Information/Background on the Development of
Campus - St. Elizabeth Seton Catholic Church,
10655 Haverstick Road, Carmel, IN 46033
Current Campus consists of:
Church Building Space, approximately 45,000 Sq. Ft. constructed in 1985
Rectory – House for Clergy approximately 6,000 Sq. Ft. constructed 2004
Parish Life Center(PLC), approximately 23,700 Sq. Ft. constructed 2005-2006
o Note these are all separate buildings on the same property/campus.
Total existing square footage 74,700.
Why Add Space:
We have seen only modest growth over the last few years. In 2007 we had 1,829 registered
families. At the end of 2014 we had over 2100 households. We do not expect this growth rate to
increase substantially. The need to serve existing parishioners is the primary concern at this point
in time.
Through a series of survey/meetings and a professional study conducted in the spring of 2012 it
was determined that all ministries had a need for more space. The addition of the new social hall,
5 new ministry rooms plus 3 new conference rooms there will be ample space for all ministries.
The new ministry and meeting rooms will allow us to expand and engage more existing
parishioners in the various spiritual journeys provided by all of our Seton ministries. With a
sense of belonging and engagement, existing families are naturally more inclined to become
involved in St. Elizabeth Seton Parish life.
One other factor was discovered, parishioners wanted the Church and the PLC connected. This
addition will connect the Church building to the Parish Life Center and to have it all under one
roof.
Spaces to be Added: (approximately 21,000 Sq. Ft.)
A connection of the Church building to the Parish Life Center; it will be under roof, so that you
will be able to walk from one space to another without going outside.
A new and larger social hall to the north of the existing social hall that will accommodate larger
groups. It can be one large room or partitioned off to accommodate three different meeting areas
and can seat approximately 400 people.
A space for a future and enlarged kitchen area that will serve more people quicker and serve the
new social hall and other parish wide activities.
Additional ministry rooms that will accommodate the current numbers of those enrolled in
various religious education programs.
Three large meeting rooms that will be open to all ministries and general meeting needs. This
space can be configured as one large room or divided into three meeting rooms.
Office space for nine (9) existing staff members who currently share one (1) office space.
Additional restrooms in close proximity of new social hall, counselling rooms, workroom and
additional storage areas.

FINAL RULE 29, PART 1926, WHERE SUCH REGULATIONS APPLY TO THE
WORK.
3.ALL ELEVATIONS SHOWN WITHIN THESE PLANS ARE BASED UPON U.S.G.S.
DATUM.
4.LOCATIONS OF UTILITIES SHOWN WITHIN THESE PLANS ARE BASED UPON
INFORMATION OBTAINED FROM UTILITY COMPANIES OR THEIR
REPRESENTATIVES AND FIELD EVIDENCE OF IMPROVEMENTS VISIBLE ON

GRADING NOTES
1.TOPSOIL SHALL BE STRIPPED FROM ALL AREAS TO RECEIVE PAVING AND FROM WITHIN THE LIMITS

FINDING OF FACT – SPECIAL USE
1. The premises in question is particularly physically suitable for the proposed Special Use
because: (i) the church and its related services are permitted special uses under the
Neighborhood Residential District of the Legacy PUD, and are presumed to be appropriate
uses, and (ii) the church is a complementary use to the surrounding open space and residential
uses.
2. The Special Use will not injuriously or adversely affect economic factors, such as cost/benefit
to the community and its anticipated effect on surrounding property values because: (i) this
special use request would permit a use that is less intense than other potential uses that are
permitted under the Neighborhood Residential District of the Legacy PUD, and (ii) the
proposed church complements the surrounding open space and residential uses.
3. The Special Use will be consistent with social/neighborhood factors, such as compatibility with
existing uses and those permitted under current zoning in the vicinity of the premises under
consideration and how the proposed Special Use will affect neighborhood integrity because:
the surrounding areas also are zoned Neighborhood Residential and Open Space, and,
therefore, the special use would be compatible with existing uses permitted in the vicinity and
also provide a benefit due to the related services offered by the church.
4. The Special Use will not injuriously or adversely affect the adequacy and availability of water,
sewage and storm drainage facilities and police and fire protection because: the proposed
special use would have a nominal impact on water, sewage, storm drainage facilities, and
police and fire protection in the area, all of which are already available.
5. The Special Use will not adversely affect vehicular and pedestrian traffic in and around the
premises upon which the Special Use is proposed because: (i) worship services will occur
during non-peak hours and there will be a limited impact on vehicular traffic in the vicinity,
and (ii) there will be a positive impact on pedestrian traffic through the addition of pedestrian
paths.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that the Special Use
Docket No. 13040010SU is granted, subject to any conditions stated in the minutes of this Board, and
set forth below which are incorporated herein by reference and made a part hereof.
ADOPTED this 24th day of June, 2013.
