CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, April 15, 2015 Place: Dept. of Community Services Conference Room, 3 rd Floor, Carmel City Hall. Time: 9:00 a.m. ( Approximate start times for each item are listed below .) 9:00 a.m. Docket No. 15030011 Z: Kensington Green PUD Rezone & Primary Plat. The applicant seeks approvals to rezone 2 acres of land to PUD/Planned Unit Development, from R-1/Residence and U.S. Highway 31 Corridor Overlay Zone. The applicant also seeks primary plat approval in order to create a 9-lot single family detached homes subdivision. The site is located at 490 W. 136 th Street (northeast corner of Rohrer Rd. & Smokey Row Rd.). Filed by Clifford Rubenstein of Maurer Rifkin & Hill, P.C., on behalf of Turtle Pond Partners, LLC. Jim Rinehart with Williams Creek Consulting, Clifford Rubenstein of Maurer Rifkin & Hill, and Bruce Zabst with Turtle Pond presented the project. Mr. Zabst said this property currently has only one residential unit. The plan would be to turn this into a pocket neighborhood, which would be focused on the common area. The porches would face the common area, which will create a neighborhood feel. Mr. Zabst said there will be a road on the north side, which will provide access to several of the properties. There will be a connection to the Monon Trail through Kensington Place. Greg Hoyes – Hamilton County Surveyor’s Office • No comments on the PUD or the primary plat. Joanie Clark – Vectren • No comments. Ryan Hartman – Clay Township Regional Waste District • This project is outside CTRWD service area. No comments. Daren Mindham – City of Carmel Urban Forestry • Comments sent. Alex Jordan – City of Carmel Engineering Department • Comments sent. Department is awaiting a response. David Littlejohn – City of Carmel Alternative Transportation • Letter sent. No further comments. Matt Kallen – Planning & Zoning Graduate Assistant • No comments. Angie Conn – City of Carmel Planning & Zoning • Ms. Conn gave petitioners an email with comments from Trent Godsey with Duke Energy, as well as Mr. Godsey’s contact information. Docket No. 15030013 CA: Woodhall Lane Subdivision, Commitment Amendment. The applicant seeks approvals to add 5 additional lots to the plat, for a total of 14 lots on 11.6 acres. The applicant also seeks approvals to amend the 2007 commitments, regarding custom home builders. The site is located at 10520 Woodhall Lane (east of Towne Rd., along 106 th Street). It is zoned S-1/Residence. Filed by Sean Downey of HWC Engineering, on behalf of Pulte Homes of Indiana, LLC. Sean Downey with HWC Engineering, and Ashley Bedell and Matt Lohmeyer with Pulte Homes presented the project. Ms. Bedell said this is an existing community, with the original plat of 9 lots having been approved in 2007. This project will expand this development to 14 lots. Ms. Bedell said the roads, ponds, and many of the utilities are already in, so the developer is seeking to update a few items in order to increase the number of lots. Greg Hoyes – Hamilton County Surveyor’s Office • There were some issues with the easements, as well as a small relocation of one storm sewer. Also, there will need to be some easements over the common areas which were not shown on the plans. Joanie Clark – Vectren • Ms. Clark said she does not believe she has received plans for this. Mr. Downey said he does not believe there are any conflicts with gas services. Ms. Clark said this should be OK to proceed, and confirmed that there are gas services available to this community. Ryan Hartman – Clay Township Regional Waste District • There are a few minor issues to be resolved. Comments have been sent to Mr. Downey. Mr. Downey asked if the infrastructure was ever actually approved. Mr. Hartman said it was never actually dedicated, so there will be a process to go through to get this completed. Daren Mindham – City of Carmel Urban Forestry • Mr. Mindham said he needs an updated plan since the current plan is hand-drawn. Alex Jordan – City of Carmel Engineering Department • Comments said. Department is awaiting a response. Mr. Downey said he would like to meet with members of the engineering department to review the comments.
