MINUTES
NOVEMBER 16, 1994
Members present were: Dave Cunningham, Mike Hollibaugh, and Mark Monroe of Department
of Community Development; Stanley Puckett, Carmel Fire Department; Jose Kreutz, Hamilton

BROOKFIELD SECTION 1 SECONDARY PLAT
Petitioner seeks approval (Secondary Plat) to plat 35 lots on 14.3 acres of land located on the
south side of 126th Street approximately three-fourths mile east of Gray Road.

Petitioner seeks approval (Secondary Plat) to plat 32 lots on 101.97 acres of land located on the

Petitioner seeks approval (Secondary Plat) to plat 36 lots on 27 acres of land located on the south
side of 126th Street approximately three-fourths mile east of Gray Road.

Ursell Cox of Brenwick Development, Dave Sexton and Lance Ferrel of Schneider Engineering
appeared before the Committee representing the petitioner. Dave Sexton gave a brief overview
of Brookfield Sections 1 and 2 and Bayhill Section 7.
COMMENTS:
- City Engineer, Randy Powell states if regulated drain and accepted by County, no
concerns; otherwise ditch running behind the properties would be a concern. Petitioner
says ditch to be filled in.
- IPL, Kevin Walker needs plat for servicing 6 southern lots, balance to be PSI.
- City Utilities, John Duffy needs plans for review; concern regarding tie in on north
interceptor; City will allow sharing of easement across Aley Hunt's property; at this time,
outlet being worked out.
- County Soil & Water, John South says common areas not shown to be seeded; steeper

slopes would be area of concern, currently in grass, hopefully left as is during
construction--need good temporary seeding in sloping areas.
- Indiana Gas, Mark Riggs says gas is readily available; has received secondary plans.
- Carmel Fire Dept., Stan Puckett no comment

PLUM CREEK GOLF COURSE SECONDARY PLAT
Petitioner seeks approval Secondary Plat to plat 1 lot on 207.68 acres of land located on the north
and south side of 126th Street approximately one mile east of Gray Road.
Filed by Thompson Development.
Overview given by Corby Thompson on behalf of petitioner. The golf course has already
received Special Use Approval; project consists of very few streets and utilities; secondary plat
is to establish easements for drainage, sewers, etc. Petitioner to return for site plan for pool,
bathhouse, and maintenance structure.
COMMENTS:
- Indiana Gas, Mark Riggs says gas main will need to be extended to maintenance
building for service; main to be located in an easement
- County Soil & Water, John South requests petitioner include flood plain elevation on
plan; show floodway. Seeding for erosion control for majority of golf course will need
to be addressed on a temporary and permanent manner, John recommends staging of
construction to minimize impact. HEC II plans, revised flood plans/floodway/existing
conditions coming from DNR, maps sent to FEMA. Seeding specs. missing from plans.
John South asks petitioner to carefully consider seeding; drainage along 131st Street needs
to be addressed (surface water a concern); John South recommends petitioner using
something more specific other than clay soil in lake detail.
- Carmel Fire Dept., Stan Puckett no comments
- Carmel Utilities, John Duffy lift station force main will need to be located within the
proposed easement; petititioner talking with Aley Hunt who is aware pipe line will go
through 60 foot easement, no problems anticipated. Irrigation of golf course? Major lake
in south section will contain a well point to pump from well into lake and onto golf
course for irrigation. Duffy will contact petitioner if any further comment indicated.
- IPL, Kevin Walker suggests petitioner talk with PSI.
- County Highway, Jose Kreutz requests to be brought up-to-date regarding golf bridges
or paths over Creek covered by easements, not rights of way. County Highway would
be involved with proposed bridge over 126th Street; will defer other comments to city
- Carmel Utilities, Dick Hill says utilities will be looking at improvement of 131st Street,
126th Street, River Road, (perimeter roads) and sidewalks along golf course. Storm
drainage will be handled by separate subdivisions.
- DOCD, Dave Cunningham says most items have been addressed with exception of
signage and landscaping; petitioner says will be addressed during special use application

process for clubhouse. NO OTHER COMMENTS FROM DOCD.
PARKS AT SPRINGMILL SECTION 6 SECONDARY PLAT
Petitioner seeks approval.(Secondary Plat) to plat 1 lot on 2.0-4 acres of land located on the north
side of 131st Street approximately one quarter mile west of Meridian Street.

