8) State reasons supporting the Development Standards Variance: (Additionally, complete the attached
question sheetentitled'"Findings of Fact- Development Standards Variance".).
A This project involves the partial redevelopment of a parcel of land located at'the northwest corner of 96th,
Street and Michigan Road. By increasing the.allowable percentage of EIFS on the non - window facade
area, the project architect will be able`to create the: detailing important to the'ltalianate architectural style
required by the Michigan Road Corridor Overlay Zone. The proposed current design includes a tall frieze
,board with corbels that is iconic tothe ltalianate style. Using EIFSwill allow the architect to create more
intricate details consistent with the ltalianate style then could be reasonably be achieved with another
material.
B. The parcel to be redeveloped is a corner lot and as such will not accommodate the location of the drive -
thru lanes for the bank teller and. Automated Teller Machine to be located in the rear of the building.
Applicant is seeking a variance to allow the drive -thru lanes to be located to the side of the bank building.
Because this is a corner lot located at the intersection of Michigan Road and 96th Street, there is no true
rear of the building if you consider frontages on. 96th Street and Michigan Road. However, the drive -thru
lanes are located to the rear of the building as it faces Michigan Road to the east.

FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
the increased amount of EIFS as a fagade trim material will not have any effect on the public health, safety,
morals or general welfare of the community and as such will not be injurious to same.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the increased amount of EIFS will,enhance and promote the Italianate architectural design style of the bank
building which will enhance the use and value of`the adjacent properties.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in
the use of the property because:
without the increased use of EIFS it ill be very difficult to create the detailing important to the Italianate
architectural style required by the architectural design requirements of the Michigan Road Corridor Overlay
Zone. Using EIFS material will allow the,architect to create more intricate details consistent with the style
than would be otherwise reasonably`. achieved using another material.
DECISION
IT IS THEREFORE the decision .of the Carmel /Clay Board of Zoning Appeals that Development Standards Variance
