pound bag on the bottom and a twenty-five pound bag on the top, of ground enhancement material shall be installed with this copper plate. Submit with your bid, cut sheets for, or a list of manufacturers and model numbers of all components to be used in the construction of the irrigation system. The submittal shall include: 1) Control System and Rotors manufacturer 2) Quick Couple Valves 3) Pre-Fabricated Swing Joints 4) Gate Valves 5) Fittings 6) Pipe 7) Wire 8) Direct Bury Splice Kits 9) Valve and Splice Boxes 10) Pump Station The rotors, decoders and control system shall be supplied by a single manufacturer, and supported by one local wholesale distributor. CENTRAL CONTROLLER The irrigation central controller shall operate from a personal computer. The computer shall provide for Windows XP Service Pack 2 or later Software Operation. The computer shall be supplied as part of the central control system. The irrigation software shall be capable of operating field devices through an interface. A field device is defined as a decoder. The central software shall be capable of programming up to 100%of the suhmitteddesign decoder addresses, plus an additional 10% for future expansion. Install the required number of'interfaces to assure a maximum irrigation cycle time of 7 hours. However, the system shall include a minimum of 2 decoder interface devices. The irrigation software shall be capable of having the final record drawing map loaded in to the software, to allow for user interfacing. The user shall be able to click on a rotor station on the map, active that station, and change any of the stations data at the map interfacing screen. The irrigation map shall show stations that are currently running in real time, either through an automatic program, or manually operated stations through the use of a handheld radio. The user shall also be capable of turning layers on and off of the record drawing map. Furthermore, the irrigation software shall have the capability of defining the systems pipe flow rates, based on pipe sections per the installed system and proposed design. Decoder stations can then be defined based on flow rates and assigned to a defined pipe section. The operation of this feature in the software shall control the flow rates of water in gallons per minute (GPM) throughout the entire pipe system at all times. This feature shall be available and active any time a station is activated through: a) Automatic Program Start b) Manual Program Start c)Handheld Radio Operation The irrigation software shall be capable of communicating with the pump station. The communication shall be in real-time allowing for the irrigation software to react in real-time to the pump station. Tithe pump station capacity decreases, the irrigation software will automatically adjust the number of stations to operate so as to continue the irrigation cycle, thus avoiding a pump station low pressure safety shutdown. The software shall he capable of reacting in real-time when there is a user definable difference between theoretical flow and actual pump station flow. If the actual flow is greater than the theoretical flow, the software shall do a "zero check" to make sure that there are no pipe breakages. If the "zero check" passes, resume irrigation where it was paused. If not, the user has the option to shut the pump station down. If the actual flow is less than theoretical flow, the software shall be capable of activating more stations to bring the actual flow up to the defined pump capacity, thus shortening the overall irrigation cycle, saving on overall pump runtime, and conserving electrical usage. The software shall have the capability of performing decoder diagnostics and monitoring the electrical load on the communication line at all times. It shall also provide the current electrical load (in milliamps) to aid in the overall troubleshooting process. The control system shall he capable of two-way communication in real-time. This allows the central control software to react in real-time to changing conditions (i.e. —pump station, rain, etc.). The two-way communication shall also provide for station runtime logging. This allows the user, the capability of confirming runtimes of every station at the completion of an irrigation cycle. The system shall include a minimum of two (2) decoder interface devices for activation of the decoders. The interface devices shall be connected to the central computer. The 6 main communication cables shall be connected to the interface devices. A UPS battery back-up shall be part of the central control package. Provide a color laser jet, or ink jet printer and one ream (500 sheets) of paper with the computer system. No Field Satellites shall be allowed as part of the control system. HANDHELD REMOTE RADIO CONTROL Included as part of the control system, is a handheld radio control package. Include 3 radios with chargers as part of the system. FCC licensing is the responsibility of the contractor. The ability to turn on stations with the handheld radio shall only be limited to the system's total pump capacity. However, when stations are activated with the handheld radio, ilo-manager shall monitor and control