Time: 9:00 a.m. ( Approximate start times for each item are listed below .) 9:00 a.m. Docket No. 15020002 SP: The Preserve at Bear Creek, Section 2 . The applicant seeks secondary plat and construction plan approvals for 47 lots on 36.12 acres. The site is located near the southeast corner of 146 th St. and Little Eagle Creek Ave., at approximately 14501 Little Eagle Creek Ave. The site is zoned Bear Creek PUD/Planned Unit Development (Z-589-14). Filed by Alan Rosenwinkel of Williams Creek Consulting, on behalf of Pulte Homes of Indiana LLC. Jim Rinehart and Alan Rosenwinkel with Williams Creek Consulting, and Matt Lohmeyer with Pulte Homes presented the project. Mr. Lohmeyer said this is the final section of the project. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said there were some readability issues with the plans that were sent but there are no major issues related to drainage. Trent Godsey – Duke Energy - Mr. Godsey said this is Boone County jurisdiction. No comments. Ryan Hartman – Clay Township Regional Waste - Letter has been sent. No further comments. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said there are some adjustments that need to be made in regards to hydrant spacing. Alex Jordan – City of Carmel Engineering - This project was sent to Crossroad Engineers for a full review. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No further comments at this time. Nick Mishler – City of Carmel Building & Code Services - No comments. Angie Conn – City of Carmel Planning & Zoning - Letter sent. Ms. Conn said one of the neighbors had requested the gas line come from Overbrook Farms, because they do not want an easement to be placed near their home. 9:15 a.m. Docket No. 15020011 DP Amend/ADLS: Delta Faucet Headquarters Expansion. The applicant seeks site plan and design approval for an 80,582 sq. ft. building addition and parking area expansion, on 12.13 acres. The site is located at 55 E. 111 th Street and is zoned B-5/Business within the US 31/Meridian Street Overlay Zone. Filed by Paul Reis with Krieg DeVault LLP on behalf of Delta Faucet Company. CARMEL, IN 46032 (317) 571-2417 Michael Conly and Joseph Lese with Architura Corp., Doug Burnette with Delta Faucet Company, Nick Everhart with American Structurepoint, and Alyssa Prazeau with Context presented the project. Mr. Conly said the existing Delta Faucet building is about 115,000 square feet. The new portion will be an 80,582 square foot addition on the south end of the building. The addition will consist of four stories above grade, and will be used as a research area as well as Delta’s testing laboratory. There will also be a public showroom area and dining area on the first floor, meeting room space on the second floor, and offices on the third and fourth floor. Mr. Conly said there will also be an expansion of parking, and the project will meet LEED Silver standards. There will also be an extension of the exercise trail and running path along Pennsylvania Avenue to be a part of the building site. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said the developers will need to show the statutory drainage easement and the department will approve encroachment for the parking lot on the south end of the easement. Also there are drainage tiles that were recently found on the property, and these will need to be shown on the plans. Mr. Hoyes also said the plans show five trees along the trail on the southwest corner which will need to be moved out of the easement. Trent Godsey – Duke Energy - Mr. Godsey said it did not appear that the existing facilities will be affected by the expansion, as the main transformer is near the middle of the building. Ryan Hartman – Clay Township Regional Waste - Comment letter sent on March 6 th . No further comments. Chris Ellison – City of Carmel Fire Department - The new addition will affect the existing Fire Department Connection and a hydrant that is currently at this location. Mr. Ellison said it is critical that these will be relocated and in service prior to shutting down the existing services, and the plans will need to reflect the changes by the time the project is submitted to the state. Alex Jordan – City of Carmel Engineering - This project has been sent to Crossroad Engineers for a full review. Comments will be sent soon. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No further comments. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said regarding the state release, the developer will need to have approvals from all departments prior to submitting plans for a building permit. Mr. Conly said the developers will try to obtain an early foundation release by May. Angie Conn – City of Carmel Planning & Zoning - Comments are almost done, and should be sent by Friday. 