The following responses are numbered to correspond with your previous comments, included below. 1. A completed storm water management permit is attached. 2. No storage of materials outside of the building is planned with initial construction. However, the site is planned for the future construction of dumpster and landscape material storage enclosures. All enclosures will be built per the approved site plan and meet the Village of WestClay Architectural Review Board requirements, at such time they are deem necessary. 3. All existing perimeter erosion and sediment control from the demolition of the old structures will be left in place until improvements are complete and all disturbed areas are stabilized. 4. A stone construction drive and building pad will be installed to minimize all site soil disturbance. 5. A naturalized area between the improvements and the waterway will be reserved and maintained as requested. 6. The placement of topsoil has been confirmed. 7. The reduction in overall impervious area has been confirmed, and the entire Village was planned for overall storm water detention requirements. 8. The existing drive drainage patterns will be maintained as necessary. Regarding your additional comments: 1. The Village of WestClay has several existing concrete washout areas that will be utilized for this project. If the City of Carmel would prefer an area closer to the building site, then one can be established in the area noted on the site plan as the dumpster enclosure area. 6 2. The following is a summary of our discussions. The Department is OK with a driveway that does not quite meet commercial dr ive standards in terms of the radii as deliveries from large trucks are not expected. 9. Please complete and submit a storm water management permit. 10. At this time, no storage of materials outside of the building is planned. 11. The existing perimeter erosion and sediment control from the demolition of the old structures is still in place and will be effective for the proposed improvements. 12. A standard construction entrance will be installed (not shown on the plans). 7 13. A naturalized area between the improvements and the waterway will be reserved for SWQ and will be mowed only 2-3 times per year. This includes the pipeline easement area unless the pipeline requires more regular mowing. 14. The existing structures have already been demolished. Some amount of topsoil was placed when the existing buildings were demolished. 15. With the upstream watershed of the waterway completely managed by the VOWC storm water detention facilities, and an overall reduction in impervious area in the proposed condition compared to the existing condition, the Department will not require storm water detention. 16. As we discussed, please asses the roadside drainage. We do not think a drive culvert is required; but please confirm. As stated, I would review my notes when I returned to the office. The following are items that we did not discuss: 5. Please indicate if there will be a concrete washout. If so, we need to see the details and the location on the site. 6. A right-of-way permit will be needed for construction traffic accessing the site from the right-of-way. 7. Please confirm if there are any easements on the property besides the pipeline easement. 8. The owner is responsible to repair all damage to existing improvements in the right-of-way that result from the construction. Please contact Fred Glaser to visit the property and document the condition of the existing improvements in the right-of-way before the start of construction. Nick, we have no issues with releasing the ILP pending some of the remaining items as it is not expected that construction will actually start for a week or so. There is actually a net decrease in impervious area with the proposed project due to the demolition of the original house, barn, 2 out buildings, asphalt driv es, walks and miscellaneous concrete pads that existed prior to the fire. Fuel and oil will be stored in the building similar to standard residential applications. Fuel will be stored in 3 gallon or less NFPA, OSHA and FM approved safety cans. Engine oils will be stored in small quantities. All flammables are to be stored inside a NFPA, OSHA and FM rated and approved flammable storage cabinet. All use of the these materials will be per NFPA, OSHA, FM, and manufactures guidelines and limited to the interior of the building. Use is associated with the fueling of small landscaping power tools only. The building will be equipped with a remote monitored fire alarm system, and a spill cleanup kit. There will be no potential for hazardous materials to be spilled outside of the building's interior. Let me know if you need anything further. Use is associated with the fueling of small landscaping power tools only. The building will be equipped with a remote monitored fire alarm system, and a spill cleanup kit. The Department is OK with a driveway that does not quite meet commercial drive standards in terms of the radii as deliveries from large trucks are not expected. 1. Please complete and submit a storm water management permit. 2. At this time, no storage of materials outside of the building is planned. 3. The existing perimeter erosion and sediment control from the demolition of the old structures is still in place and will be effective for the proposed improvements. 4. A standard construction entrance will be installed (not shown on the plans). 5. A naturalized area between the improvements and the waterway will be reserved for SWQ and will be mowed only 2-3 times per year. This includes the pipeline easement area unless the pipeline requires more regular mowing. 6. The existing structures have already been demolished. Some amount of topsoil was placed when the existing buildings were demolished. 7. With the upstream watershed of the waterway completely managed by the VOWC storm water detention facilities, and an overall reduction in impervious area in the proposed condition compared to the existing condition, the Department will not require storm water detention. 8. As we discussed, please asses the roadside drainage. We do not think a drive culvert is required; but please confirm. As stated, I would review my notes when I returned to the office. The following are items that we did not discuss: 1. Please indicate if there will be a concrete washout. If so, we need to see the details and the location on the site. 2. A right-of-way permit will be needed for construction traffic accessing the site from the right-of-way. 3. Please confirm if there are any easements on the property besides the pipeline easement. 4. The owner is responsible to repair all damage to existing improvements in the right-of-way that result from the construction. Please contact Fred Glaser to visit the property and document the condition of the existing improvements in the right-of-way before the start of construction. Nick, we have no issues with releasing the ILP pending some of the remaining items as it is not expected that construction will actually start for a week or so. With respect to your questions regarding trash and bulk materials: Upon initial construction we anticipate very little trash or debris to be produced by the site. It is our intention that building would utilize a couple of 60 gallon trash toters, to be stored inside the building. We have no immediate need for a dumpster at this time. However, to keep in mind future operational needs I have indicated a future enclosure area on the plan that would serve as a holding area for the dumpster, at such time when one is needed. On a similar note, we have no need for bulk storage areas at this time, but I can envision a point in the future when we may want to self perform more of our own landscape maintenance operations. However, these services are currently contracted to outside vendors, and the material they utilize is typically brought in by truck directly to the location where the material will be placed. At times, in the past, landscape material has been delivered to central locations such as vacant commercial property in the village center, or the old barn site, but these areas typically serve for staging only, and the material is quickly dispersed to its final location. We do not make of practice of storing excess landscape material, either for our use or for our contractors. Again, the dumpster enclosure and storage areas are not needed at this time and would not be needed unless there is an operational shift to self perform some of the landscaping work that we currently contract for, and there is no desire to change this process in the immediate future. I should also note that any fencing or enclosure construction would meet the WestClay building guidelines. Fencing would be no more that 6’ high, wooden picketed fencing (3/4” spacing required between pickets). Wooden fencing is also required to be painted or solid color stained. On that note, the drive way gate would be black “wrought iron” style decorative material, per the WestClay guidelines. We do keep pipe material on hand for irrigation system repairs, but our intention is to create storage racking for this material inside the new building. I have also indicated an area for complete site screening. We will work with the City’s urban forester and our arborist to determine the precise placement and count of material to ensure adequate screening. Some assumptions I am making related to the project are as follows: • The proposal is for a new 60’ x 46’ barn • The barn will be architecturally significant, with fiber cement siding, properly detailed windows and other elements; standing seam metal roof; • a small concrete or asphalt parking area; • a fenced dumpster and material storage areas. • the building and site will be landscaped to enhance the appearance; • the driveway will be gated for security; • the property illuminated at night to enhance safety. The large gravel staging area in its current form is really a no-go. Zoning ordinance requires “dustless surface”, that is the expectation. I think we are ok for temporary surface, but ultimately need pavement of some sort. Also, need to see dumpster location and including material storage enclosure.