the number of active stations anywhere throughout the pipe system so as not to overload any pipes at any time. CENTRAL CONTROL VIA REMOTE ACCESS Include with the central control package the option of directly accessing the central control software from a mobile phone with internet access.This feature should allow for sprinkler and program activation, editing sprinkler and program data, and performing decoder diagnostics, all remotely with a mobile phone. The owner is responsible for the purchase of the mobile phone and internet connectivity at the central irrigation computer. Also provide for remote access via the interact or phone modem from a remote desktop or laptop computer of the central control system. RAIN SHUTDOWN Include and install an automatic rain shutdown device. The device shall communicate directly with the central control software package. The central control software shall be capable of reacting to user definable amounts of rainfall, and the system can then respond to the user's defined settings. The rain catchment device shall be capable of measuring rainfall in .01"(1/100ths of an inch). The central control software will be capable of automatically adjusting station run times based on rainfall occurrences in .01" (1/100ths of an inch). The central control system shall he capable of reacting to rainfall as it is occurring. Fairway and rough rotors can be paired to operate two rotors simultaneously from one single decoder. DECODER SWITCHES Decoder switches for troubleshooting, incorporated into the system, shall be constructed in a threaded Acme Cap allowing for waterproofing. In addition, the actual switches, except for the toggle portion of the switch will be encased in epoxy for a watertight seal. All decoder switches will be installed in 10" round valve boxes with black lids. QUICK COUPLE VALVE The quick couple valves shall have I" inlets. Provide 4 quick coupler keys with hose swivels as part of the system. Install a metallic quick coupling stabilizer, with each quick couple valve. Install a 6" economy valve box over each quick couple valve. PIPE All pipe shall be PVC class 200, SDR2I. All pipe 3" and larger shall have an integral bell and rubber ring gasket. 2.5" and smaller pipe shall have a bell end. Use an approved primer and cement for assembling sections of pipe. 2" pipe shall be the smallest allowable size on the golf course. Smaller sizes are acceptable for the landscaped areas around the clubhouse, where commercial grade irrigation equipment is called for. CREEK CROSSINGS Use HDPE SDR 11 pipe for all creek crossings. Directional drilling shall be the method of installation for creek crossings. Utilization of the bridges for hanging pipe will not be acceptable. ENTRANCE DRIVE & MTC. FACILITY DRIVE Use I-IDPE SDR 11 pipe for these crossings. Directional drilling shall be the method of installation. FITTINGS All fittings 2.5" and larger shall be ductile iron with huh and ring configuration. Service tees for sprinkler heads shall be PVC Rubber Gasket with ACME threads on the outlet for the swing joint connection. All sprinkler heads shall be installed with a pre-fabricated triple elbow swing joint. The swing joint shall be Acme x Acme. GATE VALVE All gate valves 2" and smaller shall be constructed of brass and have female pipe threads for installation. The operating handle shall be a brass wheel handle. Gate valves shall have a minimum class rating of 150 WOG. Brass gate valves must he manufactured domestically. No Imported gate valves of any kind will be acceptable. All gate valves 2.5" and larger shall he cast iron push-on, resilient wedge with a 2" square operator. No imported gate valves will be acceptable. Domestically(made in the USA) manufactured gate valves will only be accepted. Supply 2 operating keys for the Cast Iron Gate Valves, and 2 operating keys for the Brass gate valves. Valve Boxes All gate valves shall have a 10" round valve box for accessibility. Install a 6" or 7" economy valve box over each quick couple valve. WIRE Communication wire from the central controller to the field decoders shall be as per the central control manufacturer's specifications. The cable shall be suitable for direct burial in the earth. The minimum wire gauge for all applications shall be 14 A.WG. Wire splices are to be made utilizing 3M-DBY, or 3M-DBR direct bury splice kits. Surge Protection Utilize a 4" x 96" Copper Grounding Plate with Ground Enhancement Material at the central computer location. Utilize a 4" x 36" Copper Grounding Plate with Ground Enhancement Material at In-Line Surge Arrestors that arc installed at Main Cable Locations with decoder switches. Sperry Digisnap DSA-2433R, or equivalent END OF SECTION 6 SECTION 7: Installation Pipe All 3" pipe and larger shall be trenched in. Minimum cover over the pipe shall be 24". Backfill and tamp utilizing a mechanical tamping machine, The contractor shall be responsible for mainline trench settling for a period of 1 year from final system acceptance. The golf course superintendent shall be responsible for re-establishing turf where trenching has taken place. However, if and when it is necessary to cross a fairway with mainline piping, strip