9:25 a.m. Docket No. 15020012 DP/ADLS: National Bank of Indianapolis - Hazel Dell Corner, Lot 2. Docket No. 15020013 CA: Hazel Dell Corner, Commitment Amendment. The applicant seeks site plan and design approval for a 4,014 sq. ft. bank building with drive thru, on 1.753 acres. The applicant also seeks approval to amend some commitments, regarding architecture. The site is located at 5760 E. Main St. and is zoned B-3/Business. Filed by Paul Reis with Krieg DeVault LLP on behalf of The National Bank of Indianapolis. Tyler Comstock with American Structurepoint and Alyssa Prazeau with Context presented the project. Mr. Comstock said this will be the same exact building that is on 116 th Street. There is proposed parking in the front and rear, and also a rain garden on the north side of the building for water quality. Mr. Comstock said due to the hill on the west side of the site, there will be quite a bit of earth work done at this location. Ms. Prazeau said Page 3 of 9 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 regarding the hillside on the west side, there is at least eight feet of elevation change that will need to be accounted for. Greg Hoyes – Hamilton County Surveyor’s Office - Drainage meets the master plan requirements. Developers will need an outlet permit. Trent Godsey – Duke Energy - Mr. Godsey said there is a chance the electricity can be run from the transformer that serves Carmel Burgers. Ryan Hartman – Clay Township Regional Waste - This project is outside CTRWD’s service area. Chris Ellison – City of Carmel Fire Department - No comments. Alex Jordan – City of Carmel Engineering - This project was sent to Crossroad Engineers for a full review. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Angie Conn – City of Carmel Planning & Zoning - Review comments are close to being done, and should be sent soon. Ms. Conn said regarding the landscaping, the department can work with the city forester to get the issues addressed. Also, Ms. Conn said for the commitment amendment for architecture, the department will not contest the proposal. 9:35 a.m. Docket No. 15020014 SP: Sunrise on the Monon Secondary Plat . The applicant seeks secondary plat and construction plan approvals for 148 lots on 70.382 acres. The site is located at 9876 Westfield Blvd. and abuts the Monon Greenway. The site zoned Sunrise on the Monon PUD/Planned Unit Development (Z-598-14). Filed by Dustin Myers of Crossroad Engineers, PC on behalf of Sunrise on the Monon LLC. Dustin Myers and Willie Hall with Crossroad Engineers, and Andrew Greenwood and Randy Sexton with Old Town Design Group presented the project. Mr. Myers said this is a straightforward subdivision with two miles of streets, and multiple detention areas. Greg Hoyes – Hamilton County Surveyor’s Office - Plans are still being reviewed. Comments will be sent as soon as possible. Mark Westermeier – Carmel Clay Parks and Recreation - No comments at this time. Trent Godsey – Duke Energy - These projects will be handled by Duke’s subdivision group. Mr. Godsey asked if the project will be electric or gas. Mr. Myers said the subdivision will have both. Angie Conn – City of Carmel Planning & Zoning - Comments were sent for secondary plat. Department is awaiting a response. 9:45 a.m. Docket No. 15020015 DP/ADLS: Sunrise on the Monon Apartments. The applicant seeks site plan and design approval for 31 apartment buildings, consisting of 256 units, and with a clubhouse (Block A). The site is located at 9876 Westfield Blvd. and abuts the Monon Greenway. The site zoned Sunrise on the Monon PUD/Planned Unit Development (Z-598-14). Filed by Willie Hall of Crossroad Engineers, PC on behalf of Sunrise on the Monon LLC. Mr. Myers said all of the storm water detention will be handled by the Sunrise on the Monon regional detention ponds. Also, water quality will be treated on site. Mark Westermeier – Carmel Clay Parks and Recreation - Mr. Westermeier asked about the start time, which Mr. Greenwood indicated would be as early as possible. Also, Mr. Westermeier asked where the parking will be located, and whether the ponds will be opened up to non-residents for fishing, as the plans do not show restricted usage for residents only. Mr. Greenwood said he thought the plan indicated this would be restricted but Mr. Westermeier said it does not. Mr. Greenwood said his preference would be to restrict these ponds to residents only. Trent Godsey – Duke Energy - Mr. Godsey asked if any of the buildings would contain elevators which would require three-phase service. Mr. Myers said there would be no elevators. Ryan Hartman – Clay Township Regional Waste - Once sewer lengths are confirmed, a payment confirmation will be sent. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said the only issue outstanding will be fire department connection locations. Alex Jordan – City of Carmel Engineering - PCS Engineering is completing the review. Comments will be sent soon. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No comments. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler asked if the builder would try to obtain an early foundation release for the apartment building. The applicant seeks secondary plat and construction plan approvals for 25 lots on 20.65 acres. The site is located at 12115 Clay Center Rd. It is zoned Silvara PUD/Planned Unit Development (Z-553-11). Filed by Brett Huff of Stoeppelwerth & Assoc., for Jackson’s Grant Real Estate Company, LLC. Brett Huff with Stoeppelwerth & Associates, and Doug Wagner and Matt Harlan with Republic Development presented the project. Mr. Wagner said the name of this project was changed for marketing reasons, and this project would hopefully this summer or fall. Mr. Wagner said this project is basically a cul-de-sac with a couple stubs added. There is a Clay Township Regional Waste sewer along the south side of the road, and since most of these are being done without lakes, there are quite a few BMPs as part of the project. Greg Hoyes – Hamilton County Surveyor’s Office - Comment letter sent with one request. Trent Godsey – Duke Energy - Mr. Godsey said Duke’s subdivision group has started working on this plan, and he believes they have already settled on a design. Mr. Godsey said Shirley Hunter will be handling this project. Ryan Hartman – Clay Township Regional Waste - Comments will be sent by the end of the week. Chris Ellison – City of Carmel Fire Department - No comments. Alex Jordan – City of Carmel Engineering - This project is being reviewed by Crossroad Engineering. Comments will be sent soon. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said he wants to make sure the eight-foot path is maintained all the way around the subdivision. Nick Mishler – City of Carmel Building & Code Services - No comments. Angie Conn – City of Carmel Planning & Zoning - Comments sent. Department is awaiting a response. Ms. Conn said on the primary plat, there was a type of gazebo structure shown. The department would like to know what will be going in east of the cul-de-sac. 10:05 a.m. Docket No. 15020017 TAC: Carmel Clay Fire Station #43 Expansion . The applicant seeks administrative approval of a fire station expansion. The site is located at 3242 E. 106 th St. It is zoned S-2/Residence. Filed by Nilesh Shringarpure of VS Engineering, on behalf of the City of Carmel and Clay Township. Chris Hagan with Axis and Nilesh Shringarpure with VSE Engineering presented the project. Mr. Hagan said this project will be a small addition to the existing fire station, which includes modernizing the interior and adding dormitory and office space. Mr. Hagan said this addition will be approximately 900 square feet, and the remainder of the building is not being changed, although there is a small secondary addition that the department is pushing to become a fitness room, although it is currently not in the project budget. Ryan Hartman – Clay Township Regional Waste - No comments. Chris Ellison – City of Carmel Fire Department - Request for information sent for utilities. Mr. Hagan said the Fire Chief’s opinion is the fire department needs to have a sprinkler system. Mr. Ellison said Chief Haboush has had this opinion for a long time, so it is not surprising, and added that the department needs to get together with the architects and talk about this plan. Alex Jordan – City of Carmel Engineering - These plans have not yet been reviewed but should be reviewed the week of March 23 rd . David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No comments. Nick Mishler – City of Carmel Building & Code Services - No comments. Angie Conn – City of Carmel Planning & Zoning - Alexia Lopez has sent review comments on this project. The department is looking forward to receiving a response. 10:15 a.m. Docket No. 15020018 TAC: Carmel Clay Fire Station #44 Rebuild . The applicant seeks administrative approval to demolish the existing fire station and rebuild and replace it with a 2-story building with 3 engine bays, office area, and living quarters. The site is located at 5032 E. Main St. It is zoned S-1/Residence. Filed by Nilesh Shringarpure of VS Engineering, on behalf of the City of Carmel and Clay Township. Chris Hagan with Axis and Nilesh Shringarpure with VSE Engineering presented the project. Mr. Hagan said this station will be torn down, with a new fire station constructed in its place. This will be a three-bay station but the number of firefighters which can live in the station will increase. The parking lot and driveway will be reconfigured, and the building will be placed just back from the front yard setback line. Greg Hoyes – Hamilton County Surveyor’s Office - Comment letter sent. Drainage has been master planned for this project. Trent Godsey – Duke Energy - Mr. Godsey asked if the service is being completely re-done. Mr. Shringarpure said the project would be a complete rebuild. Mr. Godsey said regarding the pole relocation, this will most likely be a separate cost from the building and is typically paid up front. Chris Ellison – City of Carmel Fire Department - Comments are the same as the previous project. Alex Jordan – City of Carmel Engineering - Project will be reviewed in the next week. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said he wants to make sure the 10-foot multi-use path extends across the entire frontage. Mr. Shringarpure said there will be an all new foundation and the existing building and foundation will be completely demolished. Mr. Mishler said the demolition will require its own permit and said he will be the contact for this process. Angie Conn – City of Carmel Planning & Zoning - Same comments as the previous project. Ms. Conn said Alexia Lopez will be providing comments. 10:25 a.m. Docket No. 15020019 DP/ADLS: Rose Senior Living at Carmel – Grand & Main. The applicant seeks site plan and design approval for a 176,000 sq. ft. senior living facility on 3.674 acres. The site is located at approximately at 12852 Old Meridian St. and is zoned PUD (The District: Z-587-14), within the Grand & Main development. Filed by Bradley Schrage, PE with American Structurepoint, Inc. on behalf of Edward Rose Senior Living, LLC. Brad Schrage with American StructurePoint, Alyson Oliver with Faegre Baker Daniels, and Paul Mott & Nathan Anderson with Edward Rose presented the project. Mr. Schrage said this project will be located in the Grand & Main development just west of the detention pond. This project is surrounded by townhomes on the south and west sides, and the hotel parcel is located to the north. Also, Mr. Schrage said the facility is a combination of assisted living, independent senior living, and memory care. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. This project will require a direct outlet permit into the master drainage plan. Trent Godsey – Duke Energy - Mr. Godsey said he believes the transformer location shown on the map will be fine, but it will need to be ten feet from a paved surface for the heavy line trucks. Mr. Godsey said he will need loading info on this project, with a breakdown of number of units and square footage. Chris Ellison – City of Carmel Fire Department - Mr. Ellison asked if Edward Rose will be operating the facility. Mr. Mott said the facility will be operated by Ecumen out of Minneapolis, which has been doing this for 150 years. Mr. Ellison asked if there is a run to the facility, where the main point of entry would be. Mr. Schrage said the main circle drive would be the access point, and they will make sure any porches or obstructions have enough clearance to allow for the large fire equipment. Mr. Ellison also said asphalt needs to be in place prior to construction, and fire hydrants need to be working prior to combustibles arriving on site. Alex Jordan – City of Carmel Engineering - Project was sent to Crossroad Engineers for a full review. Mr. Schrage said he received comments two days ago. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No comments. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said he will be the contact for the permitting, and also the suite assignments of this facility. Mr. Schrage said this facility will be 159 units and four floors. Angie Conn – City of Carmel Planning & Zoning - Review comments are almost complete. 10:35 a.m. Docket No. 15020020 DP/ADLS: Fairfield Inn & Suites by Marriott – Grand & Main. The applicant seeks site plan and design approval for a 61,000 sq. ft. hotel (4 floors or 52’ tall, 105 guest rooms) on 2.176 acres. The site is located at approximately 1335 West Main Street (the southeast corner of Grand Blvd. & Main Street), and is zoned PUD (The District: Z-587-14), within the Grand & Main development. The applicant seeks site plan and design approval for a 362,881 sq. ft. multi-family and parking structure (4 stories or 55’ tall, 305 units) on 9.822 acres. The site is located at approximately 12890 Old Meridian Street (the northwest corner of Grand Blvd. & Old Meridian Street), and is zoned PUD (The District: Z-587-14). Filed by Steven D. Hardin, Esq., with Faegre Baker Daniels LLP, on behalf of Edward Rose Development Company, LLC. Brad Schrage with American Structurepoint, and Mike Diamente and Steve Hormann with Edward Rose presented the project. Mr. Schrage said this is the multi-family building located just southwest of the pond, and noted that “Street B” on the plans has been eliminated and no longer exists on the northeast side of the site. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. This is part of the master drainage plan and does not flow to a regulated drain. Trent Godsey – Duke Energy - Mr. Godsey said he will need loading information. Mr. Hormann said the plans that show loading are not ready but should be fairly soon. Regarding the transformer space, Mr. Godsey said there will probably need to be multiple transformers, so the loading information will determine the locations of these. Transformers are not allowed to be placed inside. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said there have been several meetings on this project already, due to the uniqueness of the project and the proposed non-sprinkled parking garage.
