Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section. 1.2 SUMMARY A. Section includes requirements for temporary utilities, support facilities, and security and protection facilities. 1. Temporary utilities required include but are not limited to: a. Water service and distribution. b. Temporary electric power and light. c. Telephone service. d. Ventilation. e. Temporary heat. 2. Support facilities required include but are not limited to: a. Field offices and storage sheds. b. Sanitary facilities, including drinking water. c. Temporary enclosures. d. Hoists. e. Temporary Project identification signs and bulletin boards. f. Waste disposal services. g. Dewatering facilities and drains. h. Construction aids and miscellaneous services and facilities. 3. Security and protection facilities required include but are not limited to: a. Temporary fire protection. b. Barricades, warning signs, lights. c. Enclosure fence for the site (if required.) d. Environmental protection. B. Related Requirements: 1. Section 011000 "Summary" for work restrictions and limitations on utility interruptions. 2. Section 312319 "Dewatering" for disposal of ground water at Project site. 3. Section 321216 "Asphalt Paving" for construction and maintenance of asphalt pavement for temporary roads and paved areas. 4. Section 321313 "Concrete Paving" for construction and maintenance of cement concrete pavement for temporary roads and paved areas. 1.3 DIVISION OF RESPONSIBILITIES A. General: Certain Subcontractor’s are assigned specific responsibilities for certain temporary services and facilities used by other Subcontractors, and other entities at the site. B. Each Subcontractor is responsible for: 1. Installation, operation, maintenance and removal of each temporary service or facility usually considered as its own normal construction activity. 2. Plug in electric power cords and extension cords, and supplementary plug in task lighting and special lighting necessary exclusively for its own activities. 3. Its own field office, if desired, complete with necessary furniture, utilities and telephone service. 4. Its own storage and fabrication sheds. 5. Its own telephone and use charges. 6. Field office for Subcontractor including electrical connections and use costs with separate metering. 7. Temporary heat, ventilation, humidity control and enclosure of the building where these utilities are necessary for its construction activity, but where these utilities have not yet been installed by the responsible party. 8. Hoisting requirements for the Work, including cranes, lifts and hoists. 9. Collection and disposal of its own hazardous, dangerous, unsanitary or other harmful waste material. 10. Collection of its own construction debris, trash, sweeping of spaces and disposal into Contractor furnished dumpsters. 11. Secure lockup of its own tools, materials and equipment. 12. Construction aids and miscellaneous services and facilities necessary exclusively for its own construction activities. 13. Drinking water for employees. 14. Temporary enclosures for the Work. C. Contractor is responsible for: 1. Temporary field office for the Construction Representatives. 2. Temporary heat for building. 3. Temporary enclosure of the building. 4. Site enclosure fence. (If required.) 5. Temporary toilets, including disposable supplies. 6. Project identification and temporary signs. 7. Providing dumpsters for disposal of nonhazardous wastes. D. The HVAC Subcontractor is responsible for: 1. Temporary hook-ups for heat, upon enclosure of the building. 2. Temporary ventilation, upon enclosure of the building. E. The Plumbing Subcontractor is responsible for: 1. Piped temporary water service. 2. Temporary gas service piping and hook-up. F. The Electrical Subcontractor is responsible for: G. Temporary electric power service and distribution at the site and to General Contractor’s field office. 1. Temporary lighting. 2. Temporary outlets. General: Installation and removal of temporary facilities shall be included in the Contract Sum. Allow other entities to use temporary services and facilities without cost, including, but not limited to, Owner's construction forces, Construction Representatives, occupants of Project (if applicable), testing agencies, and authorities having jurisdiction. B. Sewer Service: Contractor will pay sewer-service use charges for sewer usage by all entities for construction operations unless directed otherwise. C. Water Service: Contractor will pay water-service use charges for water used by all entities for construction operations unless directed otherwise. D. Electric Power Service: Contractor will pay electric-power-service use charges for electricity used by all entities for construction operations unless directed otherwise. E. Gas Service: Contractor will pay gas-service use charges for natural gas used by all entities for construction operations unless directed otherwise. F. Fuel Use: Contractor is responsible for the costs of any fuel used by all entities for construction operations unless directed otherwise. G. The cost of electricity, water, sewer, and fuel for heat for Subcontractor’s field office is solely the responsibility of the Subcontractor. H. Water and Sewer Service from Existing System (Remodel work): Water from Owner's existing water system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations. I. Electric Power Service from Existing System (Remodel work): Electric power from Owner's existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations. 