I checked out the site and will pass the landscape inspection. However, I did notice that the linden trees along the front
drive aisle between the gas station and the Meijer store still has long bamboo stakes next to the tree trunks. These
stakes are really starting to affect the structure and health of the trees and should be removed. They should be able to
simply be pulled out or snapped off.
Also, these mulberry weed trees that were growing up the pine trees will re-sprout if not treated and killed. Please keep
up on the future maintenance of the site to stay in compliance.

Dave,
Per number 5 on the Letter of Grant, standard landscape maintenance is required for the entire site to receive a full C/O.
This includes, removal of dead trees, replanting missing trees, weeding, debris clean up, ect. There is at least one dead
tree along the northern perimeter, one missing tree in a parking lot island and many weed trees growing into and over
the existing evergreen trees. Also, the pruning of the linden trees along the front drive have all been lions-tailed which is
a unprofessional pruning practice. If additional non-standard pruning practices occur, complete removal and replanting
may be enforced.
I would be happy to meet someone on-site to review the maintenance needs.
Below is a section of the specific ordinance over maintenance of sites.
ZO 33.09 Landscape Installation and Maintenance.
A. Installation: All required landscaping approved as part of a DP/ADLS plan shall be installed prior to the
issuance of a full Certificate of Occupancy. When it is not possible to install the required landscaping because of
weather conditions, the property owner may be issued a temporary Certificate of Occupancy for a period up to
six (6) months or until the installation can be completed and the final landscape inspection passed, whichever is
less.
B. Maintenance: It shall be the responsibility of the owners and their agents to insure proper maintenance of all
trees, shrubbery and other landscaping approved as part of the DP/ADLS Plans in accordance with the standards
set by this sub-section. This should consist of watering, fertilizing, proper mulching, clearing of debris and
weeds, monitoring for pests and disease, mowing, pruning, the removal and timely replacement of dead,
hazardous or dying plants, treating for disease or injury, or any other similar act(s) which promotes growth,
health, beauty and the life of trees, shrubs, turf and other plants.
(1) Maintenance practices should follow the guidelines set by the American National Standard for Tree
Care Operations, ANSI A300 (current edition). American National Standards Institute, Inc.
(2) Injury of Trees: Unless specifically authorized in writing by the Director or his/her designee, no
Person shall intentionally damage, cut, carve, transplant, remove, or attach any rope, wire, nails, staples,
advertising posters, or other contrivance; allow any substance which is harmful to such trees to come in
contact with them; or set fire or permit any heat to burn and injure any portion of any such tree.
(3) Topping of Trees: Topping [as defined herein] shall not be considered a reasonable maintenance
practice. Topping is defined as the severe cutting back of limbs internodally to stubs larger than two
inches in diameter within the tree's crown to such a degree as to remove the natural canopy and
disfigure the tree. Trees damaged by storms or other natural events, or trees under utility wires or other
obstructions where proper pruning practices are impractical, may be exempted from this ordinance at
the determination of the Director or his/her designee.

Angie,
Following up on our conversation late last week. Please find the attached revised drawing
indicating the replacement of an existing window system with a new window system. There are
only 2 differences between the existing and new and are as follows:
1. The existing had some vertical butt joints, mullions behind and inside the store. The new
has vertical mullions.
2. The existing had (4) horizontal mullions. The new only has (3) horizontal mullions.
Note that the glass area increased slightly with the reduction of (1) horizontal mullion. This
revision is being made because the owner wanted a temporary entry, make it easier for patrons,
in this location and demolition of the existing system is required to achieve that. The end
condition will be as indicated in the attached.

Good afternoon. This request is in regards to our EIFS issue at the existing garden center canopy,
IMG_1287.jpg.
After some design considerations and discussions with our client, we would like to formally
request a slight variation to the proposed solution originally presented. The first variation would
be changing from a vertical metal panel to a horizontal metal panel. The horizontal Metal Panel
is Meijer’s current prototypical design standard. I have attached a cut sheet (PDF file) showing
the panel we would like to go with. The next deviation is the color. Instead of bone white, we
would like to utilize a Medium Bronze color to blend in with the existing rhythm of the new
façade materials. I have attached a sketch-up image and a photo of the metal panel color sample
resting on the brick colors that have been approved for the store to utilize during the
administrative review.

