The plans have been revised as outlined below. The following identifies our response or action taken to address each comment: Hamilton County Highway Department From Steve Broermann Letter,dated June 28, 2000 Comment Item Response 1. The curb cuts were discussed at the Hamilton County Board of•Commissioners Meeting on August_14, 2000. It was decided by the. Commission that the curb cuts would be permitted with-the condition that each cut,consist of a single drive (no "horseshoe" drives) with a non- access easement extending along the remaining frontage of the lot. - 2. Non - access easements, added — see plans. Breaks in the non - access easements provided.for curb,cuts'at Lots 24 and 25 per response #1. City of Carmel, Fire Department From Gary Hoyt, Fire Marshal Letter Dated June 20, 2000 Comment Item Response 1. At'this time, it'is not envisioned that the subdivision will be a gated community. However, if this condition changes, appropriate coordination with the Fire Department will be undertaken to ensure accessibility by emergency vehicles. Hamilton County Soil & Water Conservation District From John South, PE - - Comment Item Response Letter Dated June 12, 2000 1. Existing soil conditions noted. 2. 3. Existence -of a tile is unknown at this time. If a ,tile is present, it will be connected to the proposed drainage system. Surface runoff from watershed #01 will be diverted along the west property line to the proposed Pond No. 1. When the later' sections of the Villages of West Clay are developed to the west, it is anticipated that this off -site runoff will be eliminated. Existing . culvert under Ditch Road is a 15" cmp in good condition. The outlet is a grass swale on the east side of the road. It should be noted that the contributing watershed for the culvert will be reduced from 14.5 acre to 2.1 acres as a result of the development of the subdivision. From Sharon Prater Letter Dated June 20, 2000 'Comment Item Response 1. None — Letter states that no facilities are involved in the project. In addition to the above -noted revisions, the primary plat has been modified in accordance with comments-set forth at the August, 2000 TAC meeting and other meetings held with various reviewing agencies. A summary of these revisions follows 1. The existing storm pipe under 131st Street will be extended to the north so that the proposed multi -use path can maintain a parallel alignment to the right -of -way. 2.. Multi -use paths (8 -foot wide) have been added along Ditch Road and 131st Street. 3 Per the suggestion of John Lester, a pedestrian cross walk with appropriate signage will be included in the construction plans to allow for connection to the trail on the south side of 131st Street. _ 4. A copy of the Drainage Report was submitted to Steve Cash•per his request at TAC. Also, the necessary easements have been added to the primary plat to incorporate the on -site portion of Elliot Creek as a regulated drain.' The stub street is shown as Fairmount Street, east of Dumbarton Street, between lots numbered 139 and 140 on the primary plat of The Village of WestClay. We believe that those lots and others in that portion of The Village will have adequate access via Dumbarton and other streets to 131' and 136th Streets, and that a connection to Ditch Road through the proposed development is not necessary or desirable to either neighborhood. The Highway Department will not permit the curb cuts on Ditch Road for Lots 24 and 25. One passible solution is and alley /easement to allow for rear loading. 2. A 2' non access easement is needed along 131g Street and Ditch Road as well. 3. The street width shown in the typical street cross section and on the Development Plan does not meet the Hamilton County Highway Department (HCHD) minimum standard. The HCHD minimum street width is 28' from back of curb to back of curb. A variance will need to be applied for from the Hamilton County Board of Commissioners. After reviewing the plat, the Highway Department has the following comments: 1. The curb return radius at the entrance onto 1315` Street will need to be 35'. On Ditch Road the radius should be 30'. 2. A 2' non access easement is needed along 131st Street and Ditch Road as well. 3. The street width shown in the typical street cross section and on the Development Plan does not meet the Hamilton County Highway Department (HCHD) minimum standard. The HCHD minimum street width is 28' from back of curb to back of curb. 4. The HCHD is requiring that a street be stubbed to the west property line. 5. A 50' triangular right of way cut is needed at the entrance onto 1315` Street. Additional right of way is also required on 131st Street, In accordance with the Hamilton County Thoroughfare Plan, additional right of way is required at the intersection of 131st Street and Ditch Road. On 131st Street, the right of way from the from the intersection to a point 500' to the west is a 60' half. From that point to the eastern property line the right of way is a 45' half. 6 Please label and dimension the right of way on both the interior and exterior streets 7 Please note that decorative signs, sprinkler systems, trees, landscaping mounds or other such amenities are not permitted in the right of way. 8. The water main that lies along the west side of Ditch Road will need to be relocated back into the future right of way of Ditch Road across the frontage of the Estates of West Clay All other, overhead /underground utilities will also need to be relocated to the back edge of the right of way. 9 Are paths /sidewalks required along Ditch Road? 10. Please include the design speed for the new streets on the cover sheet. 11. As you are aware, whenever a Developer proposes a new subdivision within the County, the Highway Department expects the Developer to participate in improving nearby roads and /or small structures around the subdivision which will be directly affected by the new subdivision residents. Typical improvements include widening roads to current County specifications, deep patching when necessary, wedging and resurfacing the road, installing three foot stone shoulders and repairing or replacing small structures.