1.5 INFORMATIONAL SUBMITTALS A. Informational submittals are to be given to the Owner from the Contractor at a time determined by the Owner (but no later than Start of Work). B. Site Plan: Show temporary facilities, utility hookups, staging areas, and parking areas for construction personnel. C. Fire-Safety Program: Show compliance with requirements of NFPA 241 and authorities having jurisdiction. Indicate Contractor personnel responsible for management of fire-prevention program. D. Moisture-Protection Plan: Describe procedures and controls for protecting materials and construction from water absorption and damage. 1. Describe delivery, handling, and storage provisions for materials subject to water absorption or water damage. 2. Indicate procedures for discarding water-damaged materials, protocols for mitigating water intrusion into completed Work, and replacing water-damaged Work. Indicate sequencing of work that requires water, such as sprayed fire-resistive materials, plastering, and terrazzo grinding, and describe plans for dealing with water from these operations. Show procedures for verifying that wet construction has dried sufficiently to permit installation of finish materials. E. Dust- and HVAC-Control Plan: Submit coordination drawing and narrative that indicates the dust- and HVAC-control measures proposed for use, proposed locations, and proposed time frame for their operation. Identify further options if proposed measures are later determined to be inadequate. Include the following: 1. Locations of dust-control partitions at each phase of work. 2. HVAC system isolation schematic drawing. 3. Location of proposed air-filtration system discharge. 4. Waste handling procedures. 5. Other dust-control measures. 1.6 QUALITY ASSURANCE A. Regulations: The General Contractor and each Subcontractor shall comply with industry standards and with applicable laws and regulations of authorities having jurisdiction, including but not limited to: 1. Building code requirements. 2. Health and safety regulations. 3. Utility company regulations. a. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70. 4. Police, Fire Department and Rescue Squad rules. 5. Environmental protection regulations. 6. Local authorities and ordinances. B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Obtain required certifications and permits. C. Accessible Temporary Egress: Comply with applicable provisions in ICC/ANSI A117.1. 1. This section applies only to addition and renovation work that affects egress from occupied portions of the facility. 1.7 PROJECT CONDITIONS A. Temporary Use of Permanent Facilities: The Installer of each permanent service to assume responsibility for operation, maintenance, and protection of each permanent service during its use as a construction facility before Owner's acceptance, regardless of previously assigned responsibilities. B. Conditions of Use: Keep temporary services and facilities clean and neat in appearance. Operate in a safe and efficient manner. Take necessary fire prevention measures. Do not overload facilities, or permit them to interfere with progress. Do not allow hazardous, dangerous or unsanitary conditions, or public nuisances to develop or persist on the site. C. Frost Protection: Protect footings from freezing temperatures. Frost shall be prevented from occurring at these locations. Protect with insulation, blankets, temporary heat or other means to provide sufficient protection to prevent ice from forming on the concrete surface. Corrective measures shall take place within 24 hours after notice of condition is given. PART 2 - PRODUCTS 2.1 MATERIALS A. General: Provide new materials. If acceptable to Owner the General Contractor and the Subcontractor may use undamaged, previously used materials in serviceable condition. Provide materials suitable for use intended. B. Tarpaulins: Provide waterproof, fire-resistant, UL-labeled tarpaulins (10-mil minimum thickness) with flame-spread rating of 15 or less. For temporary enclosures, provide translucent, nylon-reinforced, laminated polyethylene or polyvinyl chloride, fire-retardant tarpaulins. C. Portable Chain-Link Fencing (Remodel work): Minimum 2-inch, 0.148-inch thick, galvanized-steel, chain-link fabric fencing; minimum 6 feet high with galvanized-steel pipe posts; minimum 2-3/8-inch OD line posts and 2-7/8-inch OD corner and pull posts, with 1-5/8-inch OD top and bottom rails. Provide galvanized-steel bases for supporting posts. D. Dust-Control Adhesive-Surface Walk-off Mats: Provide mats minimum 36 by 60 inches. E. Insulation: Unfaced mineral-fiber blanket, manufactured from glass, slag wool, or rock wool; with maximum flame-spread and smoke-developed indexes of 25 and 50, respectively. 2.2 TEMPORARY FACILITIES A. Field Offices, General: Prefabricated or mobile units with serviceable finishes, temperature controls, and foundations adequate for normal loading. B. Common-Use Field Office: Of sufficient size to accommodate needs of Owner, Architect/Engineer, and construction personnel office activities and to accommodate Project meetings specified in other Division 01 Sections. Keep office clean and orderly. Furnish and equip offices as follows: 1. Furniture required for Project-site documents including file cabinets, plan tables, plan racks, and bookcases. 