9:00 a.m. Docket No. 15050009 DP Amend/ADLS: Hamilton Crossing West, Building VII.
Docket No. 15050010 ZW: Waiver, Required # Parking Spaces.
The applicant seeks site plan and design approval for a new 3-story building (54,066 sq. ft. in area) to be built
between Buildings 3 & 4. The applicant also seeks approval for a waiver for a 3% reduction in the number of
parking spaces required for Buildings 3, 4, and 7. The site is located along Hamilton Crossing Blvd. and along
US 31, just north of 12800 N. Meridian Street. The property is zoned B-2/Business within the US Highway 31
Corridor Overlay Zone. Filed by Darrell Phillips of Duke Realty Limited Partnership.
Sean Downey with HIVC Engineering and Darrell Phillips with Duke Realty presented the project. Mr. Phillips
said this area currently houses two buildings on two parcels. This project would be adding a third building
between the two existing buildings in a parking area that is underutilized. Mr. Phillips said there is a four-story
building on the south and a three –story building on the north. The proposed building would be 54,000 square
feet and three stories. The project would also call for a small reduction is parking.

- Mr. Jordan said he does not see any large issues that would hold back the project.
David Littlejohn – City of Carmel Alternative Transportation
- Comment letter sent. Mr. Phillips said there are some limitations with the available green space for the
project so he will contact Mr. Littlejohn to discuss further. Mr. Downey asked if the City will allow any sort
of waiver for the location of the required bike racks. Mr. Littlejohn said in other projects these have been
split into separate locations, however if all of them would be further than 50-feet away from the entrance, a
variance will be required. Mr. Downey said the main entrance will actually be on the east side, which is the

US-31 side, and he was not sure if these racks being visible from the highway would be a problem.

The applicant seeks approval to build a new restaurant on a vacant pad (which was planned for a stand-alone
restaurant building). The site is located at 9611 N. Meridian St. and is zoned PUD within the Drury Plaza Hotel
PUD. Filed by Donna Brown of Interplan LLC on behalf of the owner.

water approval. John Thomas with Carmel Engineering said the drainage for the master plan has been
approved, and that covers the hotel. However, the department will need to review plans for the actual site of
the restaurant. This plan will need to include both drainage and erosion control.

9:25 a.m. Docket No. 15060006 PP: GetGo Gas Station, Primary Plat.
The applicant seeks primary plat approval for 1 lot on 11.65 acres, for a convenience store & fuel canopy. The
site is located at 4927 E. 146 th St., at the southeast corner of 146 th /Gray Rd. The site is zoned S-1/Residence,
partially lies within the Floodplain. Filed by Jim Shinaver of Nelson & Frankenberger, on behalf of TMC
Development, LLC.

The applicant seeks the following Use Variance for a new gas station:
Docket No. 15060008 UV ZO CH: 5.01: Permitted Uses: Gas Station requested in the S-
1/Residential District. The site is located at the southeast corner of 146 th Street and Gray Road. The property is
zoned S-1/Residential. Filed by Jim Shinaver with Nelson & Frankenberger, on behalf of TMC Development,
LLC.
Jon Dobosiewicz with Nelson & Frankenberger presented the project. Mr. Dobosiewicz said this site will be
accessed off of 146 th Street, and this access point will need approval from the county commissioners.

- Letter sent. Surveyor’s Office will need an outlet permit, with the drain extended all the way to the legal
drain. Mr. Hoyes said there was extra right-of-way amounts included in the drainage calculations that will
need to be reduced.

- Letter sent. Mr. Lucas said as soon as the access is in place, they can talk about issues such as deceleration
lanes. Mr. Lucas said since this entrance is on a down slope, extra distance will be required for the
deceleration lane. Mr. Dobosiewicz said this coming Monday, the developers will have the completed traffic
study and schematic design of the entrance.

