discussed in our meeting of October 12, 2000 We have added 124 — 3/4" trees to the reforestation of the north and south property lines and beefed up the plantings within the north and south greenbelt yards It is my understanding that 6 trees and 4 ornamentals per 100 feet may be required along the apartments (1200 feet) This results in such a dense planting that we believe they will choke each other out as they mature The plan you are receiving shows 38 ornamentals instead of the possible 48 required I believe you will agree with us after reviewing the plan that these should be left out I discussed the south greenbelt requirements with John Duffy His only request was to keep as much of the landscaping off the sanitary force main as possible plus the understanding that landscaping in the easement area may require removal if they have to go in for maintenance You will see on our plan that we added a row of evergreens opposite Building "A" We intend to plant these as close to the Hill City of Carmel Engineering One Civic Square Carmel, IN 46032 Re North Haven 9900 Gray Road Project Dear Mr Hill • Attached are revised plans for the North Haven project Several revisions have been made to the plans based on your review comments of September 18, 2000, plus a few comments by other agencies A summary of the revisions is as follows General Information 1 As mentioned at the TAC meeting, the owners are planning to file for annexation to the City 2 We will submit the project to the Board of Public Works as required after we obtain final approval from the Planning Commission and the BZA 3 I am attaching a legal description for your use in calculating the sanitary connection fees The total of 42 94 acres includes the Gray Road right -of -way The area without the right -of -way is 41 14 acres I am also enclosing a table listing proposed square footages for the office buildings, a breakdown of apartment sizes, the proposed surface area for the pool, and estimated usage for the clubhouse Please be aware that the areas proposed for the office buildings "B" through "E" are only conceptual at this time The areas included in the table are maximums and may be reduced when construction plans are prepared 4 Enclosed is a copy of the Capacity Certification /Allocation letter needed to obtain the IDEM permit Protect Comments 10 The County Highway Thoroughfare Plan calls for a 70 foot right - of -way as shown on our plans 11 A traffic study has been prepared by A &F Engineering Company for the site and a copy was previously submitted to your office Per the study, one curb cut will be sufficient for the development 12 All infrastructure for the project will be completed as one phase The office buildings "B" through "E" and related parking lot paving will be constructed in phases based on demand Mass earthwork and utilities will be installed now and the area for buildings and parking will be seeded Application for approval of each building will be made separately as the need arises so the timing of phases is not currently known 13 It is the intent to leave all interior streets as private drives 14 Sanitary pipe material is indicated on the plan sheets as General Note 3 All construction data for the sewer is shown on the profile sheet, C108 The utility plan only shows the location and refers the contractor to the profile sheet We have found that duplicating the information in two places invariably leads to confusion Service line connection points have been modified for the office buildings as requested We have also added a 20 foot easement to all the sewers located in the office area In the event that individual buildings are sold to third parties, the sewers will already be in a semi - public area We have also eliminated sheet C107, the off - site sanitary sewer It is our understanding now that this sewer will be constructed by the property owner to the south of our site (Dan Young) 15 We have made some revisions to the drainage plan and are enclosing revised calculations All the proposed storm sewers are to remain private We have called for a 12" minimum clay liner for the pond A typical section is shown on sheet C113, detail 14 Additional information is contained on the same sheet, details 15 and 16, and "bridge" details shown on sheet C112 We propose to use HDPE pipe for all storm sewers as noted on sheetC103, General Note, 4 The exception is the culvert across Gray Road which will be RCP Regarding Gray Road, there is a substantial grade difference between it and our site We have reduced the amount of area draining toward Gray Road as much as possible However, any surface drainage approaching the street will be diverted to the roadside ditch through turnouts prior to reaching the street gutter line The turnouts are set 38 feet from the Gray Road centerline, 9 feet away from the street gutter line The result is the street draining toward the property rather than the property draining into the street We are applying for a permit from the DNR for work in the floodway, which will include our parking, storm outlets, and the proposed path The pathway was requested by the Planning Department and will be a simple mulched walkway The property owner to the south is actually doing the floodway modification noted on our plan We are simply noting the effect their work has on the floodway location and elevations on our site