2. Conference room of sufficient size to accommodate meetings of at least 10 individuals. Provide electrical power service and 120-V ac duplex receptacles, with no fewer than one receptacle on each wall. Furnish room with conference table, chairs, and 4-foot square tack and marker boards. 3. Drinking water. 4. Coffee machine and supplies. 5. Heating and cooling equipment necessary to maintain a uniform indoor temperature of 68 to 72 deg F. 6. Lighting fixtures capable of maintaining average illumination of 20 fc at desk height. C. Storage and Fabrication Sheds: Provide sheds sized, furnished, and equipped to accommodate materials and equipment for construction operations. 1. Store combustible materials apart from building. General: General Contractor and Subcontractor shall provide new equipment or undamaged, previously used equipment in serviceable condition for temporary facilities. Provide equipment suitable for the use intended. 1. Electrical Power Cords: Provide grounded extension cords, no less than 50 feet long; use "hard service" cords where exposed to abrasion and traffic. Provide waterproof connectors to connect separate lengths of electric cords, if single lengths will not reach areas where construction activities are in progress. 2. Water Hoses: Provide heavy-duty, abrasion-resistant, flexible rubber hoses 100 feet (30 m) long, with pressure rating greater than the maximum pressure of the water distribution system. Provide adjustable shutoff nozzles at hose discharge. 3. First Aid Supplies: Comply with regulations of authorities having jurisdiction. 4. Fire Extinguishers: Provide hand carried, portable, UL rated, class A" fire extinguishers for temporary offices and similar spaces. In other locations provide hand carried, portable, class "ABC" dry chemical extinguishers, or a combination of extinguishers of NFPA recommended types for the exposures. a. Comply with NFPA 10 and 241 for classification, extinguishing agent and size required by location and class of fire exposure. B. Heating Units: Provide small temporary heating units for heating localized spots that have been tested and labeled by UL, FM, or another recognized trade association related to the type of fuel being consumed. C. Temporary Toilet Units: General Contractor will provide self-contained, vented, single-occupant toilet units of the chemical, aerated recirculation, or combustion type, fully enclosed with a glass-fiber- reinforced polyester shell or similar nonabsorbent material. D. HVAC Equipment: Unless Owner authorizes use of permanent HVAC system, provide vented, self- contained, liquid-propane-gas or fuel-oil heaters with individual space thermostatic control. 1. Use of gasoline-burning space heaters, open-flame heaters, or salamander-type heating units is prohibited. E. Air-Filtration Units: Primary and secondary HEPA-filter-equipped portable units with four-stage filtration. Provide single switch for emergency shutoff. Configure to run continuously. PART 3 - EXECUTION 3.1 INSTALLATION, GENERAL A. Use qualified personnel for installation of temporary facilities. B. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required by progress of the Work. C. Each subcontractor shall provide each facility ready for use when needed to avoid delay. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities. General: Install temporary service or connect to existing service. 1. Arrange with the appropriate local utility company, Owner, and existing users for time when service can be interrupted, if necessary, to make connections for temporary services. 2. Provide adequate capacity at each stage of construction. 3. If the local utility company provides only part of the service, provide the remainder with matching, compatible materials and equipment; comply with the utility company’s recommendations. B. Sewers and Drainage: Provide temporary utilities to remove effluent lawfully. 1. Connect temporary sewers to municipal system or private system indicated as directed by authorities having jurisdiction. C. Water Service: Install water service and distribution piping in sizes and pressures adequate for construction until permanent water service is in use. D. Water Service (Remodel work): Connect to Owner's existing water service facilities. Clean and maintain water service facilities in a condition acceptable to Owner. At Substantial Completion, restore these facilities to condition existing before initial use. E. Sanitary Facilities: Provide temporary toilets, wash facilities, and drinking water for use of construction personnel. Comply with requirements of authorities having jurisdiction for type, number, location, operation, and maintenance of fixtures and facilities. 1. Toilets: Use of Owner's existing or new toilet facilities will NOT be permitted. F. Gas Service: Install gas service and distribution piping in sizes and pressures adequate for construction. 