ABACUS DAY CARE
Petitioner seeks approval (Special Use) to locate a Day Care Facility on a lot located on the north
side of 131st Street approximately one quarter mile west of Meridian Street.

Ken Brasseur and Neal Smith of Estridge Development Co., Paul Claire and Duane Scharrer of
Schneider Engineering appeared before the Committee representing Estridge Development Co.
Tom Rayl of Abacus Day Care was also in attendance. Paul Claire gave a brief overview of the
proposed projects. At the time of platting Springmill Parks, it was discussed that there would
be two types of subdivisions with unique identities within Parks at Springmill: one on the west
side of Williams Creek abutting Springmill Road called "Park Place;" and the residential portion
east of Williams Creek called "Park Meadow." There were also three outlots or commercial lots
planned: Section 6 is one of those outlots as well as The Abacus Day Care.
COMMENTS:
- Indiana Gas, Mark Riggs states gas service to Park Meadows will be on the north side
of 131st Street to Meridian Corner Boulevard along the west side; will service Day Care
from main yet to be installed.
- Soil & Water Conservation, John South would like to see common area seeded for
erosion control; construction entrance definitely needed on Day Care site.
- Carmel Fire Dept., Stan Puckett no comment
- IPL, Kevin Walker no comment
- Carmel Engineer's office, Dick Hill will reserve comment until plans are reviewed.
- DOCD, Dave Cunningham requests covenants; platting of common area needs to be
done and special use process for recreation center needs to be started. Sidewalks to be
installed by developer or purchaser along 31st & Meridian Corners. (probably installed
by builder with exception of common area). Curb cut on west side of Meridian Corners
Blvd. has been established; currently offset by 25 feet. Proposed will be required to align
with west side cut.
- COMMENTS (ABACUS DAY CARE)
- DOCD, Dave Cunningham says alignment of drive will need to be done; drainage now
shown from east property line to common area to legal drain system.
- County Surveyor, Steve Cash comments Estridge needs to petition for regulated drain;

site calculations already sent; petitioner has addressed Cash's comment.
- Indiana Gas, Mark Riggs states will service from main for Park Meadows Subdiv.
- Soil & Water Conservation, John South says grade break on site at parking lot right-of-
way line; recommends common area be seeded for erosion control (not part of Abacus,
Ken Brasseur agreed to do for Springmill site.) John also recommends a construction
entrance be utilized off 131st Street; petitioner to meet with Randy of Engineer's office
to determine location. John also recommends petitioner protect inlet/outlet with straw
bales.
- Carmel Fire Dept., Stan Puckett says no fire hydrant shown on plans; requests
knocksbox of petitioner, petitioner is willing. Stan says no problem with interior stairway
to employees' break area.
- IPL, Kevin Walker no comment.
- DOCD, Mike Hollibaugh says letter sent to petitioner 11-07 regarding landscaping
plans; Mike needs revised plans. Erosion control inconsistent with plan; sediment filter
detail not shown on plans. Mike requests low shrubbery along parking lot perimeter;
foundation plantings not yet finalized. Dumpster to be enclosed as well as any future
recycling bins.
- DOCD,Mark Monroe acknowledges receipt of lighting specs; requests specs on signage,
and details on fencing. Mark requests report on traffic to be included in packets.
Playground areas need to be marked on site plan.
SYCAMORE FARM PRIMARY PLAT
Petitioner seeks approval (Primary Plat - cluster) to plat 83 lots on 47.44 acres of land located
on the east side of Gray Road and approximately one quarter mile south of 116th Street.
Filed by C.P. Morgan Development.
Attending for the petitioner were: Mark Boyce and Christie Starr of C.P. Morgan; and Paul
Claire and Duane Sharrer of Schneider Engineering. Brief overview given by Mark Boyce.
There are some minor modifications since last TAC appearance: length of accel taper at entrance
not sufficient and variance is being requested for reduction--engineering department is not
opposed to variance. Original plan included relocation of entry drive for homestead to service
lots 49 and 50; this has been reconfigured to allow for abandonment of driveway in future and
homes would be accessed by internal street of Sycamore Farm. As a result of appearance before
Plan Commission, petitioner requests Regency Lane be continued rather than stubbed and English
Ivy Drive be eliminated. Petitioner requests construction traffic use existing driveway; previously
proposed construction drive too close to intersection of 116th and Gray Road. Petitioner does
not think constr. drive a hazard, but will look to police and fire dept. for guidance. Petitioner
requests connection to Kingswood at Regency Lane be blocked off dunng first phase to eliminate
construction traffic (breakaway barricade until completion of first phase in response to Plan
Commission comments and Kingswood Homeowners' concerns).

