Redesign Presentation Review
by the
Department of Community Development
The following is the list of Department concerns which are the minimum items to be addressed
for approval of the Shurgard Storage facility project:
❑ The extenor finish matenals as presented still lack the aesthetic qualities that the US 31
and US 431 Overlay zones have intended. As Shurgard has shown in their award-winning project
at Capital Hill in Seattle (see attached), bnck can be used along with a tile roof system to make
truly aesthetically pleasing facade. The Department recommends the minimum of complete bnck
facades on the southwest, northwest and northeast facades of building #1 and the use of the a tile
or more residential material for the roof.
❑ The overhead access doors that are viewable from both the southwest (US 31) and
northeast (US 431) should be redesigned similarly to the Capital Hill project that has no visible
storage access doors in public view. The Department recommends a redesign of Building #1, to
incorporate interior access for the storage areas with no exterior overhead doors visible from
either US 31 or US 431.
❑ The lighthouse that Shurgard has stated is their trade mark in the industry is
conspicuously missing from the Capital Hill project. Additionally, the other two facilities that
Shurgard manages in the Indpls. area do not have the trade mark tower. The Department
recommends the removal of the tower completely from the plans.
❑ The project's landscaping as presented does not come close to meeting US 31 overlay
zone for the following sections -
23B.10.2 Areas to be Landscaped
i! reenbelt. The ordinance requires a thirty foot (30') wide greenbelt adjacent to the
rights-of-way for U.S. Highway 431 (Keystone) and U.S. 31 (Meridian).
Shurgard has provided a thirty foot (30') greenbelt along U.S. 431, and
fifteen feet (15') along U.S. 31.

. Planting Adjacent to Buildings. The 31 Overlay required a planting area
/adjacent to the front of the building which is twenty-five feet (25') deep by
the width of the building plus twenty feet (20').
The 31 Overlay also requires planting areas adjacent to the sides of the
building which are ten feet (10') deep by the dimension of the building.
Shurgard has not met either planting requirement. Variances are required.
Penpheral Planting. The Overlay requires a four foot (4') wide landscape strip
be located along the edge of parking areas which abut property lines.
Shurgard has not provided for the landscape strip in the area along U.S. 31
to which parking abuts. A variance will be required for this section.

Architectural Design Requirements
In reviewing the architectural design of building(s) proposed to be built in the U. S.
Highway 31 Overlay Zone, factors to be considered by the Commission shall include but are not
limited to:
(1) Scale and proportion;
(2) Suitability of building materials;
(3) Design in relation to surrounding buildings;
(4) Design in relation to topography of the site;
(5) Design in relation to proposed landscaping;
(6) Aesthetics of the proposed building, including color.
