CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, December 17, 2014
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall.
Time: 9:00 a.m.
9:00 a.m. Docket No. 14110008 SP: Grannan Grove Secondary Plat.
The applicant seeks secondary plat approval for 14 lots on 9.91 acres, along with construction plans approval. The
site is located at 3739 W. 141st St. It is zoned Grannan Grove PUD/ Planned Unit Development (Z-595-14). Filed
by Brett Huff of Stoeppelwerth & Associates, on behalf of Grannan Grove Development, LLC.
Brett Huff with Stoeppelwerth & Associates presented the project. Mr. Huff said this project is a 14-lot
subdivision of high end homes. Mr. Huff said representatives of Platinum Properties were not able to attend the
meeting, but Ken Brasser will be the contact on this project.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes said this project still needs to be reviewed, but he doesn’t anticipate any problems.
Joanie Clark – Vectren Energy
- Ms. Clark asked the timeframe for starting the project. Mr. Huff said hopefully the project would start by
April of 2015. Ms. Clark said there is currently gas service across the street in Overbrook Farms, so if the
developers would like gas in this subdivision, it is available.
Ryan Hartman – Clay Township Regional Waste
- Letter sent on November 21. Mr. Hartman said there are several storm water issues in the subdivision adjacent
to this area. Mr. Huff said the developers will do all they can to help, and even a little more. Mr. Huff added
that this issue came up during the primary plat application process.
Daren Mindham – City of Carmel Urban Forestry
- Final landscape plans are ready to go.
Chris Ellison – City of Carmel Fire Department
- No comments.
Gary Duncan – City of Carmel Department of Engineering
- Plans have been reviewed, but comments have not yet been sent.

- Comments have been typed, and they will be sent later in the week.

9:10 a.m. Docket No. 14110009 SP: The Meadows at the Legacy, Section 5.
The applicant seeks secondary plat approval for 28 lots on 11.473 acres, along with construction plans approval.
The site is located southwest of the intersection of Community Dr. and Cherry Creek Blvd. It is zoned Legacy
PUD/Planned Unit Development (Z-501-07). Filed by Brett Huff of Stoeppelwerth & Associates, on behalf of
Platinum Properties, Management Co, LLC.
Brett Huff with Stoeppelwerth & Associates presented the project. Mr. Huff said all of the BMP and storm water
quality has been taken care of in previous sections.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter will be sent. Outlet permit has been submitted, and is part of the master plan so there shouldn’t be any
issues.
Joanie Clark – Vectren Energy
- Ms. Clark asked the timeframe for starting the project. Mr. Huff said hopefully the project would start by
April of 2015.
Ryan Hartman – Clay Township Regional Waste
- This project falls outside CTRWD service area.
Daren Mindham – City of Carmel Urban Forestry
- Mr. Mindham said if the landscaping is the same as the overall from previous phases, there should not be any
issues.
Chris Ellison – City of Carmel Fire Department
- No comments.
Gary Duncan – City of Carmel Department of Engineering
- This plan has not yet been reviewed. Mr. Duncan said he hopes this will be straightforward since everything
is already done from an infrastructure standpoint.
Alex Jordan – City of Carmel Department of Engineering
- Should have SWPPP comments by the end of this week or next week.

David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. ADA compliant ramps will be required across every intersection.

9:20 a.m. Docket No. 14110005 SP: Bonbar at Monon Lake Secondary Plat.
The applicant seeks secondary plat approval for 42 lots on 33.95 acres, as well as construction plans approval.
The site is located west of the Monon Greenway and north of I-465, at approximately 1022 E. 101st St. It is zoned

