CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, November 19, 2014 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall. Time: 9:00 a.m. 9:00 a.m. (UV) Nice Laundromat, Meridian Village Plaza. The applicant seeks the following BZA use variance for a laundromat: Docket No. 14100009 UV ZO Chptr 23B.03: Permitted Uses, laundromat requested. The site is located at 13610 N Meridian Street and is zoned B-3/Business within the US 31 Corridor Overlay Zone. Filed by Mary E. Solada of Bingham Greenebaum Doll, LLP on behalf of Nice Laundromat. Greg Ewing with Bingham Greenbaum Dahl Law Firm and Jeff Bart with Nice Laundromat presented the project. Mr. Ewing said the current zoning actually allows for this type of business, however the US-31 zoning overlay does not. Mr. Ewing said the business would occupy the smaller building on the far east end of the strip mall. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments. Trent Godsey – Duke Energy - No comments. David Littlejohn – City of Carmel Alternative Transportation - No comments. Daren Mindham – City of Carmel Urban Forestry - No comments. Chris Ellison – Carmel Fire Department - Asked petitioner to provide an overview of the laundry operation. Mr. Bart said this will be a self-serve Laundromat with dryers along one wall, and washers down the middle of the space. There will also be a couple water heaters in the space, with room to add 3 if needed. The space will also provide wash, dry and fold service, but there will be no dry cleaning. Mr. Ellison said this is good news, as the fire code gets extremely restrictive once a space will be used as a dry cleaner. Mr. Ellison also reminded Mr. Bart to make sure the fire sprinkler system in the area is designed for use with the type of equipment in the space. Gary Duncan – City of Carmel Engineering - All of the issues have been addressed. No further comments. Nick Mishler – City of Carmel Building & Code Enforcement - No comments. The applicant seeks approval to rezone two parcels (totaling 0.33 acres) from R-2/Residential, to B-5/Business. The site is located 321 W. Main Street. It is currently zoned R-2 and lies within Old Town Overlay Character Subarea. Filed by Ms. Soori Ardalan. Mrs. Soori Ardelan presented the project. This project would involve the reconstruction on two parcels to match the buildings across the street. Greg Hoyes – Hamilton County Surveyor’s Office - No comments. Trent Godsey – Duke Energy - No comments. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No further comments. Daren Mindham – City of Carmel Urban Forestry - No comments. Chris Ellison – Carmel Fire Department - If the rezone goes through, drawings will need to be submitted showing utilities and other infrastructure. Ryan Hartman – Clay Township Regional Waste - This project is outside CTRWD service area. Gary Duncan – City of Carmel Engineering - No comments on the rezone. Nick Mishler – City of Carmel Building & Code Enforcement - Mr. Mishler said all demolition and building permits would go through the building permit office. Angie Conn – City of Carmel Planning & Zoning - Review comments sent. Ms. Conn said the Planning and Zoning department is generally in favor of the rezone. 9:20 a.m. Docket No. 14100017 DP/ADLS: Children's Learning Adventure. The applicant seeks site plan and design approval for a 33,237 sq. ft. childcare center, on 3.32 acres. The site is located at approximately 750 E. 116th St., at the northeast corner of 116th/ College. It is zoned 116th Street Centre PUD/Planned Unit Development. Filed by Michael Lopez of CEI Engineering Associates, Inc. Michael Lopez with CEI Engineering and Roger Kilmer with Faegre Baker Daniels presented the project. Mr. Lopez said this project is a 33,000 square foot child care facility catering to preschool, child and infant care, while also serving after-school care. Mr. Lopez said this is a learning type environment with certified teachers, as opposed to a standard day-care facility. Mr. Lopez added that there are many facilities on site to assist with learning, such as culinary, science, and even bowling alleys for recreation. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Trent Godsey – Duke Energy - Mr. Godsey asked if single phase or three phase service would be required. Mr. Lopez said the project would require three phase. Mr. Godsey said it looks like there is plenty of power in this area, and added that the developers would need to make sure the three-phase pads are within 10-feet of a drivable surface. Daren Mindham – City of Carmel Urban Forestry - Comments sent. Mr. Mindham said there were questions on the PUD wording. Mr. Lopez said there was also a request for replacing trees in the right-of-way. Mr. Mindham said it would be nice to have street trees replaced, although this isn’t necessarily a requirement. Chris Ellison – Carmel Fire Department - Mr. Ellison said he was not able to identify the location of the CFD connection. Mr. Lopez said there are at least two existing fire hydrants on site, and there will be a fire department connection adjacent to the parking lot. Mr. Ellison said the connection will need to be in a remote location, within at least 100-feet of a fire hydrant, and its location must be approved by the fire department. Mr. Ellison added that now is the time to show these on the drawings, because if they are not shown on the drawings during plan review, there will be delays in permitting. Ryan Hartman – Clay Township Regional Waste - E-mail sent with comment letter attached. No further comments. Gary Duncan – City of Carmel Engineering - Crossroads Engineering has issued comments on the drainage. Comments are not ready from the Carmel Engineering Department on site work, access, and right-of-ways. Mr. Duncan added that John Thomas will issue separate comments on stormwater issues. Mr. Duncan said when this site was initially developed, there was no defined drainage outlet, with the water instead discharging to the existing storm sewer. Mr. Lopez said he appreciates the department meeting with the developers to discuss what needs to be done. Nick Mishler – City of Carmel Building & Code Enforcement - No comments. Angie Conn – City of Carmel Planning & Zoning - Comments will be sent soon. Some of the main issues were architecture, the parapet wall height, cornices, and signage. Mr. Lopez said the concept of splitting the property with water on one side and sewer on the other is new to him. 9:30 a.m. Docket No. 14100018 DP: Grand & Main, Overall Development Plan. Docket No. 14100019 ZW: Grand Blvd., Right of Way. The applicant seeks development plan approval for road, utility, infrastructure, and mass grading plans, on 30.5 acres. The applicant also seeks zoning waiver approval to reduce the right of way of Grand Blvd. from 100-ft, to 95-ft. The site is located south of Main St., west of Old Meridian St., and east of Grand Blvd., at approximately 12852 Old Meridian St. The site is zoned The District PUD/Planned Unit Development (Z-587-14). Filed by Steven Hardin of Faegre Baker Daniels LLP, on behalf of Edward Rose Properties, Inc. Roger Kilmer with Faegre Baker Daniels, Steve Hormann and Mike Diamente with Edward Rose Development, and Josh Hogan and Brad Schrage with Structurepoint Engineering presented the project. Mr. Diamente said Edward Rose is planning to purchase approximately 30-acres. This is the first phase of the development which will include the infrastructure package such as streets, curbs, and underground utilities. Mr. Diamente said this petition is only for pavement and everything below grade. Greg Hoyes – Hamilton County Surveyor’s Office - No comments. Trent Godsey – Duke Energy - Mr. Godsey said he met with the developers on site. Regarding the transformers being enclosed, Mr. Godsey said these need to be engineered for an outside location, as they are not designed to be inside. Mr. Mindham said this is for infrastructure, but the landscape plan will be incorporated into the plan in areas where there is not infrastructure. Chris Ellison – Carmel Fire Department - Mr. Ellison asked if this is only townhomes. Mr. Hormann said this will be mixed usage with apartments, townhomes, probably a hotel, and senior living as well. Mr. Ellison said once the developer has information gathered on the commercial structures, CFD will need to approve fire department connection locations, post indicator valves, and hydrant locations. Mr. Ellison said as of now, it looks like the hydrant locations are acceptable, but as the project progresses, they will need to re-examine this. Ryan Hartman – Clay Township Regional Waste - This project is outside CTRWD service area. Gary Duncan – City of Carmel Engineering - Mr. Duncan said Crossroad Engineering has issued comments. No further comments from Carmel Engineering. Mr. Diamente asked if the pavement sections for Fairfax Manor and Grand Boulevard would need to match the City details or if it should match what was shown on previous plans. Mr. Duncan said the question that would need to be answered is if the Grand Boulevard pavement was designed or if it was following the standard that existed at the time based on the road classification.
