My Letter Dated June 13, 1994, Pursuant to Flow Violations

The letter I sent was with a copy of a Jones & Henry study of flow figures for Hamilton
Western's two flow meters for sewage flow to Carmel. Carmel had asked Jones & Henry to
review those records as a preliminary task for future negotiations of revised agreements for
treating sewage. At our meeting on June 19, I discussed this information and asked if I should
send it to Hamilton Western Utilities as preliminary to seeking penalties for their having
exceeded their limits. It was agreed to proceed with that information.
Mr. Jeffrey Henson expressed his displeasure in:
Tone of letter. The letter speaks for itself.
2. Innuendo that Hamilton Western Utilities had exceeded limits. There was no
innuendo; the message was clear from the Jones & Henry review that they had
exceeded their limits.
That Jones & Henry had used the wrong agreement and not the revision for their
data. That is not correct; Brian Houghton of Jones & Henry told me he had used
the proper revised agreement.
4. That I disseminated information to members of the Westfield Town Council. That
is not true. I am not responsible for the information obtained or spread by
government officials in the Town of Westfield in this matter.

Lack of contacting prior to "publicly spreading" those "false allegations". My first
contact was the letter in question that was addressed to Ralph Wilfong, who
seemed most appropriate to me.
(a) Nothing was "publicly spread" by me as stated above.
(b) There are no "false allegations" as far as I know. The information
was accurate as collected and assembled by Jones & Henry.
6. Wanting a meeting to discuss "these alleged violations" before "further and more
damage is done to Hamilton Western's reputation, based on false information".
My letter's only purpose was clearly limited to bringing Hamilton Western Utilities into
flow compliance. Mr. Henson's letter was to me inflammatory and accusatory by his use of
words and phrases.