and remove the existing turf with a sod cutter. Backfill, tamp, and replace the sod to existing grade. If heaving and mounding occurs from plowing of pipe, then a roller shall be used to re-level the plow line. Vehicle tires are not an acceptable method for re-leveling. All wire splices with switches are to be installed in a 10" valve box with a black lid. All communication cable splices are to be made with the use of 3M-DBY, and 3M-DBR direct hurt splice kits. All rotor solenoid splices are to be made with the use of 3M-DBY, and 3M-DBR direct bury splice kits. Ductile Iron Fittings When a 3" supply off the mainline is called for to service greens, tees, or fairways, use a ductile iron, line size x swivel tee, cast iron gate valve, swivel 90, and swivel lateral kit. Or a 3" x 6" male swivel x gasket ductile iron configuration with a manual valve built-in, with a 2" square operator. Restraining of all change of direction fittings can be done by the use of conventional thrust blocking methods, or joint restraints as manufactured by the ductile iron fining manufacturer. Road Crossings Road Crossings shall utilize HDPE SDRI 1 pipe. All road crossings shall be installed with a directional boring machine. Install a 2" pipe sleeve for wire with all directional bores. Creek Crossings Use HDPE SDR 11 pipe for all creek crossings. Directional drilling shall be the method of installation for creek crossings. Utilization of the bridges for hanging pipe will not be acceptable. Transition from HDPE to PVC can be done by either of the following methods: I) HDPE 2) HDPE Flange and a Ductile iron Flange x Bell Adapter. Cart Paths Cart Path crossings can be cut. Use an appropriate cutting machine to provide clean cut edges. Minimum width of cut shall he 12". Backlit! with be of gravel and pack. The owner shall be responsible for the patching of cut cart paths. All rotors shall be installed utilizing a PVC gasket ACME service tee, and triple elbow swing joint with an ACME outlet. Back fill and compact the soil around the rotor with every 4 inches of hackfill. The contractor shall be responsible for the settling, or re-leveling of rotors for a period of 1 year from final system acceptance. Part Circle arc adjustments shall be the responsibility of the contractor. Quick Couplers Remove the existing turf where the rotor shall be installed. Replace the turf after installation. All Quick Couplers shall be installed utilizing a PVC gasket service tee, and triple elbow swing joint with an 18"lay arm and I"brass NPT outlet. Backfill and compact the soil around the quick coupler with every 4 inches of backfill. The contractor shall be responsible for the settling, or re-leveling of rotors for a period of 1 year from final system acceptance. Central Control Equipment Install the central computer system in the superintendent's office located in the maintenance building. Install all surge protection and grounding equipment per the central control system manufacturer's specifications. Install and properly ground the handheld radio antenna so as to assure handheld radio operation at all points on the golf course. Grounding & Surge Design and install a 4" x 96" copper ground plate along with a 518"x 10' copper clad ground rod at the central computer location. This grounding field shall he utilized for the central control systems hardware equipment. A fifty pound bag on the bottom and a fifty pound bag on the top of ground enhancement material shalt be installed with this copper plate. Where a decoder switch is designated, design and install an in-line surge arrestor with a 4" x 36" copper ground plate. A twenty-five pound hag on the bottom and a twenty-five pound bag on the top, of ground enhancement material, shall he installed with this copper plate. Existing Irrigation Equipment The owner will be responsible for the removal of all existing irrigation equipment. This includes, but is not limited to: Municipal Water, Natural Gas, High Voltage Power, Municipal Sewer, Telephone, and Cable TV. The contractor is responsible for the cost of repair of any damaged utilities. Drain Tiles The contractor is responsible for the repair of any drain tiles that are encountered during the construction of the system. Notify the golf course superintendent whenever a drain tile is encountered. Existing Irrigation System It is the responsibility of the contractor to keep the existing irrigation system operational during the construction of the irrigation system, or as directed by the golf course superintendent. System Testing and Final Acceptance Final acceptance of the completed system shall not be granted until the following conditions are met: 1) Activation of each rotor and closure of each rotor. 2) Decoder diagnostics on/off test showing that all decoders are functioning correctly with the central control equipment. 3) The system is under constant pressure for 7 days with no leaks. Warranty The contractor shall provide a minimum labor warranty of 1 year. The warranty shall include the settling of mainline trenches, settling around sprinklers, and re-leveling of rotors if necessary. The warranty period shall begin upon final acceptance of the system by the owner.
