SECTION 013523 – OWNER SAFETY REQUIREMENTS
PART 1 - GENERAL
1.1 SUMMARY
A. The work of this section consists of establishing an effective accident prevention program and providing a
safe work environment for all personnel and visitors.
B. In accordance with OSHA regulations 1926 and 1910, the General Contractor is responsible and
accountable for the establishment and enforcement of programs, policies and procedures to provide a safe
and healthy project work environment. This includes responsibility for all contractors and sub-contractors
working at the site.

1.3 RELATED SECTIONS
A. Division 01 through Division 27
PART 2 - GENERAL REQUIREMENTS FOR ALL STORES
2.1 WRITTEN SAFETY PROGRAM
A. The General Contractor and/or each Subcontractor shall be required to have its own written
safety program. The General Contractor and his Subcontractor’s program shall specify
standards, policies and procedures equal to or more stringent than those found in OSHA’s
latest edition of the 1910 (General Industry) & 1926 (Construction) Regulations that apply,
The GC’s program shall be submitted to the owner’s representative for review, when required, and in
turn, the GC will be responsible to collect and review safety compliance programs from its selected
subcontractors, and other Owner-selected Contractors.
2.2 “SCOPE OF WORK” PERFORMANCE
A. All on-site employees of the General Contractor and its Subcontractors shall be required to perform their
“Scope of Work” according to the standards, policies and procedures equal to or more stringent than
those found in OSHA’s latest edition of the 1910 (General Industry) & 1926 (Construction) Regulations
that apply.
2.3 SAFETY TRAINING SESSIONS
A. The General Contractor and/or Subcontractors shall be responsible for employer safety obligations
according to the latest OSHA Standards for the Construction Industry. Therefore, the GC and/or
subcontractors shall be responsible to conduct weekly “Safety Toolbox Talks” and periodic “Safety
Awareness” training. Copies of these safety training sessions or talks, attendance sheets, and other related
safety documentation, conducted during the construction project, should be properly filed on site and
available to the owner’s representative(s).
2.4 INCIDENT REPORTING
A. The General Contractor and Subcontractor shall be responsible to immediately report to the Owner’s
Representative any incident and/or injury to one of its own employees, any subcontracted employee,
vendor, supplier, owner’s employee or customer on project site.
1. A written report is to be sent to the Owner’s Representative within 48 hours of the occurrence.
B. The General Contractor and Subcontractors shall be responsible for immediately reporting any property
damage to the Owner’s Representative.

2.5 EMERGENCY ACTION PLAN
A. The General Contractor is required to develop and establish an Emergency Action Plan for all employees,
contractors, and visitors.
1. The General Contractor is required to communicate the contents of the emergency action plan and
verify that all employees, contractors, and visitors on site have been trained on the plan.
2.6 “RIGHT TO KNOW” LAW COMPLIANCE
A. The General Contractor and each Subcontractor shall be required to comply with OSHA’s “Hazard
Communication Standard” for chemical awareness (commonly known as the “Right to Know” law),
1910.1200 (General Industry) or 1926.59 (Construction). OSHA’s Compliance Guidelines include:
1. A written program to show OSHA how the GC and its Subcontractors will comply with the
regulation.
2. A “Hazardous Product Inventory List” of chemical based construction materials that the GC and
its Subcontractors will use on the project site, in the performance of their Scope of Work, must be
on file in the GC’s field office and available to all site employees.
3. A copy of the MSDS (Material Safety Data Sheet) for each product on GC’s and Subcontractor’s
“hazardous product inventory list”, must be readily available to construction workers on the
project site.
4. Basic employee training regarding the Hazard Communication Standard.
2.7 REMOVAL OF HAZARDOUS CHEMICALS
A. The General Contractor is responsible for ensuring that all hazardous chemicals are removed from the
work site.
2.8 PROTECTIVE EQUIPMENT PROVISION
A. The General Contractor and its Subcontractors shall be responsible for providing its employees with the
proper “Personal Protective Equipment” (PPE) and training to perform their scope of work, in order to
protect themselves from job hazards.
2.9 CONSTRUCTION TOOL REQUIREMENTS
A. The General Contractor and its Subcontractors shall be required to have its construction tools and
equipment in good working order, and maintained as such, for continued use by its employees.
PART 3 - REQUIREMENTS FOR AN OPERATING STORE
3.1 COMPLIANCE REQUIREMENTS
A. The listed requirements for an operating store pertain to both the General Contractor and the
Subcontractor (and any Sub-subcontractors).