Good afternoon. Following up to the voicemail I left you on 5/11. The existing EIFS on the
Garden Center Canopy fascia (West Elevation) is beginning to fail. A decent size piece has fallen
off due to high winds. Thankfully, no one was injured. The contractor is performing a temporary
fix where they are using over-sized washers and screwing the EIFS panels to the substrate, for
safety, until we can arrive at a solution. I know the washer/screw fix will not be acceptable long
term. So, we have (2) possible solutions, ranked in order of preference, that we would like to run
by you:
1. We remove the entire EIFS system and go back with a vertical (bone white) metal panel
fascia (concealed fasteners). The existing coping cap can remain and a new continuous trim
angle along the bottom edge would be installed for a clean finish. Similar to the system shown on
the attached photo ‘2015-05-11…’.
2. We remove the entire EIFS system and go back with a new, drainable EIFS system –
Color to be the same as the front, center portion of the building where the Meijer sign is being
relocated to.
We will submit the appropriate paperwork, if required, once we hear back from you on the
direction you would like for us to go.

Good afternoon. Following up to the voicemail I left you on 5/11. The existing EIFS on the Garden Center Canopy fascia
(West Elevation) is beginning to fail. A decent size piece has fallen off due to high winds. Thankfully, no one was injured.
The contractor is performing a temporary fix where they are using over-sized washers and screwing the EIFS panels to
the substrate, for safety, until we can arrive at a solution. I know the washer/screw fix will not be acceptable long term.
So, we have (2) possible solutions, ranked in order of preference, that we would like to run by you:
1. We remove the entire EIFS system and go back with a vertical (bone white) metal panel fascia (concealed
fasteners). The existing coping cap can remain and a new continuous trim angle along the bottom edge would
be installed for a clean finish. Similar to the system shown on the attached photo ‘2015-05-11…’.
2. We remove the entire EIFS system and go back with a new, drainable EIFS system – Color to be the same as the
front, center portion of the building where the Meijer sign is being relocated to.
We will submit the appropriate paperwork, if required, once we hear back from you on the direction you would like for
us to go.

Following up on our conversation late last week. Please find the attached revised drawing indicating the replacement of
an existing window system with a new window system. There are only 2 differences between the existing and new and
are as follows:
1. The existing had some vertical butt joints, mullions behind and inside the store. The new has vertical mullions.
2. The existing had (4) horizontal mullions. The new only has (3) horizontal mullions.
Note that the glass area increased slightly with the reduction of (1) horizontal mullion. This revision is being made
because the owner wanted a temporary entry, make it easier for patrons, in this location and demolition of the existing
system is required to achieve that. The end condition will be as indicated in the attached.

After some design considerations and discussions with our client, we would like to formally request a slight variation to
the proposed solution originally presented. The first variation would be changing from a vertical metal panel to a
horizontal metal pa nel. The horizontal Metal Panel is Meijer’s current prototypical design standard. I have attached a cut
sheet (PDF file) showing the panel we would like to go with. The next deviation is the color. Instead of bone white, we
would like to utilize a Medium Bronze color to blend in with the existing rhythm of the new façade materials. I have
attached a sketch-up image and a photo of the metal panel color sample resting on the brick colors that have been
approved for the store to utilize during the administrative review.