COMMENTS:
- DOCD, Mike Hollibaugh expressed concern that elimination of curb cuts off Gray Road
resulted in some reconfigured lots and loss of common area. Mike requests sloped area
be retained as well as vegetation. Petitioner says integrity of slope as well as trees have
been preserved. Petitioner believes current plan preserves more trees around homesites;
ridge line open to conservation/landscape easement area. Paul Claire states building pads
have been reoriented. Mike questioned tree line,perhaps shifted in;Paul Claire responded
5 feet at the most. Christie Starr says area will not be graded as a pad and will be left
in its natural position so building company can set the houses in position; petitioner will
clarify in writing as to how area will be treated. Petitioner willing to commit to tree
preservation easement on plat along back side and include condition in plat that the

community will not have graded pads and will be the responsibility of the homebuilder
to construct the home on the lot in its existing condition. Petitioner to provide language
to Mike of DOCD prior to Committee meeting of 12-06. Mike questioned petitioner's
generous landscaping plan. Petitioner states landscaping will conform to other, similar
communities in Carmel by their company.
- DOCD, Dave Cunningham requested clarification of fencing. Petitioner says fence will
be combination of brick or rock pilasters with jagged, wooden fence in between, spaced
at 20 feet on center. Example• fence at Shadybrook. Fence will jog in and out and will
not be a solid row; trees will be on both sides of fence. Fence along lake? Petitioner
will have safety ledge in lake, and handle safety factor with signage and trees--no fence.
Petitioner commits to preserving area along east and south property line for fence right
of way during construction. Current plan is conceptual; detail landscaping to be
submitted at construction stage.
- Indiana Gas, Mark Riggs says gas typical service, no problem; needs construction plans.
- County Soil & Water, John South has no revised plans, no comments.
- Carmel Fire Dept., Stan Puckett needs plans that would reflect his comments and
concerns. Petitioner asks for comment letter prior to committee of 12-06.
- Carmel Utilities,John Duffy says sanitary sewer not resolved; Brian Houghton has plans
for review--nothing unresolvable and would not hold up project. Will finalize before
committee of 12-06
- IPL, Kevin Walker requests revised plans.
- DOCD, Dave Cunningham reiterated comment from Plan Commission member
regarding opening south pond for common area to be accessed by all residents of
Sycamore community.
- Communications, LuAnna Stephens needs plat for addressing (one inch = 100 feet).

MORGAN, POPE, HANNA, REZONE
Jim Nelson, attorney, appeared before TAC representing the petitioner. The property is owned
by a family partnership consisting of Charles P Morgan, Judith Pope, his sister, and Mr. and
Mrs. Paul Hanna. The partnership owns a 48 acre parcel north of t Street and ont he west side
of Gray Road. Currently, the western part of the real estate is being mined by American
Aggregates and upon completion, there will be a 14 acre lake on the site. The petitioner is
requesting a rezone of the site from S-1 to R-5. The surrounding uses are: American Aggregate
mining pit; and Dan Young B-3 Business. It is believed that S-1 is not an appropriate
classification for the real estate and a rezone is requested to R-5. The proposed use for the parcel
will blend residential and have an opportunity for 7.5 acres of commercial. Until more is known
for development plans for the area, R-5 is deemed to be the best use of the real estate. The
petitioner has no objection to annexation to the City of Carmel and a non-opposition letter will
be furnished to DOCD.
COMMENTS:
- DOCD, Dave Cunningham says under R-5, petitioner required to file development plan
and plat.
- City Utilities, John Duffy says (Carmel) sewer in area, no problem; site would be
serviced by Indianapolis Water.
- Indiana Gas, Mark Riggs says nothing in area at present; is Indiana Gas' territory.
- LPL, Kevin Walker says their territory, but might be Am. Ag. independent.
- DOCD, Dave Cunningham says right-of-way (60 foot one-half on Gray requested) and
stub street future consideration of development.
- County Soil & Water, John South questioned floodway; Chnstie Starr says only on west
side; topo of entire area revised for FEMA, final letter of map revision not available as
yet. South questioned if soil conditions are appropriate for single family homes;
petitioner will certify. Gray Road still in flood plain? Petitioner to research and respond.
- DOCD, Mike Hollibaugh questioned trees; petitioner says most trees on Hanna parcel,
petitioner to clarify wetlands, floodway and flood plain. (Floodway not to be built on)
Significant trees on site along Carmel Creek. Petitioner to work closely with DNR for
tree preservation.
SHURGARD STORAGE FACILITY - DP/ADLS AND VARIANCES
Petitioner seeks approval (DP/ADLS and Variances) to construct a storage facility at the point
of US 31 Meridian Street and US 431 Keystone Avenue. Site is zoned B-3.
Filed by Jim Nelson for Shurgard.
Present for the petitioner were: Paul A. Endris, Jr., and Joseph E. Schafstall of Paul I. Cripe, Inc.
and Paul Wells of Shurgard Storage. Jim Nelson confirms that all matters have been addressed
since appearance at last TAC meeting. Letters of approval have been received from City