1. In the event that permanent natural gas connections have not been established by the utility company, a propane tank shall be made available by the Contractor. The propane tank will be removed once permanent connections have been completed. G. Temporary Enclosures: Each Subcontractor shall provide temporary enclosure for protection of construction in progress and completed, from exposure, foul weather, other construction operations and similar activities. 1. Where heat is needed and the permanent building enclosure is not complete, provide temporary enclosures if there is no other provision for containment of heat. Coordinate enclosure with ventilating and material drying or curing requirements to avoid dangerous conditions and effects. 2. Install tarpaulins securely, with incombustible framing and other materials. Close openings of 25 square feet or less with plywood or similar materials. 3. Close openings through floor or roof decks and horizontal surfaces with load bearing wood framed construction. H. Temporary Heating: Provide temporary heating required by construction activities for curing or drying of completed installations or for protecting installed construction from adverse effects of low temperatures or high humidity. Select equipment that will not have a harmful effect on completed installations or elements being installed. 1. As soon as the building or addition is enclosed, temporary heat will be maintained at a temperature of not less than 55EF for curing or drying of completed installations or for protection of installed construction from adverse effects of low temperatures or high humidity. Warranty of the heating system used for temporary heat shall start at final completion. 3. Use of oil-burning space heaters, open flame, or salamander heating units is prohibited. 4. Submit Resources Conservation Plan to Construction Representative prior to commencing use. I. Isolation of Work Areas in Occupied Facilities: Prevent dust, fumes, and odors from entering occupied areas. 1. Prior to commencing work, isolate the HVAC system in area where work is to be performed according to coordination drawings. a. Disconnect supply and return ductwork in work area from HVAC systems servicing occupied areas. b. Maintain negative air pressure within work area using HEPA-equipped air-filtration units, starting with commencement of temporary partition construction, and continuing until removal of temporary partitions is complete. 2. Maintain dust partitions during the Work. Use vacuum collection attachments on dust-producing equipment. Isolate limited work within occupied areas using portable dust-containment devices. 3. Perform daily construction cleanup and final cleanup using approved, HEPA-filter-equipped vacuum equipment. J. Temporary Ventilation and Humidity Control: Provide temporary ventilation required by construction activities for curing or drying of completed installations or for protecting installed construction from adverse effects of high humidity. Select equipment that will not have a harmful effect on completed installations or elements being installed. Coordinate ventilation requirements to produce ambient condition required and minimize energy consumption. 1. Provision shall be made during construction to allow the escape of "Construction Moisture" by use of a breathing type enclosure on at least part of the openings, or by mechanical ventilation system. a. All spaces shall be mechanically ventilated to protect occupants from application and installation of odor causing materials. The area where material is being used shall be isolated from the new or existing ventilation system. 2. No work creating fumes shall be done in an existing building while it is occupied. Ventilation shall be maintained for a period of 24 hours or until release of fumes has subsided, whichever is longer. 3. Provide temporary dehumidification systems when required to reduce substrate moisture levels to level required to allow installation or application of finishes. K. Temporary Electric Power Service: Provide weatherproof, grounded electric power service and distribution system of sufficient size, capacity, and power characteristics during construction. Include meters, transformers, overload protected disconnects, automatic ground fault interrupters and main distribution switch gear. 1. Except where overhead service must be used, install electric power service underground. 2. Power Distribution System: Install wiring overhead, and rise vertically where least exposed to damage. Where permitted, wiring circuits not exceeding 125 Volts AC 20 ampere rating, and lighting circuits may be nonmetallic sheathed cable where overhead and exposed for surveillance. 3. Provide 4 duplex outlets equipped with ground-fault circuit interrupters, reset button, and pilot light for connection of power tools and equipment at 20 locations evenly distributed throughout building for use by all trades. 4. Electrical Outlets: Provide properly configured NEMA polarized outlets to prevent insertion of 125 volt AC plugs into higher voltage outlets. Provide receptacle outlets equipped with ground fault circuit interrupters, reset button and pilot light, for connection of power tools and equipment. Connect temporary service to Owner's existing power source, as directed by Owner. L. Temporary Lighting: Provide temporary lighting with local switching that provides adequate illumination for construction operations, observations, inspections, and traffic conditions. 