Good afternoon. Following up to the voicemail I left you on 5/11. The existing EIFS on the Garden Center Canopy fascia
(West Elevation) is beginning to fail. A decent size piece has fallen off due to high winds. Thankfully, no one was injured.
The contractor is performing a temporary fix where they are using over-sized washers and screwing the EIFS panels to
the substrate, for safety, until we can arrive at a solution. I know the washer/screw fix will not be acceptable long term.
So, we have (2) possible solutions, ranked in order of preference, that we would like to run by you:
1. We remove the entire EIFS system and go back with a vertical (bone white) metal panel fascia (concealed
fasteners). The existing coping cap can remain and a new continuous trim angle along the bottom edge would
be installed for a clean finish. Similar to the system shown on the attached photo ‘2015-05-11…’.
2. We remove the entire EIFS system and go back with a new, drainable EIFS system – Color to be the same as the
front, center portion of the building where the Meijer sign is being relocated to.
We will submit the appropriate paperwork, if required, once we hear back from you on the direction you would like for
us to go.

Good afternoon. This request is in regards to our EIFS issue at the existing garden center canopy, IMG_1287.jpg.
After some design considerations and discussions with our client, we would like to formally request a slight variation to
the proposed solution originally presented. The first variation would be changing from a vertical metal panel to a
horizontal metal panel. The horizontal Metal Panel is Meijer’s current prototypical design standard. I have attached a cut
sheet (PDF file) showing the panel we would like to go with. The next deviation is the color. Instead of bone white, we
would like to utilize a Medium Bronze color to blend in with the existing rhythm of the new façade materials. I have
attached a sketch-up image and a photo of the metal panel color sample resting on the brick colors that have been
approved for the store to utilize during the administrative review.

I am the Urban Forester for the city of Carmel and will be the person inspecting the site for the Letter of Grant
landscaping commitment. I pulled your contact information from the building permit for the Meijer #130 store as this
project was approved with conditions with #5 being ‘Replace and maintain landscaping to originally approved plans’. I
noticed in the construction documents a proposed landscaping maintenance and replacement plan. Generally, the plan
is fine, however, I do have some issues with the plan as it pertains to the commitment. Would it be possible to meet,
preferably at the site to go over a couple comments I have with the work to be done to fulfill this commitment? Namely,
pear trees are not permitted to be planted in Carmel for commercial projects (I recommend substituting Japanese Tree
Lilac) and I would like to recommend replacing the Austrian Pine with Norway Spruce as the pine trees have a terrible
disease problem and the Norway spruce tends to be the best alternative. I also have some questions about trunk wrap
around parking lot island trees and maintenance of the street trees around the site. Please let me know you availability.

6. Awnings/canopies may not have signage:
In special committee meeting, the Tenant signage, specifically TCU, was discussed and we did not think it was disapproved. The meeting
minutes show that the Committee approved the petition with NO signage on the awnings/canopies. Also, the Dept. is/was under the
impression that the TCU sign is to be a wall sign; is this not correct?
Is there an additional process involved to permit such a sign? Yes, I think the attorney for the project is currently seeking a variance
from the BZA for total number of signs. But also, you/we need to figure out is the TCU sign is proposed to be a wall sign or a canopy sign.
Please ask Meijer .
Also, the Pharmacy Clearance sign would on the west face of the canopy, not front, indicating clearance. It would be minimally sized so
that it would be visible to approaching vehicles. The Dept. is okay with this Clearance sign, as it is located on the side of the canopy,
not facing the front.
7. Color of limestone (can be approved administratively by Staff) We will submit color samples of chosen colors for approval. Will likely be a ‘grey’
color to blend with the building. The Dept. is okay with that natural grey color choice.
8. Sidewalk connection from Pennsylvania to the front of the store Sidewalks exists and crosswalk striping was added. Please send me the revised
site plan showing this.

130-A201 Comments (working left to right):
� Pharmacy Stone extension: Due to structural and Water infiltration concerns/issues, we removed these (2) stone pilasters. We are
willing to discuss further via telephone. But, you show this design element on the Starbucks entry area. How is that area
different than this one?
� ‘Home’ Stone extension: Due to Structural issues, we had to reduce the height of this entity to avoid additional and costly
reinforcing. We are willing to discuss further via telephone. The Dept. is okay with this.
� Transitional Design: The Precast was chosen because it will match the precast that will be on top of the low screen wall for
overflow cart storage (indicated by bold dash line). The Dept. is okay with this.

