HomeMy WebLinkAboutMinutes SpecStdy 04-11-95 CARMEL CLAY PLAN COMMISSION SPECIAL STUDY COMMITTEE CARMEL/CLAY APRIL 11, 1995 PLAN COMMISSION/ELL' UNOFFICIAL MINUTES The meeting was called to order at approximately 7:00 PM by the Committee Chairman. Members present were: Judy Hagan; Ron Houck; Jim O'Neal; Jeanne Reid; Luci Snyder; and Tom Thompson. Mike Hollibaugh, Terry Jones and Mark Monroe were in attendance representing the Department of Community Development. Item 1. Committee to consider Docket No. 9-95 DPIADLS, a Development Plan and Architectural Design, Lighting, Landscaping and Signage approval applicanon for H.P Products. The site is located at 10800 North Michigan Road, Clay Townsiup. The petitioner is requesting approval to construct a 135,000 square foot officelwarehouse building. Site is zoned B-3 and is located within the US 421 Overlay Zone. Additionally, the site lies 00th within Carmel/Clay Zoning jurisdiction and the Boone County Zoning;unsdicnon. Filed by James J. Nelson for H.P. Products. Jim Nelson appeared before the Committee and reviewed the presentation made at the public heating. This building lies both within Hamilton County and Boone County. The front of the building, or that portion nearest 421 and most visible from 421 is reserved for office use; the area to the west will be utilized for warehouse facilities. Ingress only has been provided from Michigan Road near the north property line; ingress and egress has been provided near the south property line. The site is also accessible from an extension off Andrade Drive which serves Andrade Industrial Park. Parking has been proviaed to the front of the building between 421 and the entrance to the building; parking to the rear of the building has been designated employee parking. Onsite storm water retention has been provided in the form of two lakes on the site, one or which will include a fountain. A sitting terrace has been provided with wingwails winch will serve as the backdrop for the single identification sign. Landscaping will be :nstailed to the rear of the building, around the perimeter of the property, and around the lake. At puoiic hearing, Judy Hagan had asked for additional landscaping and the petitioner had agreed. The Carmel/Clay Board of Zoning Appeals approved the pennoner's application for a Special Use in March. For informational purposes, J uay Hagan reported that the 11 DOT pian included an eignt foot bike path on the west sine of Michigan Road as part of their overall project. Jim O'Neal moved for approval of Docket No. 9-95 DP'ADLS. seconded by Ron Houck. The vote was 6 in favor, none opposed. MOTION APPROVED. Item 2. Committee to consider Docket No. 74-94 DP/ADLS (resubmittal), a Develoment Plan and Architectural Design, Lighting and Signage application for Shurgard Storage Centers, Inc. The petitioner is seeking approval to locate an approximate 75,000 square foot storage facility on the south side of the intersection of US 31 and US 431 (commonly known as the point.) The petitioner will also be appearing before the Carmel/Clay Board of Zoning Appeals for Special Use and Development Standards Variances. Filed by James Nelson for Shurgard Storage Centers, Inc. Jim Nelson appeared before the Committee and reviewed the presentation made at public hearing. New, exterior building materials have been selected for this project which consist of split-face block, both smooth and rough textured, and dnvit. Jim Nelson displayed a sample board of the materials to be used. No other changes have been made to the plans with respect to the configuration of the site, orientation of the building, or accessibility. Ron Houck asked about the types of plant materials to be used. The landscape area was increased by approximately 5 feet, but is still short of the ordinance requirements. A revised landscape plan is on file with the Department of Community Development. The plan includes a total of 12 Norway Spruce, four at the corner, six feet in height at planting; 13 compact "burning bushes;" Red Jewel Crab Apple Trees;" and a few Maple Trees throughout. There were a number of comments from the Committee concerning screenmgilandscaping, especially since "the point" is the focal point upon entering or leaving Carmel. The Department also expressed concern that overhead doors and loading docks would be visible from the 431 and 31 corridors; the overhead doors would be best located to the intenor of the buildings. Accessibility is vital to a storage facility. The access to building two is from the courtyard. Jeanne Reid's understanding was that the entire project was being revised and the building products were being improved overall, not just one, front building. It was Ms. Reid's opinion that the same quality work should be extended throughout the entire project and not just the facade; and that consistency should be maintained. Jim Nelson summed up that the east, south, and west elevation of building No. 2 will consist of rough textured, split-faced block columns in combination with smooth, scored-face; this will be consistent with the masonry portions of the other buildings. Terry Jones stated that the overhead door materials are of importance because of visibility from 431. Orvar Litzgow responded that their business depended on some visibility to bring customers to the location; in terms of access, this particular site was much more difficult to access than any other location they presently own. 2 Mr. Houck expressed his only remaining concern as being the landscaping and whether or not it provides adequate coverage as far as coverage/screening. Jim O'Neal and Luci Snyder concurred. Mike Hollibaugh expressed a willingness to again work with the petitioner to devise a landscape plan and requested cross-sections from Keystone to the buildings. Mike stated that the project did not meet several requirements of the 31 Overlay landscaping and requested feedback from the Committee. Incorporated herein are the comments of the Department of Community Development in cnnque of the Shurgard Storage project. Ron Houck moved for the approval of Docket No. 74-94 DP/ADLS (resubmittal), for Shurgard Storage Centers, Inc., SUBJECT TO the improved building matenals agreed and further landscaping negonation/approval by Mike Hollibaugh on the section outlined on building one, seconded by Luci Snyder. As a point of cianfication, the lighthouse does contain a 100 watt bulb which WILL NOT FLASH. The vote was five in favor, none opposed, MOTION APPROVED with conditions. (NOTE: Judy Hagan exited the meeting prior to the vote bemg cast.) Item 3. Committee to review filing fees and other amendments submitted by the Department of Community Development. The Committee discussed, at length, the structure of the Department's filing fees and how they compare to the neighboring communities. Jeanne Reid commented that rezones and variances make the biggest difference in the community and they should be charged significantly because they make the most significant difference; lot increments did not seem to be the logical course to follow, but rather a fee plus acreage charge. The filing fees.will be brought before the full Plan Commission in April with a recommendation for Public Hearing in May, 1995.