Engineer and from Stan Puckett of Carmel Fire Dept.
COMMENTS:
- Indiana Gas, Mark Riggs states nothing readily available from economical standpoint;
can provide cost estimate to petitioner.
- County Soil & Water, John South sent letter to petitioner, area of concern is grading
along US 431; petitioner plans maximum slope of 3:1 (topo plan shows proposed slope
of 1:1); petitioner states has been revised to 3:1, and Gary Murray will provide revision
to John South before 12-06 Committee.
- Carmel Fire Dept., Stan Puckett requests knocksbox, petitioner has application and will
submit. -
- City Utilities, John Duffy says plans do not show water line size; presently an 8 inch
pipe at Lotus Garden--no problem with 6 inch. Need to locate exact water line easement
for purposes of tying in.
- IPL, Kevin Walker no comment
- DOCD, Mike Hollibaugh states landscaping will continue to be an issue; petitioner
encouraged to be "generous" and add depth to buffer along north end of property.
Petitioner will meet with Mike and continue to work with Department.
- DOCD, Dave Cunningham states issue taken by Plan Commission members regarding
the lighthouse and the fact that the light fluctuates six times per minute. Comments from
Plan Commission members indicated that the light could be construed as a sign under the
current Ordinance; the dominos would then start to fall and the tower itself could be
considered a sign--it's a question of how many dominos Shurgard is willing to lose.
Petitioner will appear before BZA in January for variance; will appear at Committee on
12-06.
ASHERWOOD GOLF COURSE
Petitioner seeks approval (Special Use/Variance) to locate a private golf course at 10110 North
Ditch Road. Filed by Jim Nelson.
Cort Crosby and Nola Albrecht of Schneider Engineering were in attendance. Jim Nelson gave
a brief overview of the proposed project which is a private, 10 hole golf course at the residence
of Melvin and Brenda Simon located at 10110 North Ditch Road. Jim Nelson and Mike
Hollibaugh will be meeting at the site tomorrow morning for inspection. One Change in Plan:
In response to wetland delineation report, 3.9 ac. of wetland shows; lake one is to be relocated
to an open area which will allow the wetland area to go undisturbed.
COMMENTS:
- County Soil & Water, John South area of concern: Drainage along Ditch Road at
entrance unclear on plans. Cort Crosby says water in right-of-way of Ditch Rd. drains

to culvert at resident's driveway. Erosion control sheds water to Ditch Road and
mounding on southwest corner; silt fencing does not show on plans. Additional seeding
should be specified of temporary nature, (not long term); perimeter areas, roads and
property lines, should be seeded (buffer areas).
- Indiana Gas, Mark Riggs says an encroachment agreement will be required for crossing
proposed storm sewer easement. Ind. Gas will prepare document. Also, current regulator
station serving Simon property will be removed and re-routed from Ditch Road.

