As you are aware, your currently proposed modification to the Thoroughfare Plan, reserving
Right-of-Way for a potential interchanae at US 31 and 131w St.. has significant impacts upon

approximately 4.5 acres from the site. Building No. 5, for which we have AULS Approval,
have spent in excess of $100,000 in the preparation of construction documents, and intend
to commence construction in the spring of next year, is effectively eliminated.
While we understand the City's desire to appropriately protect necessary public areas: the
reservation of this Right-of-Way is a taking as surely as if the buildings existed today. We
have numerous questions that are unanswered at this point, including- (1) How much land

development/redevelopment strategy.
As a result, we ask that this item be continued at this evening's Commission Meeting, and
remain continued until these issues can be resolved and analyzed_ We would hope to be
extended the courtesy of a personal contact to explain what the City cf Carmel ie prepared to
