CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, February 18, 2015
Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall.
Time: 9:00 a.m. ( Approximate start times for each item are listed below .)
9:00 a.m. (SUA) St. Elizabeth Ann Seton Catholic Church, Addition.
The applicant seeks the following BZA special use amendment approval for a 21,000 sq. ft. building addition:
Docket No. 15020001 SUA ZO Chptr 21.05: Expansion of Approved Special Use, greater than 10%
requested. The site is located at 10655 Haverstick Rd. and is zoned S-1/Residential. Filed by Jon
Dobosiewicz of Nelson & Frankenberger on behalf of St. Elizabeth Ann Seton Catholic Church.
Jon Dobosiewicz and Charlie Frankenberger with Nelson & Frankenberger, Janet Sterling with A&F
Engineering, and Sid Hayden with St. Elizabeth Ann Seton Church presented the project. Mr. Dobosiewicz
said he will be happy to answer any questions in advance of the BZA meeting in March.
Greg Hoyes – Hamilton County Surveyor’s Office
- No comments. Ms. Sterling said she has updated the old topographical survey to the current calculations
and the numbers still work.
Trent Godsey – Duke Energy
- Mr. Godsey said the plans do not appear to show that the building expansion will affect any of Duke’s
facilities in the area. Mr. Hayden said the church is in the process of upgrading the electrical service, which
is a separate project. He added that the project will involve moving transformers and centralizing some of
the electrical equipment.
Chris Ellison – City of Carmel Fire Department
- Mr. Ellison said he did not see any fire protection utilities on the drawings and asked how the fire sprinkler
systems and alarms will be coordinated with the existing buildings. Ms. Sterling said there is an existing
fire PIV and fire department connection on the Parish Life Center, so by virtue of connecting the two
buildings, these will become the equipment for the entire building. Also, Ms. Sterling said this project will
complete a water main loop around the entire building. Mr. Dobosiewicz said CSO is the architect on the
project, and Mr. Ellison said he will need to meet with them sooner rather than later to address the CFD
issues.
Ryan Hartman – Clay Township Regional Waste District
- This project is outside CTRWD service territory.
David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. No additional comments.
Nick Mishler – City of Carmel Building & Code Services
- No comments.
Angie Conn – City of Carmel Planning & Zoning
- Ms. Conn said she will defer all comments to Alexia Lopez with Planning & Zoning. Mr. Dobosiewicz
said they have not received an official review letter, but he will contact Ms. Lopez soon so all comments
can be addressed in advance of the BZA meeting.

9:15 a.m. Docket No. 15010002 Z: North Augusta, Lot 19, Rezone.
The applicant seeks approval to rezone 0.81 acres from S-1/Residence to B-5 ( or B-7)/ Business. The site is
located at 3808 W. 96 th Street, west of Commerce Dr. It is located within the US 421/ Michigan Rd. Overlay
Zone. Filed by Mr. Gopal Rao, land owner.
Property owner Gopal Rao presented the project. Mr. Rao said he is requesting the rezone because a tenant
who recently moved in would like to run a business on the property. Mr. Rao said this property was purchased
early last year, and he intended to put in an office, but it wasn’t the right time. He added that the long term
plan would be to turn this land into B-5 zoning anyway, so he would like to get that out of the way right now.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes said based on no changes to the property, there are no comments on the rezone.
Trent Godsey – Duke Energy
- No comments on this project unless the energy service would happen to change.
Chris Ellison – City of Carmel Fire Department
- Mr. Ellison asked what type of business will be moving into the space. Mr. Rao said this will be an office
for a dental company that makes dentures. Mr. Rao said there will be no changes to the inside of the
structure. Mr. Ellison said when a building changes from residential to commercial, there are potential code
changes with which the petitioner will need to comply.
Ryan Hartman – Clay Township Regional Waste District
- Mr. Hartman said he would like the property owner to be aware that the house is currently on a septic
system. Mr. Rao asked if he can proceed as is, and then when he would eventually build a larger structure,
he could switch to sewer service. Mr. Hartman said this would probably be acceptable but it would depend
on the loading on the system and how many people will be working out of this structure.
David Littlejohn – City of Carmel Alternative Transportation
- Letter sent which outlined bike parking requirements. No further comments.
Nick Mishler – City of Carmel Building & Code Services
- No comments.
Angie Conn – City of Carmel Planning & Zoning
- Official comment review letter will be sent soon.