1. Lamps and Light Fixtures: Provide general service incandescent lamps of wattage required for adequate illumination, as required by OSHA and the Work. A minimum of 70 foot candles at mid-height of surfaces shall be supplied at all surfaces for drywall taping, painting, flooring and finish work (and at all areas where an overhead floor or roof deck has been installed). Provide guard cages or tempered glass enclosures, where exposed to breakage. Provide exterior fixtures where lights are exposed to moisture. 2. Install and operate temporary lighting that fulfills security and protection requirements without operating entire system, and will provide adequate illumination for construction operations and traffic conditions. 3. Install lighting for Project identification sign. 4. In areas accessible to Customers, maintain a lighting level of minimum 5 fc. M. Telephone Service: Provide temporary telephone service in common-use facilities for use by all construction personnel. Install one telephone line(s) for each field office. 1. Provide additional telephone lines for the following: a. Provide a dedicated telephone line for each facsimile machine in each field office. 2. At each telephone, post a list of important telephone numbers. a. Police and fire departments. b. Ambulance service. c. General Contractor’s Project Manager’s mobile number. d. General Contractor’s Site Superintendent’s mobile number. e. General Contractor's emergency after-hours telephone number. f. Owner’s Construction Representative’s mobile number. g. Architect's office. h. Engineers' offices. i. Owner's office. j. Principal subcontractors' field and home offices. 3. Provide superintendent with cellular telephone or portable two-way radio for use when away from field office. 3.3 SUPPORT FACILITIES INSTALLATION A. General: Comply with the following: 1. Provide construction for temporary offices, shops, and sheds located within construction area or within 30 feet of building lines that is noncombustible according to ASTM E 136. Comply with NFPA 241. 2. Maintain support facilities until Owner schedules Substantial Completion inspection. Remove before Substantial Completion. Personnel remaining after Substantial Completion will be permitted to use permanent facilities, under conditions acceptable to Owner. Temporary Roads and Paved Areas (when required): Construct and maintain temporary roads and paved areas adequate for construction operations. Locate temporary roads and paved areas within construction limits indicated on Drawings. 1. Provide dust-control treatment that is nonpolluting and nontracking. Reapply treatment as required to minimize dust. C. Temporary Use of Permanent Roads and Paved Areas: Locate temporary roads and paved areas in same location as permanent roads and paved areas. Construct and maintain temporary roads and paved areas adequate for construction operations. Extend temporary roads and paved areas, within construction limits indicated, as necessary for construction operations. 1. Coordinate elevations of temporary roads and paved areas with permanent roads and paved areas. 2. Prepare subgrade and install subbase and base for temporary roads and paved areas according to Section 312000 "Earth Moving." 3. Recondition base after temporary use, including removing contaminated material, regrading, proofrolling, compacting, and testing. 4. Delay installation of final course of permanent hot-mix asphalt pavement until immediately before Substantial Completion. Repair hot-mix asphalt base-course pavement before installation of final course according to Section 321216 "Asphalt Paving." D. Traffic Controls: Comply with requirements of authorities having jurisdiction. 1. Protect existing site improvements to remain including curbs, pavement, and utilities. 2. Maintain access for fire-fighting equipment and access to fire hydrants. E. Parking: Provide parking (either temporary or designated areas of Owner's existing parking areas) for construction personnel. F. Dewatering Facilities and Drains: Comply with requirements of authorities having jurisdiction. Maintain Project site, excavations, and construction free of water. 1. Dispose of rainwater in a lawful manner that will not result in flooding Project or adjoining properties or endanger permanent Work or temporary facilities. 2. Remove snow and ice as required to minimize accumulations. G. Project Signs: Provide Project signs as indicated. Unauthorized signs are not permitted. 1. Identification Signs: Provide Project identification signs as indicated on Drawings or directed by Owner. 2. Temporary Signs: Provide other signs as indicated and as required to inform public and individuals seeking entrance to Project. a. Provide temporary, directional signs as necessary for construction personnel and visitors. 