Sycamore Farms - DOCD had following concerns - elimination of curb cuts off of Gray Road has forced lots into the treed, high slope area along the northern property line - petitioner to work with the Department on a preservation easement - perimeter landscaping needs to be increased at time of the secondary platting - current plan is only conceptual - petitioner to work with the Department at Secondary plat stage. - Fencing needs to be clarified for the Plan Commission members - Carmel Utilities and the petitioner are still working out final location of sanitary sewer - solution anticipated later this week - meeting scheduled for Friday Recommend approval pending resolution of above items and conditional on Utilities Department resolution.. 2. Brookfield Section 1 3. Brookfield Section 2 4. Bayhill Section 7 - Carmel Utilities and the petitioner are still working out sharing of easement across adjoining property - solution anticipated later this week Recommend approval of these sections conditional on final resolution of the Petitioner and Cannel Utilities on sharing of off site easement. 5. Plum Creek Golf Course - County Highway working with petitioner on bridges - will be forwarding a letter on the Dec. 6, 1994 to the Department - City Engineer awaiting final plans on perimeter road improvements on 131st, 126th, and River Road to be worked out. Recommend approval pending resolution of above items. 6. Parks at Springmill Section 6 - City Engineer comments outstanding - DOCD requests timetable on the platting of the Common Area within the subdivision, have noticed construction and earth moving equipment in that area - needs to be platted prior to any 41L improvements being installed. DOCD - sidewalks will need to be installed at time of construction. Recommend approval pending City Engineer comments, timetable of Common area platting and sidewalk installation at time of construction. Special Study 1. Sign Ordinance - Letter from the Mayor, Chamber of Commerce and DOCD to be presented recommending to not approve this proposal and to work toward another solution. 2. Shurguard - Landscaping items unsatisfactory - still under review and comment from Mike Hollibaugh - Architectural Design of the Building - i.e. the Tower and its lighting are questionable - I believe the Plan Commission will be forthcoming with a motion to eliminate the tower and its lighting. - any other comments? - entrance? building colors? parking variance? 3. Oxford Financial - withdrawn by petitioner 4. Kroger Cart Corrals - defer to Mike 5. Filing Fees - comments from Committee? **** Full Commission to meet regarding the Vision 2020 Plan and presentation from HNTB
