(V) Children's Learning Adventure, 116th St Centre PUD The applicant seeks the following variance for a new building and parking lot: Docket No. 14100004 V PUD Z-484-05,Section 2.10.A: Parking lots to be to the rear of bldgs,parking on the side requested. The site is located at the NE corner of 116th Street and College Ave and is zoned 116th Street Centre PUD(Ordinance Z-484-05). Filed by Michael Lopez of CEI Engineering on behalf of the Children's Learning Adventure. `� General Info: The petitioner requests variance approval to allow i t parking to the side of a new building which will y` :3 ! be used as a childcare facility. This project is also under review by 4 t the Plan Commission for the development plan ,o „ '` �;_ and ADLS. Please refer to the petitioner's information packet for more details. 16TH STREET Analysis: The concept plan and the PUD Ordinance regulations for this area locate the buildings close to the right-of-way with the parking lots behind. This is to create a pedestrian friendly streetscape that is also more aesthetically pleasing than having the parking lots abut the street. The petitioner is planning to locate the building at the corner of College Avenue and 116th Street,however they are also proposing some parking to abut 116th Street on the west side of the building. Originally this PUD was planned to have more commercial and retail type uses along 116th Street;with entrances on the front and parking in the back. While the proposed use of a childcare facility is a permitted use, it has a different layout than a typical commercial building might. Therefore,the petitioner is requesting this variance to allow parking adjacent to 116th Street for a portion of the site,which will better suit their desired layout and functionality of the facility. To help screen the parking from the street,the Department has requested additional landscaping between the street and the parking lot,which the petitioner has agreed to. The design and details of the landscaping are still being worked out through the ADLS review. The Department has also requested that the petitioner allow for shared parking between this and the adjacent buildings, since this development was intended to be one cohesive project and because parking does seem to be an issue at times. The petitioner has agreed not to prohibit their neighbors from using the parking lot and the Department would request this be made a commitment as a part of this variance approval. The Department is in support of the requested variance. Petitioner's Findings of Fact: Please refer to the petitioner's information packet for their Findings of Fact. Recommendation: The Dept. of Community Services recommends favorable consideration of Docket No. 14100004 V with the Commitment that the petitioner does not restrict their parking to use by their neighbors. 5
