The approval of this variance will not be injurious.tb'the public health, safety, morals and general welfare of the community because: The parking lot is designed to function harmoniously with vehicular, pedestrian, and bicycle traffic. Additional landscaping will be provided to screen the parking lot area from 116th Street. 2. The use and value of the area adjacent to the property included in the variance will not be affected in 'a substantially adverse manner because: The development is designed in accordance with the 116th Street Centre Planned Unit Development. A child care facility adjacent to an existing apartment complex will yield an immediate area benefit to the working parents in the complex. 3. The strictapplication of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: The front setback and rear parking requirements restrict the building size and on-site playground and recreation facilities . The location of these facilities relative to the building is a critical aspect of the function of the care center.
