Dear Steve:
At the last City Council meeting there was discussion about
filing an updated map showing current City limits with the
County to establish the two-mile planning jurisdiction limits.
Enclosed is a copy of the minutes from a recent Westfield Plan
Commission meeting indicating that they have already extended
their limits south to 146th Street. Thought this would be of
interest before someone inadvertently puts their foot in their
mouth.

amending the original zoning jurisdiction of Ord. 91965-1 (two mile
radius of Town corporate limits) to include approximately 1,300 acres
of property between 146th and 151st Streets and between Oak Ridge and
rinill Roads.

Ordinance 9196 is approved by the Town Board of Trustees amending the
zoning jurisdiction of Ord. 01965-1 and adopting a development plan
submitted as the zoning and master plan for the 1,300 acres of property.
(This plan shows 35 acres at the Northeast corner of 146th Street and
Springmill designated "Future Commercial. or Multi -Family.")
9/15/77 Westfield -Washington Township Comprehensive Zoning Ordinance of 1977
is adopted and becomes effective (Ord. 91977-202). Subject property
designated as carrying the MF -2 zoning classification with the adoption
of the Ordinance.
Comments:
1. No development plans have been filed in connection with this proposal. The
provisions of the Zoning Ordinance concerning the MF -2 classification, the
present zoning of the site, may be found on pages 34 - 36. The petitioner
proposes to reduce the approximate 40 acres of MF -2 area to 31 acres and to
designate 9 acres for LB (Local Business) use.
2. The general provisions of the Ordinance regarding the business districts may
be found on page 37 (Article 1 - Zoning, Section V - Business Districts, A).
The specific provisions for the LB classification follow on pages 38 - 40.
Examples of uses permitted in the LB classification can be found throughout
pages 101 - 118 (Article 1 - Zoning, Section XVI - Figures, 2. Types of
Businesses - Commercial, Industrial, & Miscellaneous).
3. The subject property is served by Hamilton -Western water and sewer utility.
4. A regulated county drain, the T. H. Harvey, crosses a portion of the site.
An easement of 75' from each side of the center of the tile is imposed
(150' total width).
Recommendations:
1. The subject property is presently undeveloped. The Village Farms subdivision
is located along the North and East sides of the 40 acres presently zoned
MF -2. The area proposed for rezoning 1s a square approximately 626' x 626'
immediately Northeast of the intersection of 146th Street and Springmill Road.
The remaining MF -2 property is expected to serveas a transition between the
single family residences of Village Farms and the commercial property. The
properties to the South and West are also rural and undeveloped in appearance.
It is, however, likely that development of the surrounding parcels will take
place in the near future. Fire hydrants along the East side of Springmill
Road South of 146th Street indicate the presence of water lines. Property
South of the center of 146th is in the jurisdiction of Carmel -Clay Township.
2. The petition may be viewed as an attempt to assign specific boundaries to
the area designated in 1977 for "Future Commercial or Multi -Family" development.