� EIFS Lines: We will attempt to accommodate, but if the material needs a certain amount of joints spaced closer together than what
the existing relocated sign size will allow for thermal expansion and contraction to avoid cracking of surface, it may not be possible.
Please continue to work on this and present different options for the EIFS lines locations.
� ‘Fresh’ stone: This elevation reflects that the stone will cover the existing EIFS (diagonal) and the windows shown here exist to
remain and were not extended. The Dept. is okay with this.

APPROVED with CONDITIONS: Docket No. 14080002 ADLS Amend, Meijer Store Remodel:
1. EIFS area where main wall sign is located must be at least 8 ft off the ground B.O. E.I.F.S. is 8’8” above Finish Floor. Thank you;
the Dept. is now okay with this.
2. Black wrought iron fence to be screened to 6 ft Opaque screening to be secured to major rails in wrought iron fence for 6’0” height.
The Dept. is now okay with this.
3. Stripe crosswalk from Old Meridian to sidewalk next to building We will Add this Striping to the Project via Supplemental
instruction (Bulletin and/or MCT) This addresses comments in PDFs provided to us. Please send me this additional documentation
you reference.
4. Pharmacy drive thru area must have raised curbing/median and striping for crosswalk across this area (both can be approved
administratively by Staff) Refer to attached PDFs for area of Pharmacy and ‘island’ details. This also addresses comments in PDFs
provided to us. The Dept. is now okay with this.
5. Replace and maintain landscaping to originally approved plans Confirmed and was memorialized in the Construction Documents.
Please continue to work with the City Forester, Daren Mindham, on this.
6. Awnings/canopies may not have signage:
In special committee meeting, the Tenant signage, specifically TCU, was discussed and we did not think it was disapproved.
The meeting minutes show that the Committee approved the petition with NO signage on the awnings/canopies. Also, the Dept.
is/was under the impression that the TCU sign is to be a wall sign; is this not correct?
Is there an additional process involved to permit such a sign? Yes, I think the attorney for the project is currently seeking
a variance from the BZA for total number of signs. But also, you/we need to figure out is the TCU sign is proposed to be a wa ll
sign or a canopy sign. Please ask Meijer .
Also, the Pharmacy Clearance sign would on the west face of the canopy, not front, indicating clearance. It would be
minimally sized so that it would be visible to approaching vehicles. The Dept. is okay with this Clearance sign, as it is
located on the side of the canopy, not facing the front.
7. Color of limestone (can be approved administratively by Staff) We will submit color samples of chosen colors for approval. Will
likely be a ‘grey’ color to blend with the building. The Dept. is okay with that natural grey color choice.
8. Sidewalk connection from Pennsylvania to the front of the store Sidewalks exists and crosswalk striping was added. Please send
me the revised site plan showing this.

landscaping commitment. I pulled your contact information from the building permit for the Meijer #130 store as this
project was approved with conditions with #5 being ‘Replace and maintain landscaping to originally approved plans’. I
noticed in the construction documents a proposed landscaping maintenance and replacement plan. Generally, the plan
is fine, however, I do have some issues with the plan as it pertains to the commitment. Would it be possible to meet,
preferably at the site to go over a couple comments I have with the work to be done to fulfill this commitment? Namely,
pear trees are not permitted to be planted in Carmel for commercial projects (I recommend substituting Japanese Tree
Lilac) and I would like to recommend replacing the Austrian Pine with Norway Spruce as the pine trees have a terrible
disease problem and the Norway spruce tends to be the best alternative. I also have some questions about trunk wrap
around parking lot island trees and maintenance of the street trees around the site. Please let me know you availability.

I have received plans for a commercial addition and remodel at the Meijer store, located at 1424 W. Carmel Drive. This will be a store remodel and
a façade addition. Please let me know if your department has any issues which will need to be addressed before a permit is issued.
