3. (V)The Range Pet Lodge, 1045 N Range Line Road.
The applicant seeks the following development standard variance approval for a new ground sign:
Docket No. 14110002 V ZO CH.25.07.01-06(h): Signs Prohibited in Right of Way,sign in ROW
requested.
The site is located at 1045 N Range Line Road and is zoned B-3/Business within the US 31 Corridor Overlay Zone
and the Range Line Road/Carmel Drive Overlay Zone. Filed by Hal Bond on behalf of Murph Smurph II, LLC,
owner.

•` The site has several practical difficulties. Not
: i. t . '"� ° . ,, only is the building setback a ways from the
' K..._ ° „...• road(making it less visible),but the right-of-
way extends into the site significantly. The location of the right-of-way thereby limits the possible locations for a ground
sign since the Ordinance does not permit signs to be located in the right-of-way. If the sign was moved to be out of the
right-of-way,it would not be as visible to traffic coming from the south and so would not serve well as an identification
sign to the public. The sign will have a brick base and will meet the area and height requirements of the Ordinance.
The Department is supportive of this variance as it will not be injurious to surrounding properties and will help with the
identification of this business. However,the petitioner will also need to obtain a Consent to Encroach from the Board of
Public Works, and should acknowledge that if the City ever needs to expand or do work in the right-of-way, any cost to
remove or replace the sign will be the responsibility of the owner.
