FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
The approval of this variance will not be injurious to the public health, safety, morals and general welfare of
the community because:
the increased percentage of EIFS as a fa4ade trim material will not have any effect on the public health,
safety, morals or general welfare of the community and as such will not be injurious to same.
The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the increased amount of EIFS will enhance and promote the Italianate architectural design style of the
bank building, which will enhance the use and value of the adjacent properties.
The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties
in the use of the property because:
without the increased use of EIFS, it will be very difficult to create the detailing important to the Itallanate
architectural style required by the architectural design requirements of the Michigan Road Corridor
Overlay Zone. Using EIFS material will allow the architect to create more intricate details consistent with
the style than would be otherwise reasonably achieved using another material.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals Clearing Officer that Development
Standards Variance Docket No. 14120004 V is granted, subject to any conditions stated in the minutes of this Board,
which are incorporated herein by reference and made a part hereof.

STATEMENT OF VARIANCE
Lake City Bank is seeking a variance of development standards to increase the allowable
percentage of EIFS as a trim detail material on the exterior finish of the new branch bank
proposed for the northwest corner of Michigan Road and West 96t" Street. EIFS is proposed for
architectural trim detailing only in areas along the roofline of the proposed building. A variance
to the maximum allowable percentage of EIFS above the ten percent (10 %) development
standard is necessary in order to meet the architectural design requirements of the Italianate
architectural style under the Michigan Road Corridor Overlay Zone (Section 23C.09K.2.3.). The
requested variance is as shown on the building elevations /plans filed and included in this
Information Booklet.

STATEMENT IN SUPPORT OF VARIANCE
This project involves the partial redevelopment of a parcel of land located at the
northwest corner of West 961" Street and Michigan Road. By increasing the allowable percentage
of EIFS on the non - window fagade area, the project architect will be able to create the detailing
important to the Italianate architectural style required by the Michigan Road Corridor Overlay
Zone. The proposed current design includes a tall frieze board with corbels that is iconic to the
Italianate style. Using EIFS will allow the architect to create more intricate details consistent
with the Italianate style than could reasonably be achieved with another material.