I am enclosing a copy of the DNR permit issued to them in 1999 Gray Road Improvements 16 We have revised the asphalt path width to 10 feet The cross section is noted on detail 21, sheet C114 17 We have revised the width of the west lane of Gray Road to 15 feet with a 3 foot gravel shoulder for the entire property frontage as requested 18 We have included the pavement section the County uses for the right -of -way work This should match or exceed the existing pavement section 1 .1J 19 We have added a passing blister as recommended by the traffic study It is our understanding, based on discussions with the County, that there is a 45 foot right -of- way on the east side of Gray Road 20 We have increased the entrance pavement width to 17 feet, face to face of curb, which will equal the 18 feet back to back requirement 21 We will include the temporary construction entrances in the application being made to the Board of Public Works and Safety 22 The spot elevations from the survey now appear on the plan, sheet C110, for the edge of road and the proposed ditch centerline The sideslope will not exceed 1 3 Miscellaneous Requirements 23 thirds multi- family and one -third offices The offices will be anchored by the new headquarters building for C P Morgan, plus additional building pads for one and two -story office buildings, and quite possibly a day care center located up against Gray Road The site layout considered the possible impact of future work on the east side of Gray Road and established a wide green belt along Gray Road to provide protection to both the office and the multi- family units The project will be served by one main entrance off of Gray Road that will service both the apartment complex, as well as the office development The main question from both John Hart and Mark Boyce was how should this project be submitted to the City of Carmel and under what zoning guidelines would the staff recommend Both Terry Jones and Lawrence LiIlig indicated that, in their initial review of the project, it would appear that a PUD development would be very long and time consuming and it was their recommendation that the project be rezoned to R5 for multi - family It was also noted by Steve Engelking that this area is listed as multi- family in the comprehensive master plan In filing with the City of Carmel, there will be four separate filing formats that will be required which are as follows (1) the rezoning petition, (2) a development plan, (3) a subdivision filing, (4) a special use for the office portion through the Board of Zoning Appeals, plus quite possibly a fifth filing for a day care use It was suggested by Terry Jones that initial discussions should CSO ARCHITECTS ENGINEERS & INTERIORS will proceed in reliance on this report Any discrepancies should be brought to our attention in writing within seven (7) days • • Page 2 Project # 1 MEETING REPORT be held with the Williamson Creek Association that is adjacent to the property even though they are not part of the notification, the City of Carmel recommend it as a good neighbor policy In reviewing the site for the green space requirements, it was noted that the existing pond can account for 50% of the open space requirements when running the calculations for the project Steve Engelking also indicated that a traffic study will be needed for this project and should be included in the initial submittals for the project A question was raised regarding the single entrance to the project and the need for additional fire department access It was suggested by Les Olds that a separate firemen's access be provided off of Gray Road as an emergency point that can be used should there be any problems at the main entrance Steve Engelking inquired regarding the length of the main drive that supplies both the office park, as well as the multi - family, and it's need to be basically a public street if the developers are going to consider the Mayor of Carmel's recommendation for a private TIFF district for the project that would allow funding for the major improvements to both Gray Road at the site and farther north of the property Terry Jones suggested the developers consider walking trails around the pond John Hart inquired if there were any tax credits for the proposed trails Les Olds inquired about the documentation that needed to be submitted for the project and based on the fact that the development plan has requirements that are similar to the ADLS submittals Terry Jones noted that the development plan is more stringent and requires more information than an ADLS submittal Les Olds inquired whether or not they had to have the design for all of the office buildings or would the submittal of C P Morgan's building be sufficient Terry Jones noted that if we are only submitting the single building, then we also need to submit written standards that the balance of the office buildings would have to adhere to and file a separate ADLS submittal for approval Lawrence LiIlig handed out current copies of the R -5 Residence District Zoning Ordinance and copies of Chapter 24 of the Planned District Regulations Terry Jones suggested the designers begin the overall site landscape plan early and review it with the Planning Staff before completion to get staff Input before formal filing Respectfully submitted, Les Olds, AIA Principal /cdj cc Those present Gary Weaver -
