DOUGHERTY UTILITIES MANAGER February 5, 1985 The current status of both Hamilton Western Meters are as follows: a. Easement for meter to be installed on the Mount Carmel interceptor at the eastern edge of Mount Carmel is currently in the hands of Tom Welch. I had given Mr. Welch a copy of legal description that I had Weihe Engineers prepare. I sent you a copy of the same docu- ment on December 14, 1984. Since that time Mr. Welch has been in contact with Mr. Schutz of Schutz and Thompson to discuss their getting Carmel an easement for the meter. The land described in the legal description is currently owned and proposed for development by Schutz and Thompson. I have been in contact with Mr. Welch pursuant to progress of this easement almost weekly. Perhaps it would be useful if you could contact Tom and encourage having a more rapid culmination of the proceedings. b. Meter location just North of 146th Street is also the same place where Westfield will have their meter located. I have met with representative from Westfield and have an appointment for tomorrow at 10:00 with Mr. Curry, who is an engineer for Hamilton Western Utilities. Since Hamilton Westernownsthe land where both Westfield and Hamilton Western will have their meters, I -am working through Mr. Curry in order to affect a mutually satisfactory meter install- ation location that will satisfy the need of all three entities. Curry, P.E. 3346 Avon Road Plainfield, IN 46168 Re: Metering of Sewage from Hamilton -Western Utilities Dear Mr. Curry: Based upon your letter of December 10, 1984, it appears there may be some confusion regarding sewers and metering in the 146th Street and Cool Creek area. The construction of a 21" sanitary sewer from Westfield to 146th Street, including a metering vault and building, is a project by the Town of Westfield to connect their system to the Carmel North-South Interceptor. Mr. John Kupke of our firm is Project Manager working with the Town of Westfield. Totally separate is the connection of the Hamilton -Western Utilities inter- ceptor and equalization facilities to the Carmel North-South Interceptor. Per the agreement between Hamilton -Western Utilities and the City of Carmel, the City of Carmel has been purchasing the necessary meters to install on the connection between the Hamilton -Western system and the Carmel inter- ceptor. Since the existing Hamilton -Western interceptor manhole on the west bank of Cool Creek is very close to the end of the Carmel Interceptor, it is anticipated that the meeting vault would be located in between and then connecting the two respective manholes. The method of controlling flows to the Carmel interceptor and to and from the equalization lagoon would be up to Hamilton Western. The starting invert elevation for the connection to the Carmel North-South Interceptor has been considered as the existing invert elevation in the manhole of the line coming from the west of 806.2+. December 18, 1984 Page 2 Regarding the appearance of the proposed building for the Westfield meeting, I would recommend that you consider meeting with representatives of Westfield. Since I personally am Project Manager for City of Carmel projects, neither I nor the City of Carmel are involved in the design of the building. I appreciate your concerns and would hope that whatever problems that exist could be quickly eleminated; however, I am not aware of anything I can do to be of assistance. If you wish to discuss the connection to the Carmel interceptor and its metering further, please feel free to contact me and I will be glad to arrange a meeting with Mr. Dougherty of Carmel and assist in any way that I am able. Recently, Mr. Ralph Wilfong advised me that your firm is preparing plans for extension of 21" sanitary sewer from 146th Street to Westfield, Indiana. However, he is not certain how you are proposing to connect and meter the flow from their 15" sanitary sewer from Hamilton Western and the outlet from their 2,000,000 gallon flow equilization lagoon. Another concern of Mr. Wilfong's is the appearance of the proposed FLOW MONITORING AND SAMPLING BUILDING. This matter was brought to Mr. Kupke's attention and he provided an unconcerned and unsatisfactory response. Mr. Wilfong will be providing the land for this building and failure to satisfy his concerns will only serve to perpetuate an impass.