Monon Lake PUD/Planned Unit Development (Z-590-14). Filed by Kevin Sumner of Weihe Engineers, on behalf
of M/I Homes of Indiana, LP.
Kevin Sumner with Weihe Engineers and Ann Kloc with M/I Homes presented the project. Mr. Sumner said the
connections will be made through the existing subdivision to the west of this area, and there will be a fire
department connection on Marwood Drive. Mr. Sumner said there are 42 lots, all single family homes, sitting on
34 acres.
Greg Hoyes – Hamilton County Surveyor’s Office
- This is annexed into Carmel so it will be Carmel storm sewers, but the Surveyor’s Office has been working
with Carmel to take some drainage from them. Mr. Sumner said much of the drainage in this area is directed
south into a culvert under I-465 and travels to Marion County.
Joanie Clark – Vectren Energy
- Ms. Clark asked the timeframe for starting work. Mr. Sumner said they will be submitting the wetlands
delineation soon. Ms. Kloc said in terms of development, they would like to commence as early in 2015 as
possible. Mr. Sumner said the developers would like to get everything approved, so when the wetlands
delineation is finalized, the construction is ready to begin.
Ryan Hartman – Clay Township Regional Waste
- Comment letter sent on November 21. No further comments at this time. Mr. Sumner asked if a doghouse
connection would be allowed. Mr. Hartman said this is not allowed, but the developer can add a manhole if
needed. Mr. Sumner asked if a larger pipe size could be used. Mr. Hartman said IDEM will allow a pipe up
to one size larger, but this would need to be approved through IDEM.
Daren Mindham – City of Carmel Urban Forestry
- Comments sent. Landscape plan is on file.
Chris Ellison – City of Carmel Fire Department
- Mr. Ellison would like to see the auto turn continue with the apparatus going directly from the entrance to the
cul-de-sac. Mr. Ellison said the curve in the road is a concern, and he will need confirmation that the fire
truck will be able to get through this area. Mr. Ellison said driving in to the subdivision during an emergency
is typically a larger concern than driving out, with the exception of taking a patient to the hospital. Mr.
Ellison also said the secondary fire department vehicle access will need to be at least 20-feet wide, and
asphalt, and Mr. Ellison or someone at the fire department will need to approve the gate. There will also need
to be a Knox Lock on the gate. Mr. Sumner asked if bollards are required or acceptable. Mr. Ellison said
having to unlock a Knox Lock is much easier and faster than trying to get 4-5 bollards out of the ground.
Gary Duncan – City of Carmel Department of Engineering
- Comments sent. Mr. Duncan said the two main issues were flood protection grades and the entire eastern
edge of the existing pond. Mr. Duncan said he will need to decide if there will actually need to be two feet of
free board on the current edge, as this would remove quite a few trees. Mr. Duncan said adding these two feet
may not be worth it, provided all the homes in the subdivision have the proper flood protection grades. Mr.
Sumner said he appreciates the engineering department thinking outside the box on this issue, as this is not a
normal subdivision. Regarding the curve, Mr. Duncan said this is a sub-standard, center line radius curve, and
asked if the developers have received a variance for this. Mr. Sumner said he is not sure if this has received a
variance, but added that the primary plat was approved with this curve in place. Ms. Kloc said the curve
needed to be designed this way to avoid the wetlands in the area.
Trent Godsey – Duke Energy
- Mr. Godsey said Duke appears to have facilities to the east and south of Marwood Trail.
Alex Jordan – City of Carmel Department of Engineering
- SWPPP review has been sent. The department is awaiting a response.
David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. Mr. Littlejohn said regarding the path from the cul-de-sac, the way it is shown on the plans is not

the same as the plan approved by the Plan Commission. Mr. Sumner asked if this needed to be aggregate or if
mulch could be used. Mr. Littlejohn said it should be ADA compliant and also be a natural surface.

9:30 a.m. Docket No. 14110006 DP/ADLS: Green House Cottages of Carmel.
The applicant seeks site plan and design approval, for 6 skilled nursing cottage homes and 1 administration
building. The site is located at 140 and 130 E. 126th Street, on 4.61 acres. It is zoned Green House Cottages of
Carmel PUD/Planned Unit Development (Z-594-14). Filed by Andrew Greenwood of Green House Cottages of
Carmel, LLC.
Andrew Greenwood and Zachary Moffett with Green House Cottages and William Hall with Crossroad
Engineering presented the project. Mr. Greenwood said this project will include six skilled nursing homes with 12
elders in each home, and also one administrative building.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes asked where the discharge point is located, because the Surveyor’s Office shows part of the
discharge in the County’s jurisdiction and part in Carmel’s jurisdiction. Mr. Hoyes said depending on where
this outlet goes, the County may not have any involvement.
Joanie Clark – Vectren Energy
- Asked the time frame for construction. Mr. Greenwood said the hope would be to move quickly through
the approval process, break ground as early as possible in the spring, and be open for business by October.

- This project is outside CTRWD service area.

- Comments sent. Department is awaiting a response.
Chris Ellison – City of Carmel Fire Department
- Asked if the developers have provided confirmation that fire apparatus can enter and exit the site quickly, as
there will be a significant number of emergency runs to this nursing facility. Mr. Hall said this has been
designed to handle the largest fire equipment. Mr. Ellison reminded the petitioners that prior to combustibles
arriving on site, the fire hydrants need to be in service, and at least an asphalt binder needs to be installed for
access.
Gary Duncan – City of Carmel Department of Engineering
- Comments have not yet been generated. Mr. Duncan said regarding the curves on the roundabout crosswalks,
these will need to be straightened out.
Trent Godsey – Duke Energy
- No comments. Mr. Greenwood said the developer has historically had problems addressing issues early on in
the process which has created obstacles at the end.

- Comments will be sent soon.
David Littlejohn – City of Carmel Alternative Transportation
- Comment letter sent. Mr. Littlejohn said on the landscape plans, the ADA parking is in one location, and on
the other plans, this parking is shown further to the north. Mr. Littlejohn said he prefers the location shown on
the landscape plan. Mr. Hall said the grading and access to the parking has forced this change.
