The following are comments that need to be addressed and plans updated accordingly: • The Director of DOCS is now Michael P. Hollibaugh. Please make this change on the Administrative Certificate. • The Legend indicates that the markers set are 27 inches in length. The Subdivision Regulations require that these be a minimum if 36 inches. Please make this change. Once these changes have been made, please produce a mylar copy for signature by this Department. Please review the language in preparation for the Tuesday, January 4th, meeting. Secondary Plat Note: Note: Blocks A & B of the Five-Ten Subdivision are ineligible for Improvement Location Permits from the City of Carmel for the following reason: • Adjacency to the Carmel/Clay Monon Greenway does not satisfy the requirement of CarmelClay Zoning Ordinance Section 2.4: Lots, which stipulates that, "Every building hereafter erected shall be located on a platted lot or an unplatted lot or tract as approved by the Director, which abuts upon and has adequate frontage on a publicly dedicated street..." Deed Restriction: No improvements shall be made to the Real Estate except in conformity with all applicable governmental ordinances and regulations. The Note has been reviewed by the Plan Commission's Attorney, and the Deed Restriction's language follows his suggested wording. College Avenue Indianapolis, IN 46280 DOCS RE: Five -Ten Subdivision Dear David: This office has reviewed the preliminary plans for this project, and we offer the following comments: GENERAL INFORMATION I. The project site is located within existing City of Carmel Corporate Limits 2. Jurisdictions: - Streets and Right of Way— City of Carmel - Water- City of Carmel Utilities Dept. - Sewer—City of Carmel Utilities Dept. - Storm Sewers/Drainage - City of Carmel and Hamilton County Surveyor 3. Board of Public Works and Safety Approvals: - At this time, it does not appear that any approvals are necessary from the Board of Public Works and Safety. if City Utilities are desired in the future,this project will need to go to the Board of Works and Safety for water and sanitary sewer availability. - Any Improvement installed within the dedicated right of way will also require Board of Public Works and Safety approval. 4. T.A.C. Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for approval. This office will require three(5)sets of approved drawings(civil only)after all issues have been resolved. The drawings Nyill be stamped and signed by the City Engineer. The Developer/Owner will receive one set, which must be maintained on the construction site. Our Public Works Inspector will receive one set and the final set will be maintained in the Department of Engineering. If the Owner/Developer wishes more than one set to be signed, the additional drawings must be submitted with the three (5)required sets. 5. Please be advised that any installation of signs; walls, irrigation systems, etc. within dedicated easements will require a Consent to Encroach Agreement between the Owner and the City of Cannel prior to such installation(s). Installations within dedicated right of way require prior Board of Public Works.and Safety approval. 6. Carmel Utilities will provide a separate review of this project. PROJECT COMMENTS 7. How will access to lots 3 K 4 be provided'? 8. A large majority of this plat is within a legal drain casement. Are there plans to modify this easement? If so, special permits will be required by the Hamilton County Surveyor's Office. Our office will not approve plans without such approval by the Surveyor's Office. Please provide a non-access casement along the entire frontage of the Monon. 10. How will these lots be serviced with sewer and water? The utilities will require casements to provide such services. 11. Construction plans will need to be submitted in conjunction with the secondary plats. Our office will . want to make additional comments at the time construction plans are submitted. 12. What are the proposed plans for drainage on this site? As with any proposed subdivision. stormwater detention will be required for this project. Drainage calculations must be submitted before our office will approve any construction plans. BONDING REQUIREMENTS 17. A Street Cut/Right of Way Permit will be required for all work in dedicated right of way. There is no cost for the permit,but a bond(License and Permit type) must be posted at the rate of$2,000.00 per instance. You are responsible to share and distribute the information and requirements included in this correspondence,with all engineering firms,contractors,owners/developers or other entities that will be involved in this project. These comments are based upon the Engineering Department's initial and thorough review. Please provide our office with a follow-up letter addressing our comments and with revised drawings,which reflect all requested revisions. A-second review will focus only on revised items. It is critical that our office he made aware of all modifications made on the plans being re-submitted,particularly if any such changes are considered"new"or fall outside of our initial review.