3.2 SAFETY, TRAFFIC, AND PEDESTRIAN CONTROLS/BARRIERS
A. General Contractor shall provide Safety, Traffic, and Pedestrian controls and barriers necessary for
interior and exterior work zones during the execution of the work. These controls and barriers must be
identified and approved in advance by the Owner’s Representative.
1. Signs include, at a minimum: “Remodeling in Progress - Please Excuse us While we Improve
Your Store” at all entrances and in areas where work is being performed; “Danger - Overhead
Work” signs as needed; :Stop You Are About to Enter an Active Work Zone – Authorized
Personnel Only – Personal Protective Equipment Required” on all temporary doors or barricades
to active work zones
3.3 ELEVATED OR OVERHEAD WORK
A. Unless a work zone is totally isolated from store employees, vendors, and customers (such as behind
temporary walls), no elevated or overhead work shall be performed on the sales floor during day shift
hours unless pre-approved by the General Contractor and Owner’s Representative. The General
Contractor and/or Subcontractor using ladders, scissor or boom lifts, or other equipment to perform
elevated work (six feet) above floor finishes in any area accessible by employees, customers, and
vendors, shall be required to provide and use, a minimum of (2)– safety awareness signs. Signs to be a
minimum 36 inches high and read – “Caution - Men Working Above”, and should be placed around the
perimeter of work zones. Barricades approved by the General Contractor and Owner’s Representative
(such as the Movit plastic barricade by the Tamis Corporation (www.movitbarricade.com)) shall be used
to isolate the work area and a safety zone around the work area for falling objects. If there is a chance
that a Giant Eagle team member or a customer will need to enter the work zone, the Subcontractor
performing the overhead work must provide a spotter on the ground to prevent entry. In the event that
entry by non-construction workers is required, all overhead work must stop until the work zone is free of
non-construction personnel.
3.4 TEMPORARY TRANSITION RAMPS
A. General Contractor and/or Subcontractor shall be responsible to provide temporary transition ramps
between floor finishes. Ramp material shall be minimum 12 inches wide and installed on perimeter edges
to allow transition from material high points to approximately zero elevation of surrounding floor area.
(i.e. from ceramic or quarry floor tile to bare concrete, or from exposed plumbing drains, clean outs,
trench drains and electrical apparatus). Elevations of 1/8 inch or less shall have high visibility yellow
tape applied at all edges. For elevations greater than 1/8 inch, transition strips shall be installed and
secured with high visibility yellow tape on both edges and at all seams. To cover circular areas, corners
must be cut at 45 degree angles. General Contractor shall be responsible for verify that the appropriate
tape and transitions strips are installed and maintained.
a. The yellow tape is #40 yellow tape from Walco (or equivalent).
b. The transition strips are Johnsonite LS-40-D (or equivalent).
B. Where floor transitions will be in place longer than 10 days, and for high traffic areas needing transitions
longer than 3 days, Ardex (or equivalent) is to be applied in lieu of the transition strips.

