There is also a trail /path on west side along Spring Mill Road, but the trail /path only goes north to the parking plaza and then goes to the road. Why does this trail /path not extend north for the entire length of the property? And then is the trail /path shown going to be part the Duk -Weeks project. • I received drawings from Weihe Engineers and Carson Design for the southwest corner of 116th Street and Keystone, but did not see them list on the TAC adgenda. What is this project's status? • I received a drawing one sheet from C.P. Morgan /CSO Architects on a project north of 116th Street for a 25,000 sq. ft. 2 -story building, but have not received any other information. Is this a project that has already been submitted or a future project? I do not have information on the project, can you help me. John M. VICE PRESIDENT RE: Merchants' Pointe Review Comments Dear Mr. Hill: In reference to your review comments of September 18, 2000, the following responses have been made to the same, limited to site plan issues: Item 12. The label for the proposed right of way will be added. The location of the proposed right of way is being coordinated with A & F Engineering. Electronic copies have been exchanged for the purpose of coordination. Item 13. The entire site will be platted (secondary) at one time. Item 14. The interior streets are to be dedicated, as is right of way. Item 15. The proposed structures for sanitary will be revised to read sanitary structures. The use of letters and numbers delineate between sanitary and storm structures. T/C will be added to the drawings in reference to rim elevations. All service laterals have been indicated as terminating in a sanitary sewer structure, although this approval will be through the ADLS process per building. In reference to easements, those are shown on the plat and can be transferred to the construction drawings if so desired. Item 16. Drainage calculations are included herein. Dedication of sewers will be at a minimum those within the proposed right of way, with easements throughout. In reference to the ponds, please refer to Brian Sullivan at CDG Consulting, LLC., the engineer for Woodland Country Club. Pipe material labels will be added to the plans. Storm structures will be labeled as same, with reference to T /C. Easements are shown on the plat, and can be transferred to the construction drawings if so desired. Drainage arrows will be added to shown intent. Item 17. Irrigation is planned for the entire complex, including right of way. It is not yet clear whether a system will be added for common area and right of way, or that each lot will take care of there apparent frontage. Item 18. The label for the proposed right of way will be added. Item 19. Signage will be added indicating no left turn' at east drive onto 116th Street. Item 20. Asphalt paths have been added to both sides of the road per discussion with Laurence, however, concrete can be used, please advise as to requirement. Item 21. Streetlights are to be dedicated, with additional information forthcoming. Item 23. Weihe Engineers, Inc., will provide Certified Engineer's estimates as required at a later date. Due to the complexity of the time sequencing with Woodland Country Club, the silt fence has been shown in reference to completed earthwork by Woodland Country Club and after property has been turned over to the contractor. As a precaution, notes have been added in reference to gaining your or your representative's approval in the field should conditions warrant additional safe guards. 2. 20 -day time limit reference was added to the erosion control specification. 3. Temporary seeding is now shown on the plans, with a reference to allowable time period. 4. Permanent seeding is now shown on the plans. The castings for the sanitary sewer have been changed to Neenah 1642A castings. Water: 1. The 90- degree angle on 116th Street has been changed to two 45- degree angles. 2. One fire hydrant has been added at the angle as recommended. 3. The inline valve at the West end was moved to the water main connection on the North side of 116th Street. 4. The bedding has been changed from crushed stone to sand. 5. Concrete has been removed from details, with reference to mechanical restraints. 6. 'Mega -lugs' and dry block are now referenced on the plans. 7. The hydrant valves have been changed to be banded to the tee. 8. It has been noted that as- builts for both sewer lateral and water service are required before service is provided. If there are any other questions or comments, please do not hesitate to call. Due to the redesign and construction of 116111 Street; the eastern north -south street, closest to Keystone, will be a right -in, right -out only entrance /exit. The design of 11611i Street includes a median at this location and there is no median cut indicated. Proper signage should be provided (i.e. *No Left Turn ", etc). 20. Please provide concrete sidewalks on both sides of the internal streets. 21. Are the streetlights to be dedicated lights? If so, please provide additional details regarding installation, light types, electrical schematics, etc. 22. Due to Merchant's Pointe Drive connecting to the signal at AAA Drive, additional modifications to the 116 '1i Street Road project design and construction mayl be 'necessary. Therefore, we request the Developer cooperate in the sharing of any additional costs due to the new drive connection. BONDING REQUIREMENTS 23. We arc requesting Certified Engineer's Cost Estimates for 100% of the cost of labor and materials for Streets (if applicable), Curbs (if applicable), Water Mains, Sanitary Sewers, Storni Sewers (if applicable), Monuments & Markers (if applicable), Street Signs, and Sidewalks /Asphalt Patlis. Performance Guarantees in the amount of the cost estimates; in the form of Performance Bonds or Irrevocable Letters of Credit, must be posted with this office. Upon completion of the infrastructure improvement and release of Performance, three -year Maintenance Guarantees will be required. I will then wait for the Secondary Plat before any addresses will be assigned to the buildings. 2) 9900 Gray Road Project I am going to need a more detailed layout of all the streets in the devlopment. I need to know where all the buildings front and where drive access to the buildings are located. Once I receive the detailed printout of the streets in accordance w /the buildings, I will then need street names submitted to me for approval from Hamilton County. Addresses will not be assigned until I recieve a secondary plat of the devlopment. I would also like to see each apartment building have just one address assigned to it, then with in the buildings either have numbers or letters assigned to each unit. That will be all that I can think of for now on this Agenda that needs mentioned. The tree preservation details are not adequate. Limits of construction activity and existing plants to be saved should be clearly marked on the plans, and protective construction fencing shall be installed along those limits to prevent entry into tree preservation areas. Please see the attached guidelines for tree preservation. Effective tree preservation requires that adequate root space remain undisturbed. Soil compaction and root disturbance can doom trees to slow deaths. 2. In tree preservation areas committed to by the Linder Company (May 12, 2000), construction fencing needs to be installed before ground is broken for site construction and remain in place until construction in completed. An arborist should oversee all tree preservation efforts. 3. The total amount of landscaping on plans submitted on 8/15/00 is not adequate. The plan for Merchants' Pointe does not match plans submitted on previous occasions to be reviewed by this office. A. There are not enough species for a project of this size. The number of species needs to be increased. B. There are no shrubs listed for this project. C. There are no plants shown in the interior parking lot "islands ". D. There are no plants shown along 116th Street. 4. Several species listed in the proposed planting schedule are not acceptable: e Page 1 • A. Malus species 'Madonna' and 'Adams' are not acceptable because of susceptibility to disease. Alternative species should be selected. Please see the attached list of crabapple varieties. B. Acer rubrum 'Red Sunset' is not an acceptable variety due to weakness, disease susceptibility, and over planting. Several alternatives could include: Acer x freemanii 'Autumn Blaze', Acer saccharum 'Green Mountain', Acer platanoides 'Parkway' or 'Columnar', Tilia americana American Linden, Nyssa sylvatica Blackgum or Betula nigra River Birch. 5.