3. Maintain and touchup signs so they are legible at all times. H. Waste Disposal Facilities: Comply with requirements specified in Section 017419 "Construction Waste Management and Disposal." I. Lifts and Hoists: Provide facilities necessary for hoisting materials and personnel. Truck cranes and similar devices used for hoisting materials are considered "tools and equipment" and not temporary facilities. J. Elevator Use (existing or new): Use of Owner's elevators will be permitted, provided elevators are cleaned and maintained in a condition acceptable to Owner. At Substantial Completion, restore elevators to condition existing before initial use, including replacing worn cables, guide shoes, and similar items of limited life. 1. Do not load elevators beyond their rated weight capacity. 2. Provide protective coverings, barriers, devices, signs, or other procedures to protect elevator car and entrance doors and frame. If, despite such protection, elevators become damaged, engage elevator Installer to restore damaged work so no evidence remains of correction work. Return items that cannot be refinished in field to the shop, make required repairs and refinish entire unit, or provide new units as required. K. Temporary Stairs: Until permanent stairs are available, provide temporary stairs where ladders are not adequate. A. Temporary Use of Permanent Stairs: Use of new or existing stairs for construction traffic will be permitted, provided stairs are protected and finishes restored to new condition at time of Substantial Completion. 1. Provide protective coverings, barriers, devices, signs, or other procedures to protect stairs and to maintain means of egress. If stairs become damaged, restore damaged areas so no evidence remains of correction work. 3.4 SECURITY AND PROTECTION FACILITIES INSTALLATION A. Protection of Existing Facilities: Protect existing vegetation, equipment, structures, utilities, and other improvements at Project site and on adjacent properties, except those indicated to be removed or altered. Repair damage to existing facilities. B. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations, and minimize the possibility that air, waterways, and subsoil might be contaminated or polluted or that other undesirable effects might result. Avoid use of tools and equipment that produce harmful noise. Restrict use of noise-making tools and equipment to hours that will minimize complaints from persons or firms near the Project Site. C. Temporary Erosion and Sedimentation Control: Provide measures to prevent soil erosion and discharge of soil-bearing water runoff and airborne dust to undisturbed areas and to adjacent properties and walkways, according to erosion- and sedimentation-control Drawings requirements of 2003 EPA Construction General Permit or authorities having jurisdiction, whichever is more stringent. 1. Verify that flows of water redirected from construction areas or generated by construction activity do not enter or cross tree- or plant- protection zones. 2. Inspect, repair, and maintain erosion- and sedimentation-control measures during construction until permanent vegetation has been established. 3. Clean, repair, and restore adjoining properties and roads affected by erosion and sedimentation from Project site during the course of Project. 4. Remove erosion and sedimentation controls and restore and stabilize areas disturbed during removal. Stormwater Control: Comply with requirements of authorities having jurisdiction. Provide barriers in and around excavations and subgrade construction to prevent flooding by runoff of stormwater from heavy rains. E. Tree and Plant Protection: Install temporary fencing located as indicated or outside the drip line of trees to protect vegetation from damage from construction operations. Protect tree root systems from damage, flooding, and erosion. F. Pest Control: Engage pest-control service to recommend practices to minimize attraction and harboring of rodents, roaches, and other pests and to perform extermination and control procedures at regular intervals so Project will be free of pests and their residues at Substantial Completion. Perform control operations lawfully, using environmentally safe materials. G. Site Enclosure Fence: Before construction operations begin, furnish and install site enclosure fence in a manner that will prevent people and animals from easily entering site except by entrance gates. 1. Extent of Fence: As required to enclose entire Project site or portion determined sufficient to accommodate construction operations. 2. Maintain security by limiting number of keys and restricting distribution to authorized personnel. Furnish one set of keys to Owner. H. Enclosure Fence and Entrance Gates and Security Guards: Provided by Contractor if required. I. Security Enclosure and Lockup: Install temporary enclosure around partially completed areas of construction. Provide lockable entrances to prevent unauthorized entrance, vandalism, theft, and similar violations of security. Lock entrances at end of each work day. J. Security Personnel: Owner will determine need for security personnel and will designate the security provider. K. Barricades, Warning Signs, and Lights: Comply with requirements of authorities having jurisdiction for erecting structurally adequate barricades, including warning signs and lighting. 1. Paint with appropriate colors, graphics, and warning signs to inform personnel and the public of the hazard being protected against. 2. Where appropriate and needed, provide lighting, including flashing red or amber lights. 