Daren Mindham – City of Carmel Urban Forestry
- Mr. Mindham said he is looking at how the site’s existing landscaping will be preserved as well as how it
will meet commercial standards when completed. Mr. Dobosiewicz said on Monday, the developers will have
a completed landscape plan for the entire 11 acres, which will include tree preservation.
Trent Godsey – Duke Energy
- Mr. Godsey said transformer locations look fine, however the routing of the electrical to the site will need to
be examined. A site visit will be needed. Mr. Dobosiewicz said Gray Road will need to be cut in order to
move sanitary, so this might provide an opportunity to route the electrical.
John Thomas – City of Carmel Storm Water
- Project is still in review. Mr. Thomas said if wetland delineation is not done, it will need to be completed
and submitted to the Army Corps of Engineers.
David Littlejohn – City of Carmel Alternative Transportation
- Comment letter sent. Mr. Littlejohn said his only concern is the sidewalk into the site, and if there is another
option as opposed to winding around the way it is currently shown.

- Letter sent. Ms. Lopez asked if it would be easier to do the use variance first and then the primary plat
second, since the public would probably speak about the use. Mr. Dobosiewicz said the developers have done
a good job with outreach and he doesn’t think this will be an issue. Ms. Lopez asked if developers have met
with John Duffy of Carmel Utilities. Mr. Dobosiewicz said he has not met with anyone from Utilities but will
reach out to them to address any issues.

9:35 a.m. (SUA) Boone Creek Farm, Riding Arena Addition.
The applicant seeks the following BZA special use amendment for a building addition:
Docket No. 15050003 SUA ZO CH 21.05: Expansion of Approved Special Use, greater than 10%
requested. The site is located at 12899 West Road, and is zoned S-1/Residential. Filed by Nathan Althouse with
Miller Surveying on behalf of the owners.
Nathan Althouse with Miller Surveying presented the project. Mr. Althouse said he is seeking a variance to
expand the existing horse barn north and east.

- Mr. Althouse said the service and meter locations would not be impacted by this project. Regarding the
loading requirements, Mr. Althouse said he will check to see if the load will be increasing and let Mr. Godsey

- Mr. Thomas said this project will disturb more than ¼ acre which means detention and water quality
standards will need to be met.

of-way document prepared that was never recorded.

- Ms. Lopez asked if a floor plan could be provided. Also, Ms. Lopez said the original plan shows 12 horses,
but the current plans call for 30-40 horses. Mr. Althouse said the owner is planning to lease horses, although

The applicant seeks approval of a master development, grading, and infrastructure plan for Blocks 1-5 within the
Midtown Carmel PUD, on 13.626 acres. The site is located at approximately 444 S. Rangeline Rd. and extends
all the way to the Monon Greenway. The site is zoned Midtown Carmel PUD (Ordinance Z-599-15). Filed by
Andrew Greenwood of Old Town Development, LLC.
Andrew Greenwood with Old Town Development, and David Roth and Jim Emerick with Civil and
Environmental Consultants presented the project. Mr. Greenwood said the PUD for this project was approved
several months ago, so this is only the development plan. The project is 14-acres and will include a variety of
mixed-use buildings.

behind the building, along the west side of the parking lot. The site is located at 651 W. Main St., at the Carmel
Friends Church site. The site is zoned R-2/Residence. Filed by Anna Marie Burrell of Schmidt Assoc.

Corrie Meyer, Chris Henry and Brian Davidson with Coram Deo Academy presented the project. Ms. Meyer
said the academy has seen tremendous growth over the last two years, and additional space is needed. This
project would be a temporary solution, but a permanent addition will eventually be needed. Ms. Meyer said the
lighting which will be installed will not spill over to other properties, and there is no additional signage being
proposed.