A. General Contractor and/or Subcontractor shall be responsible to provide temporary cover plates over
floor openings created during demolition work for mechanical, electrical and plumbing installations.
Cover plate material shall be capable of supporting twice the load of employees, equipment or other
weights that may be imposed at any time. All cover plates shall be flush with the floor and clearly
marked with high visibility yellow tape.
3.6 TEMPORARY BARRICADES, DUST PROTECTION, AND AWARENESS SIGNAGE
A. General Contractor and/or Subcontractor shall be responsible to provide temporary barricades, dust
protection and awareness signage around work zones to deter entrance of unauthorized persons.
Temporary partitions and dust protection systems may include installations as listed:
1. Caution or Danger tape may be used if approved by the General Contractor and Owner’s
Representative. Caution or Danger tape use will be limited to a one-shift duration.
2. Orange plastic/snow fence material, with effective vertical supports to prevent sagging, may be
used outside the store for a maximum of 10 days.
3. Barricades approved by the General Contractor and Owner’s Representative (such as a Movit
plastic barricade or 4-ft. high walls) shall be used in public areas inside the store (including team
member areas) for work lasting a maximum of 10 days.
4. No portable equipment, materials or supplies shall be left behind any barricades at the end of the
shift.
5. No store fixtures shall be used as a barricade or as an attachment point for a barricade.
6. For any dust generating activities lasting no more than 5 days 6 mil, polyethylene material shall be
used to surround the perimeter of the work zone in order to reduce and control dust, dirt and
debris. The polyethylene, shall be weighted and secured at the bottom, from ceiling or underside
of roof deck to floor with seams between plastic membranes sealed to provide enclosure integrity.
This type of enclosure to be used for no more than 5 days and shall not be used over a weekend
period. Barricades approved by the General Contractor and Owner’s Representative shall be
placed six-feet back from the polyethylene enclosure around the entire perimeter.
7. For dust generating activities lasting longer than 5 days or as required - metal studs at 24” o.c.
with minimum 4’ x 8’ x 1/2 inch (painted white) plywood or drywall on public side. Remainder
of enclosure, with 6 mil clear polyethylene from top of plywood/drywall to ceiling or underside or
roof deck. Seams between plastic membranes to be sealed to provide enclosure integrity. Doors to
temporary walls shall have a vision panel/window, shall be lockable, shall be self-closing and
shall open into the construction space when possible.
8. Maintain negative air pressure in barricaded areas.
9. No equipment, materials or supplies shall be left in public areas at the end of a work shift. These
items must be stored behind temporary walls or in a designated fenced- in lay down area or in an
outside storage trailer.
3.7 CONTROL MEASURES FOR CARBON MONOXIDE
A. General Contractor and/or Subcontractor shall be responsible to provide effective control measures to
prevent worker and customer exposure to carbon monoxide levels that exceed OSHA standards, as listed
under section 1910.146. These controls are to be as follows:
1. Gasoline-powered equipment and tools are prohibited for use inside operating stores that are to be
remodeled.
2. Scrubbers shall be used on propane or diesel equipment.

3. Ventilation systems – must be installed that will remove carbon monoxide fumes, from work
areas. Exhaust ventilation systems to be installed to isolate work areas and remove air from
interior work areas to the exterior of the building.
4. Detection Monitoring Devices – are to be placed in work areas, where carbon monoxide producing
equipment is used. These devises must provide visual and audible warnings for the presence of
carbon monoxide concentrations that exceed OSHA’s permissible guidelines, during an eight hour
period, or 35 ppm. The General Contractor is responsible for ensuring that appropriate industrial
CO monitoring equipment, capable of providing peak and time weighted average measurements is
being utilized and that monitoring results are available on site for inspection. Carbon Monoxide
detectors suitable for home use may not be used at any time.
5. Each contractor must establish and maintain an “Equipment Calibration and Maintenance Log” for
documenting equipment calibrations, inspections and maintenance during the course of the
project. Logs are to be maintained onsite and available for review by the General Contractor or
Owner’s representatives.
6. Each contractor must determine if the work environment requires the use of respirators with
appropriate canisters for specific circumstances.
7. Contractors are required to educate and train, on site workers, about the causes and conditions that
may produce higher than recommended levels of carbon monoxide.
8. Contractors are required to educate and train, on site workers, about the awareness and recognition
of carbon monoxide exposure and symptoms.
9. All contractors are required to report any situation that may create carbon monoxide
concentrations to accumulation above safe levels of 35 ppm to the General Contractor.
3.8 CONTROL MEASURES FOR TOXIC PRODUCTS
A. General Contractor and/or Subcontractor shall be responsible to provide effective control measures to
prevent exposure to toxic products that exceed OSHA standards, and that are potentially life threatening
to unprotected workers due to release and/or accidental spill. These controls, depending on the feasibility
of implementation, are to be as follows:
1. All contractors, subcontractors and service providers will be required to develop and implement an
active Health & Safety program that meets the most current OSHA Standards of 29CFR 1910 &
1926, which apply to your construction discipline.
2. The application contractor shall be responsible to provide exposure controls and personal
protection safety measures that will include, but are not limited to eye contact, skin contact and
inhalation.
3. The application contractor is requested to make product recommendations, to the owner’s
representative, that are both customer and environmentally friendly.
4. Each contractor must determine if the work environment requires the use of respirators with
appropriate canisters for specific circumstances.
5. The application contractor will be responsible to ensure his employees, as well as his
subcontractors, utilize effective ventilation systems. These systems must be installed to remove
excess vapors, mists, or aerosols from work areas. Exhaust ventilation systems will be installed,
as required, to isolate work areas and remove air from interior work areas to the exterior of the
building.
6. Whenever required, the application contractor must implement a respiratory protection program
that includes an approved vapor/mist air purifying or air-supplied respirator with proper filters, as
necessary.
7. Detection Monitoring Devices – are to be placed in work areas, where toxic producing equipment
is used. These devises must provide visual and audible warnings for the presence of
concentrations that exceed OSHA’s permissible Peak, STEL, and TWA limits.