3. The General Contractor and Subcontractor’s program shall provide standards and procedures equal to or more stringent than those found in the AETOS Safety Program. L. Storage: If materials and equipment must be stored, and are of value or attractive for theft, provide a secure lockup. Enforce discipline in connection with the installation and release of material to minimize the opportunity for theft and vandalism. M. Temporary Egress: Maintain temporary egress from existing occupied facilities as indicated and as required by authorities having jurisdiction. N. Covered Walkway: Erect protective, covered walkway for passage of individuals through or adjacent to Project site. Coordinate with entrance gates, other facilities, and obstructions. Comply with regulations of authorities having jurisdiction. 1. Construct covered walkways using scaffold or shoring framing. 2. Provide overhead decking, protective enclosure walls, handrails, barricades, warning signs, exit signs, lights, safe and well-drained walkways, and similar provisions for protection and safe passage. Paint and maintain appearance of walkway for duration of the Work. O. Temporary Enclosures: Each Subcontractor shall provide temporary enclosure for protection of construction in progress and completed, from exposure, foul weather, other construction operations and similar activities. Provide temporary weathertight enclosure for building exterior. 1. Where heat is needed and the permanent building enclosure is not complete, provide temporary enclosures if there is no other provision for containment of heat. Coordinate enclosure with ventilating and material drying or curing requirements to avoid dangerous conditions and effects. Insulate temporary enclosures as needed. 2. Install tarpaulins securely, with incombustible framing and other materials. Close openings of 25 square feet or less with plywood or similar materials. 3. Close openings through floor or roof decks and horizontal surfaces with load bearing wood framed construction. P. Temporary Partitions (renovation projects only): Provide floor-to-ceiling dustproof partitions to limit dust and dirt migration and to separate areas occupied by Owner and tenants from fumes and noise. 1. Once Work commences within the existing store, areas being worked be partitioned off from the surrounding areas utilizing the following as the minimum temporary partition requirements: a. Metal studs at 24" o.c. with 4' x 8' x 1/2" fire retardant plywood on public side, painted white, and 6 mil colored polyethylene (fire-rated) from top of plywood to ceiling above. Overlap and tape full length of joints (with duct tape). b. Seal joints and perimeter. Equip partitions with gasketed dustproof doors and security locks where openings are required. c. Protect air-handling equipment. d. Provide walk-off mats at each entrance through temporary partition. e. Insulate partitions to control noise transmission to occupied areas. 2. When Work of short duration is done within the store, 6 mil polyurethane shall be used to cover the shelving and product and protect from dust, dirt, and debris. Hang polyethylene around the Work to reduce the affected area from dust, dirt, and debris. The covering shall be removed daily during store hours and placed back into position before Work resumes. 3. Provide Temporary Partitions in accordance with all requirements of Specification Section 013523.3.6. Q. Temporary Fire Protection: Until fire-protection needs are supplied by permanent facilities, install and maintain temporary fire-protection facilities of the types needed to protect against reasonably predictable and controllable fire losses. Comply with NFPA 10 "Standard for Portable Fire Extinguishers" and NFPA 241 "Standard for Safeguarding Construction, Alterations, and Demolition Operations." 1. Locate fire extinguishers where convenient and effective for their intended purpose, but not less than one extinguisher on each floor at or near each usable stairwell. 2. Store combustible materials in containers in fire-safe locations. 3. Maintain unobstructed access to fire extinguishers, fire hydrants, temporary fire-protection facilities, stairways, and other access routes for fighting fires. 4. Prohibit smoking in construction areas. 5. Supervise welding operations, combustion-type temporary heating units, and similar sources of fire ignition according to requirements of authorities having jurisdiction. 6. Develop and supervise an overall fire-prevention and -protection program for personnel at Project site. Review needs with local fire department and establish procedures to be followed. Instruct personnel in methods and procedures. Post warnings and information. 7. Provide temporary standpipes and hoses for fire protection. Hang hoses with a warning sign stating that hoses are for fire-protection purposes only and are not to be removed. Match hose size with outlet size and equip with suitable nozzles. Permanent Fire Protection: At the earliest feasible date in each area of the Project, complete installation of the permanent fire-protection facility, including connected services, and place into operation and use. Instruct key personnel on use of facilities. S. Collection and Disposal of Waste: Collect waste from construction areas and elsewhere daily. Comply with requirements of NFPA 241 for removal of combustible waste material and debris. Enforce requirements strictly. Handle hazardous, dangerous, or unsanitary waste materials separately from other waste by containerizing properly. Dispose of material lawfully. 