I'm proud of the work your IACT team has done on behalf of Indiana's cities and towns and I'm hopeful you agree. We have dedicated ourselves to helping you create quality places that your community can be proud of. On the heels of a comprehensive member survey, in 2014 we completed a three-year strategic plan for the organization. This plan crystalized a vision that ensures the work of IACT is in-line with the needs and wants of our membership. We learned that you and your colleagues value the work we do and put great stock in our legislative advocacy and continuing education programs. In 2014, our legislative team was driven to tackle many great challenges. The session started with two prominent proposals to phase out Indiana's business personal property tax,threatening a vital revenue stream for Indiana's cities and towns. Replace Don't Erase is an IACT-formed, 24 member coalition united by the position that any lost personal property tax revenue must be replaced. The message of Replace Don't Erase resonates with city and town officials who simply cannot tolerate the loss of one dollar more without adequate replacement revenues. More importantly,the message resonated with lawmakers who passed a significantly modified approach that allows a measured county by county elimination option. Last year, in the short session, IACT tracked more than 352 legislative proposals that would have impacted municipal government. With a long,budget writing session of the Indiana General Assembly coming up in January,the number of bills we track could nearly double. In addition to tracking,we'll proactively seek solutions for more road funding, a better way to reduce meth-maker access to pseudoephedrine and a local heads up when a significant property tax appeal is filed within a municipality. Throughout the session we'll also be on the lookout for bills of concern that seek to eliminate or hinder local growth through annexation, additional restrictions on TIF or new methods of limiting home rule. s (317)237-6200 U Fax:(317)237-6206 Vwww.citiesandtowns.org To meet member demand for access to quality education and current information,we will conclude this year having held 18 webinars, 66 different workshops on topics specifically geared towards clerk-treasurers, mayors, council members,town managers, other appointed officials and cities and towns of all sizes. We hosted sixteen town roundtables at locations all around Indiana in 2014. And,we provided expert speakers at nearly 10o educational meetings held by IACT affiliates, regional partnership groups, legislative committees and more. Partnerships are something we take seriously at IACT. The IACT Medical Trust, our municipal health insurance pool, has grown from four municipal members in 2010 to 29 members in 2014. The Trust currently serves more than 3,000 city and town - - employees-. Best of-all-IACT Medical-Trust-members-will-average-a-3:596--rate increase in --- -- their health insurance in 2015. This is 7%less than the industry trend. We started the Trust to provide healthcare cost stability and predictability for our members and it's working! Finally, in the past year we've added endorsed programs to our offerings that save money and help create efficiencies within your community. The latest addition is a purchasing card program with the Illinois Association of School Business Officials and their 16 state consortium. This no-fee tool will allow municipalities to consolidate smaller purchases into one invoice and one vendor payment. The time savings is key, but the rebate provides a financial return to all participating municipalities.