8. Each contractor must establish and maintain an “Equipment Maintenance Log” for documenting
equipment inspections and maintenance during the course of the project. The General Contractor
is responsible for ensuring that appropriate industrial monitoring equipment, capable of providing
peak and time weighted average measurements is being utilized, and that monitoring results are
available for inspection. Logs are to be maintained onsite and available for review by Giant Eagle
representatives.
9. Contractors are required to educate and train on site workers about the causes and conditions that
may produce higher than recommended levels of toxic substances in air.
10. Contractors are required to have a accidental spill or release plan for emergency environmental
protection, in addition to a product handling, site storage and disposal method.
11. Contractor will be responsible to provide employees with protective equipment, clothing and a
cleanup area including first aid materials and an eyewash station.
12. All contractors are required to report any work scope that may create toxic concentrations to
accumulate above safe levels.
3.9 HOT WORK DURING REMODEL WORK
A. A Hot Works Permit is required whenever any temporary operation involving open flames, sparks, or
heat producing equipment is used including, but not limited to: brazing, cutting, grinding, soldering, arc
welding, pipe thawing, floor tile repair and torch-applied roofing is being conducted unless the work area
is located outside the building and a minimum of 35 ft away from the walls of the building.
B. Hot Work is not permitted to be performed in areas where the fire suppression system has been impaired
unless it is for the sole purpose of returning the impaired fire suppression to full operation.
C. A Factory Mutual approved hot works permit must be completed for all hot works activities.
D. Giant Eagle Leadership must be notified and sign-off authorizing hot works to be performed.
1. During new construction the General Contractor must be notified, inspect the work area for
compliance with the permit, and sign a hot work permit authorizing hot works to be performed.
E. Complete a Hot Works Permit, in conjunction with Giant Eagle Store Leadership and post in the work
area.
1. During new construction the General Contractor must complete a Hot Works Permit with the
subcontractor and post in the work area.
F. Remove or protect all combustible material within a 35 foot radius of the work area.
G. Provide a fire watch meeting the following requirements:
1. Designated for fire watch duty ONLY.
2. ABC fire extinguisher on hand in the immediate work area.
3. Know the location of and how to activate the fire alarms.
4. If a fire starts: immediately notify Giant Eagle Store Leadership, activate a pull station (if present),
and contact the local Fire Department.
5. Provide continuous monitoring of Hot Works area for 30 minutes after work is completed.
6. After the 30 minutes of continuous fire watch has elapsed the contractor is responsible for
providing a 3 hour periodic fire watch.

