COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Council President W. Eric Seidensticker, Council Members Sue Finkam, Carol Schleif, Richard L. Sharp, Luci Snyder, Ronald E. Carter, Kevin D. Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk Lois Craig. Mayor Brainard was not in attendance. Council President Seidensticker called the meeting to order at 6:00 p.m. INVOCATION: Pastor Mark Wright, Hazel Dell Christian Church,pronounced the Invocation. Councilor Sharp led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Rider made a motion to approve minutes from the October 6, 2014 Regular Meeting. Councilor Schleif seconded. There was no Council discussion. Council President Seidensticker called for the vote. Minutes were approved 7-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: The following individuals addressed the Council opposed to Ordinance D-2193-14 (Johnson Addition Conservation District): Penny Robbins Jim Garretson Jen Wilfong Harriet Burns addressed the Council in favor of Ordinance D-2193-14 (Johnson Addition Conservation District). COUNCIL,MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Councilor Snyder addressed the Council regarding the Hamilton County Humane Society. 1 ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Rider made a motion to approve payroll in the amount of$1,425,879.79 and claims in the amount of$4,882,622.14. Councilor Schleif seconded. There was no Council discussion. Council President Seidensticker called for the vote. Payroll and Claims were approved 7-0. COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee had met and discussed Ordinance D-2180-14 which was forwarded to the Council with a 4-0 favorable recommendation and the committee also discussed Ordinance D-2191-14 which remains in committee. The next meeting will be held on Thursday, 20, 2014 at 5:30 p.m. Y> p Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had not met. The next meeting will be held on Tuesday, October 28, 2014 at 5:30 p.m. Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. Councilor Carter informed the Council and citizens that during the National Recreation and Parks Association annual meeting in Charlotte,North Carolina, the Carmel Clay Parks Department was awarded an accreditation. The Carmel Clay Parks Department also received a Gold Medal Award from their peers throughout the United States as being the best managed parks system in the Country. Councilor Schleif reported that the Utilities, Transportation and Public Safety Committee had not met. The next meeting will be held on Thursday,November 6, 2014 at 6:00 p.m. Report from the Carmel Redevelopment Commission—No one was available to report. OLD BUSINESS Council President Seidensticker announced the Fourth Reading of Ordinance D-2180-14; An Ordinance of the Common Council of the City of Carmel, Indiana,Authorizing the Issuance of the City of Carmel, Indiana Economic Development Revenue Bonds, Series 2014 (KG Main LLC Project—not to exceed$3,825,000). Councilor Snyder addressed the Council and referred to Bruce Donaldson, Attorney, Barnes &Thornburg to address the Council. There was brief Council discussion. Councilor Sharp made a motion to amend Exhibit A by adding the details of costs titled: "The Olivia on Main", Carmel, Indiana site, infrastructure and other associated costs that was provided by Councilor Snyder. Councilor Rider seconded. There was no Council discussion. Council President Seidensticker called for the vote. The motion to amend Ordinance D-2180-14 by amending Exhibit A was approved 7-0.