- Letter sent. No comments. Mr. Dobosiewicz said regarding tree preservation in the area of lots 29 to 34,
there are no trees of substantial quality along this line, and the developers believe they have an alternate plan
that would enhance the landscaping along the rear of these lots within the common area. Mr. Dobosiewicz
also asked about the elimination of the frontage road along 146 th in favor of an alley, more specifically if there
has been a policy shift within the City that calls for frontage roads to not be constructed. Ms. Conn said this
item will be addressed in review comment list. Mr. Dobosiewicz asked if the increase in right-of-way from 52
feet to 56 feet is due to the thoroughfare plan being amended. Ms. Conn said this was amended last fall. Mr.
Dobosiewicz said regarding the entrance off Shelborne Road, he would appreciate the departments deciding
the location and presenting a unified front rather than having the engineering completed, and then finding out
the plan is not acceptable to Planning & Zoning.
10:15 a.m. Docket No. 15060003 SP: Replat, Crooked Stick Estates Lot 12 & Crooked Stick West lot 75.
The applicant seeks approval to replat lots 75 and 12, to modify a shared property line and to remove an
easement. The site is located 10829 Thunderbird Dr. Lot 75 is zoned S-1/Residence, and Lot 12 is zoned P-

Gordon Kretz with Stoeppelwerth & Associates presented the project. Mr. Kretz said Crooked Stick Golf Course
is acquiring a section of this residential lot. Ms. Conn asked why the owner is going through this to sell this land.
Mr. Kretz said he did not know the details of the transaction.

The applicant seeks approval of a minor subdivision, for primary plat approval for 2 lots on 5 acres. The site is
located at 1060 W. 106 th Street. The site is zoned S-1/Residence. Filed by Doug Hall of JD Hall Land Surveying,
on behalf of David Palmer, Land owner.
James D. Hall with J.D. Hall Land Surveying and land owner David Palmer presented the project. Mr. Hall said
this project consists of two lots, with the division line on the property being the Thomas Hussey Regulated Drain.
Mr. Hall also said there is an existing septic field on lot 1 which will be eliminated, and a forced main will be
added as part of this project.

‘square off’ the existing floor plan and also add a 2 nd floor. The site is located at 3130 E. 96 th St., at the northwest
corner of 96 th /Keystone. The site is zoned B-3/Business and Keystone Pkwy. Overlay Zone. Filed by Paul Reis

Roger Ward with Roger Ward Engineering presented the project. Mr. Ward said the client has decided recently
to add on to the existing building, so 68-feet will be added to the north part of the building. Mr. Ward said
during the design process, he was sensitive to the eventual roundabout at 96 th Street and Keystone Avenue. Mr.
Ward said the addition does not affect how utilities will be treated, but it will affect the parking situation, as a few
spots will be lost.

the building is currently raised several feet, so this floor will be lowered as part of the construction. Mr.
Hartman asked that the developers submit an application for the sanitary sewer prior to issuance of permits.

islands that may end up in close proximity to the building.

- Review is complete and letter will be sent soon. Mr. Ward asked if there is an update on the 96 th Street and
Keystone Avenue roundabout. Mr. Jordan said he doesn’t have any updates on this, although the Department
has applied for a TIGER (Transportation Investment Generating Economic Recovery) Grant thorough the
U.S. Department of Transportation.

- Mr. Thomas said the Department would allow a storm water fee reduction for pervious surfaces.

- Comment letter sent regarding a 10-foot path along 96 th Street. Mr. Ward asked if it would be possible to
wait on constructing this pathway until the roundabout is finalized. Mr. Littlejohn said this is a requirement,
although an alternative would be to make a financial commitment to the thoroughfare fund. Mr. Ward said
there is the potential that the path would need to be taken out when the roundabout plan is finalized. Mr.
Littlejohn said there are actually three options: install the path, make a contribution to the thoroughfare fund,
or receive a variance to not install the path. Mr. Ward said there would need to be a temporary encroachment
for 28 parking spots on the site, and part of this agreement could involve the path.

- Ms. Lohmiller said the drainage system on the south side of the building would go right through IPL’s
services, and would currently require too many 90-degree angles. She suggested an island be placed on the
site with bollards to protect from vehicle traffic.