1. Each trade shall pick up the debris and rubbish generated by that trade and dispose of in the appropriate dumpsters furnished by the Contractor. 3.5 MOISTURE AND MOLD CONTROL A. Contractor's Moisture-Protection Plan: Avoid trapping water in finished work. Document visible signs of mold that may appear during construction. B. Exposed Construction Phase: Before installation of weather barriers, when materials are subject to wetting and exposure and to airborne mold spores, protect as follows: 1. Protect porous materials from water damage. 2. Protect stored and installed material from flowing or standing water. 3. Keep porous and organic materials from coming into prolonged contact with concrete. 4. Remove standing water from decks. 5. Keep deck openings covered or dammed. C. Partially Enclosed Construction Phase: After installation of weather barriers but before full enclosure and conditioning of building, when installed materials are still subject to infiltration of moisture and ambient mold spores, protect as follows: 1. Do not load or install drywall or other porous materials or components, or items with high organic content, into partially enclosed building. 2. Keep interior spaces reasonably clean and protected from water damage. 3. Periodically collect and remove waste containing cellulose or other organic matter. 4. Discard or replace water-damaged material. 5. Do not install material that is wet. 6. Discard, replace, or clean stored or installed material that begins to grow mold. 7. Perform work in a sequence that allows any wet materials adequate time to dry before enclosing the material in drywall or other interior finishes. D. Controlled Construction Phase of Construction: After completing and sealing of the building enclosure but prior to the full operation of permanent HVAC systems, maintain as follows: 1. Control moisture and humidity inside building by maintaining effective dry-in conditions. 2. Use permanent HVAC system to control humidity. 3. Comply with manufacturer's written instructions for temperature, relative humidity, and exposure to water limits. a. Hygroscopic materials that may support mold growth, including wood and gypsum-based products, that become wet during the course of construction and remain wet for 48 hours are considered defective. b. Measure moisture content of materials that have been exposed to moisture during construction operations or after installation. Remove materials that cannot be completely restored to their manufactured moisture level within 48 hours. 3.6 OPERATION, TERMINATION, AND REMOVAL A. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses. B. Maintenance: Maintain facilities in good operating condition until removal. Protect from damage by freezing temperatures and similar elements. 1. Maintain operation of temporary enclosures, heating, cooling, humidity control, ventilation, and similar facilities on a 24-hour basis where required to achieve indicated results and to avoid possibility of damage. 2. Freeze Protection: Prevent water-filled piping from freezing. Maintain markers for underground lines. Protect from damage during excavation operations. 3. Snow removal: Snow removal necessary to do the Work and maintain access to temporary facilities will be provided by Contractor. C. Temporary Facility Changeover: Except for use of permanent fire protection as soon as possible, do not change over from using temporary security and protection facilities to permanent facilities until Substantial Completion. D. Flooring Protection: Protect flooring against marks, indentations, and other damage from construction operations and placement of equipment and fixtures during construction period. Use protection methods indicated or recommended by flooring manufacturer. 1. Do not move heavy and sharp objects directly over flooring. Place plywood or hardboard panels over flooring and under objects while they are being moved. Slide or roll objects over panels without moving panels. E. Restoration of Roadways and Pavement: Roadways, pavements and curbs that are broken, damaged, settled, or otherwise defective as a result of receiving, handling, storage of materials or the performance of any Work under the Contract or Subcontract, shall be fully restored to the satisfaction of the authorities having jurisdiction. F. Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired. 1. Materials and facilities that constitute temporary facilities are property of the party that provided them. Owner reserves right to take possession of Project identification signs. 2. Remove temporary roads and paved areas not intended for or acceptable for integration into permanent construction. Where area is intended for landscape development, remove soil and aggregate fill that do not comply with requirements for fill or subsoil. Remove materials contaminated with road oil, asphalt and other petrochemical compounds, and other substances that might impair growth of plant materials or lawns. Repair or replace street paving, curbs, and sidewalks at temporary entrances, as required by authorities having jurisdiction.