- IPL, Kevin Walker requests site meeting to determine location of power lines/
connections.
- County Highway, Jose Kreutz letter to J. Nelson. Petitioner requested to dedicate 40
foot one-half right-of-way on the west side of Ditch Road. If required to do so, it would
require removal of the white board fence along the entire north to south property line,
removal of the brick entryway, and re-location of the power poles. Jose states second
issue of concern: construction entrance already cut north of existing drive and has
partially torn into existing pavement. Jim Nelson responded current construction is for
expansion of the residence, however this construction drive will be utilized for the golf
course construction as well. J. Nelson will send letter to Simon representative Aaron
Cohen regarding the repair with copy to DOCD.
ALTUM GARDENS
Petitioner seeks approval (Special Use/DP/ADLS and Variances) to locate a landscaping business
at 11355 North Michigan Road. Filed by Bill Wendling for Altum Gardens. TABLED
ENTERPRISE CAR LEASING
Petitioner seeks approval (Special Use/Variances) to locate a Car Leasing facility to be located
on a lot on the west side of Marie Drive just north of Ed Martin Acura in the Bauer Commercial
Park.
Filed by Enterprise Leasing.
Appearing for the petitioner were: Jim Kent of MacDougal Pierce Construction; Adam DeHart
of Keeler-Webb Associates; Mark Mitchell, vice president and general manager of Enterprise
Leasing; Brad Hoddack, project manager; and Tim Speck of TGS Architects.
Brad Hoddack gave a brief overview of the project which will house Enterprise Corporate Office
Headquarters for administrative staff and the rental branch. Regarding the site: the rental car
entrance is off LaSalle (proposed drive along west property line); the headquarters and sales entry
is from the rear of the building. The proposed fence is for theft prevention. Service and delivery
entrance for vehicles off Marie Drive, one way in--one way out. Drainage for sheet flow runoff
into concrete spillways into two detention facilities.

COMMENTS:
- Indiana Gas, Mark Riggs questioned LaSalle Drive--not shown on map. DeHart says
Enterprise site going before BZA for Special Use Approval--LaSalle Drive is proposed
and will be extended and improved within the right-of-way along west property line of
Enterprise. Mark Riggs says gas main will need to be extended; would be ideal along
south side, main currently parallels west property line. Mark would like lines to be 4/5
feet deep and not under pavement.
- IPL, Kevin Walker says transformer on north property line, might be usable depending
on voltage. 4" PVC conduit required. IPL has underground lines in area.
- City Engineer, Randy Powell says property served by Indpls. Water, sanitary sewer by
Carmel Water. Two major issues: sanitary sewer service & commercial curb cuts need
Board of Public Works approval. Letter to be submitted to City Engineer's Office from
petitioner requesting placement on Agenda for approval. Sanitary sewer presently on
Marie Drive; petitioner will be required to tie into manhole or to set one if none available.
Sand & grease interceptor required due to wash rack. Randy requests drainage calcs.
Entrance turning radius adequate for transports? Petitioner responds affirmatively.
- Carmel Fire Dept., Stan Puckett says fire hydrant existing on Marie Drive (on Ed
Martin's property) and fire hydrant on t Street on east side of 3520 building. Stan
suggests running main to entrance and installing fire hydrant. Stan requests knocksbox.
- County Soil & Water, John South concern regarding drainage orifice design: one and
one-half inch too small and will be clogged frequently. Silt fence on erosion control plan
with break in middle as shown--South recommends side to side parallel with open ditch.
South also recommends leaving existing vegetation as buffer. No seeding specs shown,
temporary or otherwise.
- DOCD, Mike Hollibaugh regarding landscape plan, shading of asphalt general rule 5%
landscape in parking areas; recommend landscaping around entire perimeter. Existing
vegetation on west side to be retained? Petitioner says depends on alignment of road.
If vegetation not maintained, Mike requests to see plan. Signage to be submitted.
Petitioner proposes one ground sign per frontage, entrance/exit and informational sign on
building under three square feet--will stay within ordinance. Sidewalks? Randy Powell
says none ever anticipated in commercial park. Mike requests petitioner to consider
paying fair share of cost of sidewalks and road, if required. Petitioner willing to consider
construction costs for road. Randy to have more definite answers first of next week
regarding road questions.
- DOCD, Mark Monroe requests photograph of fencing and landscaping detail. Question
of outside equipment, petitioner says heating and cooling on roof. DeHart says approval
received from Police Dept. for project.
- City Engineer, Randy Powell states that as individual parcel develop, owners are
responsible for building road in front of their property; timing of road and who to build
what is open item.
- DOCD, Mark Monroe is meeting with Jackson Lau regarding verbal agreement for
dedication of right-of-way.
