ATTN: Austin Tracey 7260 Shadeland Station Indianapolis, IN 46256 VIA E-MAIL: ATracey@structurepoint.com RE: 146th Street and Gray Road – GetGo Gas Station Dear Mr. Tracey: We have reviewed the primary plat and construction plans submitted to the Hamilton County Surveyor’s Office on May 29, 2015, for this project and have the following comments: 1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES fall in a Carmel Wellhead Protection Zone (5 year TOT). 3. The proposed project is located in the U.G. Mitchner Regulated Drain Watershed, has a portion of the U.G. Mitchner Regulated Drain, and has an unregulated tributary of the U.G. Mitchner Regulated Drain running within the boundaries of the parcel for this proposed project. 4. Please submit an outlet permit for the direct discharge to the U.G. Mitchner Regulated Drain. The application is available at Surveyor's Form Page. 5. Hamilton County Ordinance 4-26-99-C #2b requires storm sewers to extend to regulated drains. Please either extend the storm sewer or open channel improvements all the way to the U.G. Mitchner Drain. 6. The proposed pond drainage basin seems larger then what can physically be captured in the pond, thereby making the proposed allowable release rates higher than they should be. Please remove the 146ht Street ROW (as it has its own system) and any areas that will direct discharge to the U.G. Mitchner Drain, to come up with a smaller basin size and more accurate allowable release rates for this site. 7. Hamilton County Surveyor’s Office has no concerns with the primary plat or use variance request. 8.
