Carmel engineering is making us post a R/W bond, when, we in fact have no improvements within the public R/W. So, when I questioned the need, the response was as noted below. Just off the phone with this guy trying to get further explanation on this, and explanation was really silly. Basically said that unless we helicopter in all materials and crews, you’re going to need to post this bond since we’ll be using public R/W to access the site at some point. Okay, so noted, however, how in the heck would they measure this bond and be able to point to McDonald’s activity as being the culprit of damage, somewhere on Carmel’s R/W was our fault, and if damage did occur, and not by us, how could we defend having the bond pulled as a result? 11 I also noted that if there was an opportunity to ride construction accesses established by you guys, thinking that maybe Gershman might suggest to us a certain means to enter the site. He noted that would be fine, but Gerschman would have to the applicant on our permit. Net result, this is absolutely ridiculous. Not so much by the amount, but the justification and reasoning behind such and the ability (or risk) of enforcement. Frankly, a little bit concerned with how to explain this to the bonding company. Not a performance bond, we’re bonding our rights to utilize public right-of-way to go to the site? Seriously? You have any thoughts/ideas on this. If there was more certainty, clarity and justification, I’d understand, but so far, this is senseless. Let me know your thoughts. My next call is to Jeremy to gain further clarification and understand, how Carmel can request bonds for traveling on public R/W to a site. That theory implies any construction travel, using public R/W’s anywhere in Carmel have a post bond to use the …. Public R/W. My oh my. Was hoping to understand how your corralling of approvals is coming with routing the plans/permit out for final check. I’ve been copied on the following: 1. Water fees owed – that check request is in and hope to have that check to utilities yet this week. 2. Bond requirement – noted, but questioning that directly with engineering since there are not improvements. I’ll resolve and get bond posted is determined warranted. 3. Plans (PDF’s) were sent to Angie Conn. Think I copied you on submittal. Any others thus far. I’m fishing for any that might require substantial lead time to generate info – specifically large fees owed, etc. I’ve scoured o ur TAC comments and permit fees noted in our reviews and I think I have everything identified that requires a large fee. I can strip out of the final PDF’s submitted those pages that were relating to ADLS items, or I have already conveyed to Nicholas a complete set of site and building plans that hopefully are accessible for your department as well. Not sure what Nicholas does with the final submitted PDF’s. If you need full sets, I would ask if I can transmit through Drop Box due to size of files. Even with stripped out plans specific for ADLS, might still need to convey through Drop box. I believe we done that before with prior filings. Please advise if you have access to the PDF’s submitted to Nicholas, and if not, if you can accept via Drop Box and if you want stripped out plans. 18 Thanks Angie. I’ve received a stamped approved Landscape plan from the urban forester and I know he is good. I believe Littlejon w alternate transportation is good as well as Department of Community Services. It’s the engineering group that has yet to respond. Final revisions went to them in February! State release is in progress and anticipate having that in had in a week or so. Taking advantage of the week or so to hopefully make sure everyone is good. Also, I could not find a clean blank application for building permit on website. Only one up there has SAMPLE across it. If there are outstanding issues with Engineering, Utilities, etc, you would need to work directly with those specific departments to get the issues resolved.
