It is encouraged for the contractor to complete proposed improvements from 472+00 to 494+00 during the road closure. • Right of Way Acquisition - Right-of-way acquisition is necessary for the proposed roundabout. The acquisition is underway and a right of entry will be obtained prior to the notice to proceed date. Material Notice to Proceed - A material notice to proceed is anticipated prior to the project notice to proceed to allow the awarded contractor to order appropriate material. Digital Files - Digital plans will be available to the awarded contractor. - Carmel Project 97-02 was constructed in 1993. The road reconstruction project of Hazel Dell Parkway was constructed as a four lane section from 116th Street to 1313' Street and a two lane section with turn lanes from 131`t Street to 146th Street. The 97-02 plans are available in PDF format to Plan Holders upon request to Brad Eckerle. - The project manual and construction plans in PDF format are available to all Plan Holders upon request to Brad Eckerle. The official bidding documents are the hard copies provided to the Plan Holders. Topsoil —Common Excavation - It was clarified at the pre-bid meeting that the undistributed topsoil pay item shall only be utilized, at the Engineer's approval or direction, once determined that the on-site topsoil stripped from the excavation areas is unacceptable for use in the project. Therefore, topsoil from the excavations in the plans shall be presented and modified as necessary to meet the Technical Specification requirements and then re-introduced back into the project. The cost of this work shall not be paid separately but shall be included in the Common Excavation pay item or the other items. In the case that enough of this material to be re-used as topsoil is rejected, then the item for undistributed topsoil can be used with Technical Specification requirements to be included in the cost of the Topsoil pay item. Construction Engineering - Brad discussed the layout of the proposed curb and gutter profile with the absence of a road profile in the project plans. The elevations for the proposed curb shall be obtained by utilizing the existing curb and/or roadway elevation and accommodating for the width of the pavement area per the cross slope presented within the plans. - Digital copies of the plans in AutoCAD format will be available to the awarded contractor. Pipe - Lance stated item number 32 should reflect Pipe, Type 4, Circular, 6 in. Double `t'r'ail. Smooth Interior. .A revised title to this pay item will be made in addendum 1. - Items 33 arid 34 will be reinforced concrete pipe (RCP). The pay item names will he revised in addendum I. HMA Items - 1-IMA Surface items for this project arc only present for the proposed asphalt paths. Unless otherwise directed, or permitted, the work specified shall be arranged and prosecuted in accordance with all applicable provisions of Sections 104.04, 107, 801 and as set out in 1NDOT Standard Specifications. The names and telephone numbers of the CONTRACTOR's superintendent and one other responsible employee shall be furnished at the pre-construction conference. These employees shall be on call and available at nights, weekends, or during other non- worlcing periods to repair or replace all traffic control devices, which may become damaged or inoperative. In the event the CONTRACTOR desires not to perform traffic maintenance in accordance with the sequence of operations as called for within the Contract Documents, CONTRACTOR shall submit his alternate plan in writing to the ENGINEER and obtain acceptance at least 1 week prior to the commencement of any construction activities. Open trenches, if permitted by the ENGINEER, shall be spanned per current OSHA requirements and with die concurrence of the ENGINEER. Any trenching areas adjacent to a sidewalk shall be ban'icaded. TS 27 LIGHTING POWER DISTRIBUTION PANEL The CONTRACTOR shall provide a NEMA-4X, weather tight, aluminum or stainless steel P-I cabinet or approved equal. This cabinet shall be furnished with a standard Corbin 42 Lock and two keys or approved equal. A service entrance rated panel board with a minimum of twelve circuit breakers shall be provided with any unused circuits labeled spare. The photocell for lighting only shall be provided and placed on top of the control cabinet and shall have an internal, manual-off- auto selector switch. The distribution panel cabinet shall have a powder coated black finish that is to match the light poles and mast anus. Thickness shall be controlled by controlling the rate of application of the bituminous mixture. The mixture shall be placed at the weight per square yard designated by the plans. The rate application shall not exceed the designated rate by more than five (5) percent_ No payment will be made for any material placed in excess of this five (5) percent tolerance. Additionally, the OWNER may core the overlay to verify yields. TS 32 MATERIAL ACCEPTANCE All aggregate, concrete, and bituminous materials used for the project shall be produced from an approved source. The Contractor shall submit the names and addresses of the suppliers of these materials for the project to the ENGINEER at the pre-construction conference. Prior to delivery the Contractor shall submit to the ENGINEER a copy of the certification for each material supplier. TS 33 FINAL CLEANUP The Contractor shall clean up all areas, including inlets, storm pipes, and streets, within the construction area as well as areas disturbed outside the construction areas at the completion of the project. This work shall be done at the satisfaction of the City of Carmel. The areas disturbed outside of the construction area shall be seeded at no cost to this project. TS 35 CONSTRUCTION NOISE The CONTRACTOR shall be required to limit construction noise by maintaining his equipment in proper working order, thereby minimizing the effect of construction noise in the project area. TS 36 SOD AND LANDSCAPE MAINTENANCE AND WARRANTY PERIOD Prevailing Specifications: INDOT 621 Section 621.10 Watering Sod Delete the following: Sod shall be maintained for a minimum offour weeks from the time it is laid before being accepted. The 90 day water and maintenance period shall exclude the winter months of December through March. Therefore, any maintenance days that overlap the winter months as defined herein shall be applied to the following year and beginning on April 1. Irrigated sod shall have the same requirements for the sod only and the actual irrigation system will be covered under the project Maintenance Bond for any deficiencies in the materials or craftsmanship.