H. After the 3 hour periodic fire watch has elapsed the General Contractor will inspect the work area to
ensure that conditions are safe. The fully completed permit shall be filed on site for the duration of the
project.
I. Every contractor is responsible for ensuring that their equipment is in proper working condition, and that
the area is prepared as detailed in the hot works permit.
J. Contractor is to establish a Handoff Procedure with Store Operations personnel, ensuring that fire watch
is no longer required.
3.10 FIRE SYSTEM IMPAIRMENT DURING REMODEL WORK
A. Hot Work is not allowed to be performed in areas where the fire suppression system has been impaired
unless it is for the sole purpose of returning the impaired fire suppression to full operation.
B. Notify Giant Eagle Store Leadership of the need to impair the fire system.
C. Assist in completing the FM Global Red Tag Permit in conjunction with Giant Eagle Store Leadership.
1. Use the FM Global Red Tag Permit to help document information.
2. Giant Eagle store leadership is required to post the red tag permit at the alarm panel behind
customer service.
a. Located at the fire system control valves (risers)
D. Depending on the scope of work, only impair systems necessary to perform the work.
E. Return impaired system(s) to full operation after work is completed.
F. Notify Giant Eagle Store Leadership of completion of work and the fire system being placed back into
full operation.
G. After the system is returned to full operation the General Contractor will ensure that the red tag permit is
filled for the duration of the project.
3.11 ELECTROSTATIC PAINT
A. Contractors and Subcontractors are not permitted to do ANY electrostatic painting in an occupied store.
B. Electrostatic paint is ONLY permitted when the items to be painted are removed from the premises.
3.12 CRANE USAGE
A. Contractors and Subcontractors shall follow the Crane Use Guidelines included in Appendix A.
B. Owner approved Crane Operation Checklist (found in Appendix B) must be completed prior to a lift and
kept on file at worksite.

Appendix A
CRANE OPERATION GUIDELINES
GIANT EAGLE REMODEL & MAINTENANCE PROJECTS
Contractors that require the use of cranes will be required to follow the guidelines listed below, and complete the
attached form prior to allowing any crane operation.
Crane picks shall be coordinated with the store manager and Aetos/Giant Eagle Project Manager before
scheduling the work with the subcontractors. Consideration shall be given to:
o Performing the pick while the store is closed
o Performing the pick overnight
o Providing adequate lighting in work locations
o Avoiding the disruption of product deliveries
o Securing the area to prevent vehicles or pedestrians from entering the work zone.
If the crane must swing over a structure which could have people inside, you must:
Determine the best location to set the crane to minimize the possibility of swinging over people.
Ex: If the store is open 24 hours, but the bakery has limited hours, try to position the crane so that
it can swing over the unoccupied bakery (within reason, of course based on angles and capacity.)
Set up highly visible cones and caution or danger tape in the store to cordon off the area under the
swing. Have a minimum of two people inside, preventing anyone from going into to the “no
entry” zone and to change the perimeter of the area as needed or if multiple picks are planned.
Two way radios will be used for communication between the crane operator, crane supervision,
safety watch within the store, and safety watch in the parking lot. All areas will be required to

confirm the area is clear prior to the lift. This job is CRUCIAL and may require more people
depending on the size and scope of the work.
You may never swing over people or vehicles. Both pedestrian and vehicular traffic must be physically
prevented from entering the crane swing area if possible. Lighted, portable barricades and caution tape will
be used to secure the area surrounding the crane prior to use. Workers (a minimum of two) must be
assigned to traffic duty and to keep the area secure from vehicles and pedestrians. Workers will be supplied
reflective vests and a two way radio to communicate with the crane operator in order to halt the crane
operations in the event of a breach of the secure zone.
If store operations require access to the secured area, all crane operations must cease and barricades moved
to allow safe access to the work zone. No crane operations will continue until the work zone is re-
established, safety watch workers are in place, and “all clear” communication has been given from people
inside and outside of the store.
The foreman of the crew conducting crane operations must verify that any work necessary to perform the
lift has been completed prior to starting work. This will include a check to see that all connections and
hardware to the unit being lifted have been disconnected, and that no “loose” hardware, bracing, piping,
etc. can fall from the lift area.
